Amends the School Code. Sets forth the definition of dyslexia that the State Board of Education must incorporate in both general education and special education (instead of requiring the State Board of Education to adopt rules that incorporate an international definition of dyslexia). Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The School Code is amended by changing Section |
5 | | 2-3.161 as follows: |
6 | | (105 ILCS 5/2-3.161) |
7 | | Sec. 2-3.161. Definition of dyslexia in rules ; reading |
8 | | instruction advisory group. |
9 | | (a) The State Board of Education shall adopt rules that |
10 | | incorporate , in both general education and special education, |
11 | | the following an international definition of dyslexia : into |
12 | | Part 226 of Title 23 of the Illinois Administrative Code. |
13 | | Dyslexia is a specific learning disability that is |
14 | | neurobiological in origin.
Dyslexia is characterized by |
15 | | difficulties with accurate and/or fluent word
recognition |
16 | | and by poor spelling and decoding abilities. These |
17 | | difficulties
typically result from a deficit in the |
18 | | phonological component of language
that is often |
19 | | unexpected in relation to other cognitive abilities and the
|
20 | | provision of effective classroom instruction. Secondary |
21 | | consequences may
include problems in reading comprehension |
22 | | and reduced reading experience that
can impede growth of |
23 | | vocabulary and background knowledge. |
