| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened by the death of our
friend and | 4 | | colleague, former State Representative Rosemary Mulligan of | 5 | | Des Plaines, who passed away
on December 30, 2014; and | 6 | | WHEREAS, Rep. Mulligan was born and raised in Chicago; she | 7 | | moved with her family to Park Ridge
in 1955, and then moved to | 8 | | Des Plaines when she married; and | 9 | | WHEREAS, Rep. Mulligan earned her Associate of Arts and | 10 | | Science degree in Legal Technology from Harper College in
| 11 | | Palatine in 1982; she was a recipient of a 4-year scholarship | 12 | | from Illinois State University in Normal, and
received further | 13 | | education at the Illinois Institute for Continuing Legal | 14 | | Education; and | 15 | | WHEREAS, Rep. Mulligan was first elected to the Illinois | 16 | | House of Representatives in 1992, serving the people of
| 17 | | northwest suburban Cook County in the 65th District (formerly | 18 | | the 55th District) for 20 years, retiring in
January 2013; and | 19 | | WHEREAS, Rep. Mulligan was the first Des Plaines resident | 20 | | to serve in the Illinois House of
Representatives; and |

| 1 | | WHEREAS, During her tenure in the General Assembly, Rep. | 2 | | Mulligan became a respected
leader on State budget issues | 3 | | (particularly human services appropriations), family and | 4 | | women's issues,
health care, and early childhood education; and | 5 | | WHEREAS, Rep. Mulligan was recognized for her expertise in | 6 | | prescription drug problems,
compulsive gambling, health | 7 | | insurance coverage and reforms, welfare-to-work, and victims' | 8 | | rights; and | 9 | | WHEREAS, Some of Rep. Mulligan's key accomplishments | 10 | | include passage of a bill making
female genital mutilation | 11 | | illegal in Illinois, the establishment of the veterans' | 12 | | scratch-off lottery card to
fund veteran's programs in | 13 | | Illinois, a bill to allow for an income tax check-off to help | 14 | | pay for prosthesis
replacements for veterans, securing funding | 15 | | for fighting flooding issues in the Des Plaines River area, | 16 | | instituting programs to
fight compulsive gambling and other | 17 | | addictions, casting a deciding vote in favor of Illinois' civil | 18 | | unions
bill and advancing marriage equality, and addressing | 19 | | transportation issues, including the S-curve in Des Plaines
on | 20 | | which she worked with the late Des Plaines Mayor Paul Jung and | 21 | | former State Representative Carolyn Krause; and | 22 | | WHEREAS, Rep. Mulligan served as majority chair or minority | 23 | | spokesperson of the Illinois
House Human Services |

| 1 | | Appropriations Committee for 17 of her 20 years in the General | 2 | | Assembly; and | 3 | | WHEREAS, Rep. Mulligan served on many committees | 4 | | throughout her time in the General
Assembly, including the | 5 | | Joint Committee on Administrative Rules, the Access to Federal | 6 | | Funding
Committee (minority spokesperson), the Appropriations | 7 | | for Elementary & Secondary Education
Committee, the | 8 | | Appropriations for Human Services Committee (minority | 9 | | spokesperson), the Business &
Occupational Licenses Committee, | 10 | | the Health Care Availability & Accessibility Committee, the | 11 | | Health Care Licenses Committee, and the
Medicaid Reform, Family & | 12 | | Children Services Committee (minority spokesperson); and | 13 | | WHEREAS, Rep. Mulligan served on numerous other task forces | 14 | | and committees, including
the Illinois Discharged Service | 15 | | Member Task Force, the Governor's Senior Pharmaceutical | 16 | | Assistance Review Committee, the Joint Task Force on Immigrant | 17 | | Issues, the Early Intervention Task Force, the
Elder Abuse Task | 18 | | Force, and the Illinois Workforce Investment Board; and | 19 | | WHEREAS, Rep. Mulligan was selected to attend the Women's | 20 | | Political and Economic
Leadership Conferences in Northern | 21 | | Ireland and London in 1999; she was also a delegate to Israel | 22 | | and
was the program chair for the White House Women's Economic | 23 | | Leadership Summit in 1997; and |

| 1 | | WHEREAS, Rep. Mulligan additionally served on the Citizens | 2 | | Council on Children, the Illinois
Clemency Project for Battered | 3 | | Women, and the National Advisory Council of the Campaign for | 4 | | Women's
Health; and | 5 | | WHEREAS, Rep. Mulligan received numerous awards and honors | 6 | | during her legislative career
and was named "One of the Top 100 | 7 | | Women Making A Difference" by Today's Chicago Woman; and
| 8 | | WHEREAS, Rep. Mulligan received countless awards for her | 9 | | advocacy and work in the
legislature and community, including | 10 | | the Health Care Council
of Illinois Legislator of the Year | 11 | | Award, the Maine Community Youth Assistance Foundation | 12 | | Certificate of
Appreciation, the Lutheran Social Services of | 13 | | Illinois Legislative Champion Award, the American Cancer

Health Forum, the Illinois Conference of Women | 5 | | Legislators, the Illinois Federation of Business and | 6 | | Professional Women, the Advisory Board of Avenues to | 7 | | Independence, the Advisory Board
of Have Dreams, the Illinois | 8 | | Republican Committeewoman's Roundtable, the Maine Township | 9 | | Regular
Republican Organization, the Northwest Suburban | 10 | | Republican Women, the League of Women Voters, the National
| 11 | | Women's Political Caucus, and the Illinois Women's Political | 12 | | Caucus; and
| 13 | | WHEREAS, Rep. Mulligan was a champion of women's | 14 | | reproductive freedom and a passionate
advocate for access to | 15 | | quality health care; particularly for children, the elderly, | 16 | | the developmentally
disabled, and those with special needs; and
| 17 | | WHEREAS, Rep. Mulligan raised 2 sons, Dan and Matt, and was | 18 | | the proud grandmother of
Sophia and Isabelle; and
| 19 | | WHEREAS, Members of the Illinois House of Representatives | 20 | | will miss both the candor and dedication
with which Rep. | 21 | | Mulligan tackled issues that came before the chamber and the | 22 | | passion with
which she served her constituents; therefore, be | 23 | | it

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 2 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 3 | | mourn, along with her family, friends, and constituents, the | 4 | | passing of Illinois State Representative Rosemary Mulligan; | 5 | | and be it further
| 6 | | RESOLVED, That a suitable copy of this resolution be | 7 | | presented to the family of Rep.
Rosemary Mulligan as a symbol | 8 | | of our sincere sympathy.
