Makes conforming changes.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by changing Section 605-215 and by adding Section |
7 | | 605-111.5 as follows: |
8 | | (20 ILCS 605/605-111.5 new) |
9 | | Sec. 605-111.5. Transfer relating to the Interagency |
10 | | Military Base Support and Economic Development Committee. To |
11 | | assume the rights, powers, duties, and responsibilities of the |
12 | | Department of Commerce and Economic Opportunity. Personnel, |
13 | | books, records, property, and funds pertaining to the |
14 | | Interagency Military Base Support and Economic Development |
15 | | Committee are transferred to the Office of the Lieutenant |
16 | | Governor, but any rights of employees or the State under the |
17 | | Personnel Code or any other contract or plan shall be |
18 | | unaffected by this transfer. |

20 | | Sec. 605-215. Interagency Military Base Support and |
21 | | Economic Development Committee. |
22 | | (a) To coordinate the State's activities on and to act as a |

1 | | communications center for issues relating to current and former |
2 | | military bases in the State, the Interagency Military Base |
3 | | Support and Economic Development Committee is created as an |
4 | | entity within the Office of the Lieutenant Governor Department . |
5 | | (b) The Committee shall be composed of the following 7 ex |
6 | | officio members or their designees: the Lieutenant Governor, |
7 | | the Director of Commerce and Economic Opportunity, the |
8 | | Secretary of Transportation, the Director of Natural |
9 | | Resources, the Director of the Environmental Protection |
10 | | Agency, the Director of Revenue, and the Adjutant General of |
11 | | the Department of Military Affairs. In addition, 4 members of |
12 | | the General Assembly shall be appointed, one each appointed by |
13 | | the President of the Senate, the Senate Minority Leader, the |
14 | | Speaker of the House of Representatives, and the Minority |
15 | | Leader of the House of Representatives. The chair and |
16 | | vice-chair of the Committee committee , in consultation with the |
17 | | full Committee, shall appoint 8 public members to serve as |
18 | | representatives from the counties, or adjoining counties, of a |
19 | | current or former military base site as necessary to carry out |
20 | | the work of the Commission. |
21 | | (c) The Lieutenant Governor shall serve as chair of the |
22 | | Committee, and the Director of Commerce and Economic |
23 | | Opportunity shall serve as vice-chair and shall oversee the |
24 | | administration of the Committee and its functions. Expenses |
25 | | necessary to carry out the function of the Committee shall be |
26 | | shared among the agencies represented on the Committee pursuant |

1 | | to an interagency agreement and from funds appropriated for |
2 | | this purpose or from existing funds within the budgets of those |
3 | | agencies. General Assembly appointees shall serve for the |
4 | | duration of the General Assembly in which the appointee is |
5 | | appointed, but the appointee's term shall expire if the |
6 | | appointee no longer remains a member of that General Assembly. |
7 | | The Committee shall meet not less than quarterly. |
8 | | (d) Each member of the Committee must request reimbursement |
9 | | from his or her individual agency for actual and necessary |
10 | | expenses incurred while performing his or her duties as a |
11 | | member of the Committee. Public members shall be reimbursed |
12 | | from funds appropriated to the Office of the Lieutenant |
13 | | Governor Department for that purpose. |
14 | | (e) The Committee shall provide advice and recommendations |
15 | | to the Office of the Lieutenant Governor Department on the |
16 | | following: |
17 | | (1) The formation of a strategic plan for State and |
18 | | local military base retention, realignment, and reuse |
19 | | efforts. |
20 | | (2) The issues impacting current and former military |
21 | | bases in the State, including infrastructure requirements, |
22 | | environmental impact issues, military force structure |
23 | | possibilities, tax implications, property considerations, |
24 | | and other issues requiring State agency coordination and |
25 | | support. |
26 | | (3) The status of community involvement and |

1 | | participation in retention, realignment, and reuse efforts |
2 | | and the community support for economic development before |
3 | | and after a military base closing. |
4 | | (4) The State's retention, realignment, and reuse |
5 | | advocacy efforts on the federal level. |
6 | | (5) The development of impact studies concerning the |
7 | | closing of a base on the community, housing, the economy, |
8 | | schools, and other public and private entities, including |
9 | | additional economic development ideas to minimize the |
10 | | impact in the event of the base closing. |
11 | | (6) The development of future economic expansion plans |
12 | | for areas that are subject to closure or realignment.

13 | | (f) The Committee, in cooperation with the Office of the |
14 | | Lieutenant Governor Department , shall keep the Governor and |
15 | | General Assembly informed concerning the progress of military |
16 | | base retention, realignment, reuse, and economic development |
17 | | efforts in the State. |
18 | | (g) The Committee shall serve as the central information |
19 | | clearinghouse for all military base reuse, retention, and |
20 | | realignment activities. This shall include: (i) serving as a |
21 | | liaison between the State and community organizations that |
22 | | support the long-term viability of military bases; (ii) |
23 | | communicating with the State's congressional delegation; and |
24 | | (iii) generally coordinating with the public, governmental |
25 | | bodies, and officials in communicating about the future of |
26 | | military bases in the State.
