Amends the Illinois Lottery Law, the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act. Provides that payout of winnings of $600 or more must be accompanied by an IL-5754 form setting forth the name, address, and Social Security number of the winner and the amount of the payout. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Lottery Law is amended by changing | 5 | | Section 20.1 as follows:
| 6 | | (20 ILCS 1605/20.1) (from Ch. 120, par. 1170.1)
| 7 | | Sec. 20.1. Department account.
| 8 | | (a) The Department is authorized to pay validated prizes
up | 9 | | to $25,000 from funds held by the Department in an account | 10 | | separate and
apart from all public moneys of the State. Moneys | 11 | | in this account shall be
administered by the Director | 12 | | exclusively for the purposes of issuing payments
to prize | 13 | | winners authorized by this Section. Moneys in this account | 14 | | shall be
deposited by the Department into the Public | 15 | | Treasurers' Investment Pool
established under Section 17 of the | 16 | | State Treasurer Act. The Department shall
submit vouchers from | 17 | | time to time as needed for reimbursement of this account
from | 18 | | moneys appropriated for prizes from the State Lottery Fund. | 19 | | Investment
income earned from this account shall be deposited | 20 | | monthly by the Department
into the Common School Fund. The | 21 | | Department shall file quarterly fiscal
reports specifying the | 22 | | activity of this account as required under Section 16 of
the | 23 | | State Comptroller Act, and shall file quarterly with the |

| 1 | | General Assembly,
the Auditor General, the Comptroller, and the | 2 | | State Treasurer a report
indicating the costs associated with | 3 | | this activity.
| 4 | | (b) The Department is authorized to enter into an | 5 | | interagency agreement
with the Office of the Comptroller or any | 6 | | other State agency to establish
responsibilities, duties, and | 7 | | procedures for complying with the Comptroller's
Offset System | 8 | | under Section 10.05 of the State Comptroller Act. All federal
| 9 | | and State tax reporting and withholding requirements relating | 10 | | to prize winners
under this Section shall be the responsibility | 11 | | of the Department. Prizes of $600 or more must be accompanied | 12 | | by an IL-5754 form setting forth the names, addresses, Social | 13 | | Security numbers, and prize shares of all persons entitled to a | 14 | | share of the prize. Moneys from
this account may not be used to | 15 | | pay amounts to deferred prize winners. Moneys
may not be | 16 | | transferred from the State Lottery Fund to this account for | 17 | | payment
of prizes under this Section until procedures are | 18 | | implemented to comply with
the Comptroller's Offset System and | 19 | | sufficient internal controls are in place
to validate prizes.

The Riverboat Gambling Act is amended by adding | 6 | | Section 13.06 as follows: | 7 | | (230 ILCS 10/13.06 new) | 8 | | Sec. 13.06. Reporting payouts. Payout of winnings of $600 | 9 | | or more must be accompanied by an IL-5754 form setting forth | 10 | | the name, address, and Social Security number of the winner and | 11 | | the amount of the payout. | 12 | | Section 20. The Video Gaming
Act is amended by changing | 13 | | Section 20 as follows: | 14 | | (230 ILCS 40/20)
| 15 | | Sec. 20. Direct dispensing of receipt tickets only. A video | 16 | | gaming
terminal may not
directly dispense coins, cash, tokens, | 17 | | or any other article of exchange or
value except for receipt | 18 | | tickets. Tickets shall be dispensed by
pressing the ticket | 19 | | dispensing button on the video gaming terminal at the end
of | 20 | | one's turn or play. The ticket shall indicate the total amount | 21 | | of credits
and the cash award, the time of day in a 24-hour | 22 | | format showing hours and
minutes, the date, the
terminal serial |

| 1 | | number, the sequential number of the ticket, and an encrypted
| 2 | | validation number from which the validity of the prize may be | 3 | | determined.
The player shall turn in this ticket to the | 4 | | appropriate
person at the licensed establishment, licensed | 5 | | truck stop establishment, licensed fraternal establishment,
or
| 6 | | licensed veterans establishment
to receive the cash award. Cash | 7 | | awards of $600 or more must be accompanied by an IL-5754 form | 8 | | setting forth the name, address, and Social Security number of | 9 | | the player and the amount of the cash award. The cost
of the | 10 | | credit shall be one cent, 5 cents, 10 cents, or 25 cents, and | 11 | | the maximum
wager played per hand shall not exceed $2.
No cash | 12 | | award for the maximum wager on any
individual hand shall exceed | 13 | | $500.
