1 | AN ACT concerning transportation.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Springfield High Speed Railroad Community Advisory Act. | ||||||
6 | Section 5. Definitions. For purposes of this Act: | ||||||
7 | "Department" means the Department of Transportation. | ||||||
8 | "High Speed Rail Project" means the Illinois High Speed | ||||||
9 | Rail Program, led by the Department of Transportation and the | ||||||
10 | Federal Railroad Administration, which is designed to enhance | ||||||
11 | the passenger transportation network in the Chicago-St. Louis | ||||||
12 | corridor. | ||||||
13 | Section 10. Springfield High Speed Railroad Community | ||||||
14 | Advisory Commission. The Springfield High Speed Railroad | ||||||
15 | Community Advisory Commission ("Commission") is created to | ||||||
16 | monitor, review, and report on contracting and employment | ||||||
17 | matters related to the planning, organization, and | ||||||
18 | construction of the High Speed Rail Project. The Commission | ||||||
19 | shall monitor the public transparency of all matters concerning | ||||||
20 | the High Speed Rail Project. | ||||||
21 | The Commission shall consist of 9 members who are residents | ||||||
22 | of the City of Springfield, who shall be appointed, within 90 |

1 | days of the effective date of this Act, as follows: | ||||||
2 | (1) Two members appointed by the President of the | ||||||
3 | Senate, one of whom shall serve as a Co-Chairperson of the | ||||||
4 | Commission. | ||||||
5 | (2) Two members appointed by the Speaker of the House | ||||||
6 | of Representatives, one of whom shall serve as a | ||||||
7 | Co-Chairperson of the Commission. | ||||||
8 | (3) One member appointed by the Minority Leader of the | ||||||
9 | Senate. | ||||||
10 | (4) One member appointed by the Minority Leader of the | ||||||
11 | House of Representatives. | ||||||
12 | (5) One member appointed by the Mayor of the City of | ||||||
13 | Springfield and approved by the Springfield City Council. | ||||||
14 | (6) One member appointed by the Governor representing | ||||||
15 | the Department. | ||||||
16 | (7) The independent ombudsman for the 10th Street Rail | ||||||
17 | Corridor. | ||||||
18 | Section 15. Commission meetings; authority; reporting. The | ||||||
19 | Commission shall meet quarterly. The Commission shall have the | ||||||
20 | authority to convene City, County, and Department officials to | ||||||
21 | ensure transparency and compliance with federal, State, and | ||||||
22 | local employment and contracting goals. | ||||||
23 | On January 1, 2016, and on the first of each quarter | ||||||
24 | thereafter until the completion of the High Speed Rail Project, | ||||||
25 | the Commission shall issue a written report to the Governor, |

1 | President of the Senate, Speaker of the House of | ||||||
2 | Representatives, Minority Leader of the Senate, Minority | ||||||
3 | Leader of the House of Representatives, Mayor of Springfield, | ||||||
4 | Springfield City Council, Sangamon County Board, and the | ||||||
5 | Department describing in detail the Project's compliance with | ||||||
6 | federal, State, and local minority employment and contracting | ||||||
7 | goals. | ||||||
8 | Section 20. Applicability. If the implementation of any of | ||||||
9 | the provisions of this Act would negatively affect the receipt | ||||||
10 | of federal funding, then those provisions shall not apply.

11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.
