AMENDMENT TO HOUSE JOINT RESOLUTION 133

2    AMENDMENT NO. ___. Amend House Joint Resolution 133 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, The City of Springfield has been the capital of
5Illinois since 1839, when then-Governor Thomas Carlin issued a
6proclamation ordering the relocation of all State records from
7Vandalia to Springfield; and
 
8    WHEREAS, The City of Springfield is home to the main
9offices of the Executive Branch, the Legislative Branch, and
10the Judicial Branch of Illinois State government; and
 
11    WHEREAS, With a large reduction in the State workforce over
12the last several years, Springfield has suffered significant
13job losses; and
 
14    WHEREAS, As home to the majority of State government

1activity, it is essential that the capital of Illinois is also
2home to as many State employees as possible in order to ensure
3that Illinois runs in an efficient and productive manner; and
 
4    WHEREAS, Advances in technology and increased connectivity
5throughout the State have made it easier than ever for the
6State workforce to be centrally located in Springfield;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
10SENATE CONCURRING HEREIN, that we urge each State agency under
11the direction of the Office of the Governor to prepare an
12agency or office workforce report; and be it further
 
13    RESOLVED, That the workforce reports should include the
14following information for all employees under the Personnel
15Code:
16        (1) the number of employees in each county in this
17    State;
18        (2) the division and facility, if applicable, that each
19    of these employees is stationed;
20        (3) the position number, general working title, and a
21    brief description of job duties of each of these employees;
22    and
23        (4) the justification as to why these positions,

1    specifically upper and middle management positions, could
2    not be located in Springfield; and be it further
 
3    RESOLVED, That the workforce reports would not need to
4include detailed information relating to direct service
5workers, but should list the number of these positions in each
6title by county, division, and facility; and be it further
 
7    RESOLVED, That moving forward, as the State of Illinois
8begins to fill vacant positions, we urge all State agencies to
9consider filling any vacant position in Springfield first, as
10Springfield is the home of State government; and be it further
 
11    RESOLVED, That we urge all State agencies to have their
12workforce reports completed and submitted to the Office of the
13Governor and the General Assembly by August 31, 2016; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16delivered to the Office of the Governor to direct each State
17agency to complete a workforce report.".
