AMENDMENT TO HOUSE BILL 3840

2    AMENDMENT NO. ______. Amend House Bill 3840 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Equal
5Economic Opportunity Task Force Act.
 
6    Section 5. The Equal Economic Opportunity Task Force.
7    (a) There is hereby created the Equal Economic Opportunity
8Task Force.
9    (b) The task force shall consist of the following members:
10        (1) Four members of the General Assembly, appointed one
11    each by the President of the Senate, the Minority Leader of
12    the Senate, the Speaker of the House of Representatives,
13    and the Minority Leader of the House of Representatives;
14        (2) The Governor, or his or her designee;
15        (3) The Director of Commerce and Economic Opportunity
16    or his or her designee;

1        (4) The Secretary of Human Services, or his or her
2    designee;
3        (5) The Attorney General of the State of Illinois, or
4    his or her designee; and
5        (6) Two members from entities representing the
6    interests of the retail and banking industries in this
7    State appointed by the Governor.
8    (c) The Director of Commerce and Economic Opportunity, or
9his or her designee, shall serve as chairperson of the task
10force, and the Department of Commerce and Economic Opportunity
11shall provide technical support and assistance to the task
12force and shall be responsible for administering its operations
13and ensuring that the requirements of this Act are met.
14    (d) The task force may consult with any persons or entities
15it deems necessary to carry out its purposes.
16    (e) Members of the task force shall be appointed no later
17than 90 days after the effective date of this Act. The members
18of the task force shall receive no compensation for serving as
19members of the task force.
20    (f) The task force shall examine: (1) barriers to economic
21opportunity in economically depressed communities; (2) issues
22discouraging local investment and business development; (3)
23local community concerns; and (4) current economic conditions,
24and shall establish a comprehensive economic development
25policy for small, medium, and large businesses. The task force
26shall give members of the public the opportunity to provide

1input during the task force's examinations.
2    (g) The task force shall prepare a report summarizing the
3findings of the examinations undertaken pursuant to subsection
4(f) and shall provide recommendations as to whether further
5legislation is needed to address the problems identified by the
6task force. The report shall be submitted to the General
7Assembly on or before January 1, 2017.
 
8    Section 10. Expiration. This Act is repealed on January 1,
92018.".
