| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, It is highly fitting that the Illinois General | 3 | | Assembly pays honor and respect to individuals who have given | 4 | | their lives in the line of duty; and
| 5 | | WHEREAS, Morris Police Department Patrolman Clarence | 6 | | Roseland's honorable service was tragically cut short when he | 7 | | was killed in the line of duty on February 3, 1935; and
| 8 | | WHEREAS, Patrolman Roseland left behind his wife, Bertha, | 9 | | and his children, Marge, Lois, Wayne, and Chuck; and
| 10 | | WHEREAS, On the night Patrolman Roseland was killed, both | 11 | | he and his partner, Ed Garrity, were making their regular | 12 | | rounds patrolling the stores and businesses in the downtown | 13 | | area; and
| 14 | | WHEREAS, While on the 800 block of Liberty Street, Officer | 15 | | Garrity had gone into a nearby building to attend to some | 16 | | personal matters; Patrolman Roseland began to walk the streets, | 17 | | checking local business; and
| 18 | | WHEREAS, When Patrolman Roseland reached Gable's Grocery | 19 | | Store on the east side of the street, he discovered the door | 20 | | was open; he entered the store and was confronted by a man with |

| 1 | | a gun; he had interrupted a robbery in progress by three armed | 2 | | men; and
| 3 | | WHEREAS, Patrolman Roseland was forced at gunpoint to | 4 | | return to his vehicle; when Officer Garrity returned to the | 5 | | squad car, he found that Patrolman Roseland had been shot from | 6 | | behind in cold blood and had died almost instantly; and
| 7 | | WHEREAS, The robbers fled the scene with a female hostage, | 8 | | who they released later near Joliet; the criminals successfully | 9 | | robbed a total of nearly $60; and
| 10 | | WHEREAS, After several months, the robbers were | 11 | | apprehended and Louis Lutz was charged with the murder of | 12 | | Patrolman Roseland; and | 13 | | WHEREAS, The murder of Patrolman Roseland was a tragedy | 14 | | that greatly affected the residents of Grundy County for many | 15 | | years to come; he was a great and noble man who was a respected | 16 | | citizen of his community; therefore, be it
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 18 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 19 | | SENATE CONCURRING HEREIN, that we designate the portion of | 20 | | Illinois Route 47 over the Illinois River bridge from Pine | 21 | | Bluff Road to Washington Street as the "Patrolman Clarence |

| 1 | | Roseland Memorial Road"; and be it further
| 2 | | RESOLVED, That the Illinois Department of Transportation | 3 | | is requested to erect at suitable locations, consistent with | 4 | | State and federal regulations, appropriate plaques or signs | 5 | | giving notice of the name of the "Patrolman Clarence Roseland | 6 | | Memorial Road"; and be it further | 7 | | RESOLVED, That suitable copies of this resolution be | 8 | | presented to the family of Patrolman Roseland, the Secretary of | 9 | | the Illinois Department of Transportation, the Morris Police | 10 | | Department, and the Mayor of the City of Morris.
