| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to thank Dr. Nettie Collins-Hart for her | 4 | | many years of service as Superintendent of Proviso Township | 5 | | High Schools District 209; and
| 6 | | WHEREAS, Dr. Nettie Collins-Hart is a native of Charlotte, | 7 | | North Carolina and a graduate of the University of North | 8 | | Carolina at Chapel Hill; she earned master's degrees in English | 9 | | education and educational administration from East Carolina | 10 | | University in Greenville, North Carolina and her doctorate in | 11 | | educational policy and leadership from the University of Kansas | 12 | | in Lawrence, Kansas; and
| 13 | | WHEREAS, Dr. Nettie Collins-Hart is a lifelong educator and | 14 | | administrator, having served as superintendent of Proviso | 15 | | Township High Schools District 209 since 2008; she previously | 16 | | served as an educator and administrator in North Carolina and | 17 | | Kansas; and
| 18 | | WHEREAS, Dr. Nettie Collins-Hart is noted for her work in | 19 | | closing the achievement gap, curriculum alignment, and equity | 20 | | education; her work has been cited in several educational | 21 | | publications, and she has also presented nationally on the | 22 | | topic; as superintendent, she has led efforts that have |

| 1 | | resulted in increased reading and math scores, increased ACT | 2 | | scores, improved daily attendance, increased honors and | 3 | | advanced class enrollments, and increased scholarship awards | 4 | | and student acceptance to college and post-secondary schools; | 5 | | during her tenure, Proviso Mathematics and Science Academy has | 6 | | been recognized as one of the top high schools in the nation; | 7 | | and
| 8 | | WHEREAS, During her time as an educator, Dr. Nettie | 9 | | Collins-Hart has added successful intervention programs such | 10 | | as test prep, credit recovery, reading and math prep academies, | 11 | | Saturday School, and an evening school and truancy program for | 12 | | students for whom the traditional school setting did not meet | 13 | | their needs; during the 2014-2015 school year, she expanded | 14 | | educational programs to include the cosmetology and barber | 15 | | program, an International Baccalaureate program, a | 16 | | pre-engineering program, and improved curricula in math and | 17 | | English through the Empower 3000 and Agile Mind programs; she | 18 | | has been instrumental in reducing District 209's budget deficit | 19 | | from approximately $14 million in 2007 to balanced budgets in | 20 | | every year since Fiscal Year 2010, placing the District in the | 21 | | State's highest category, "Financial Recognition", and raising | 22 | | the District's credit rating; under her leadership, the | 23 | | District is preparing to be removed from State financial | 24 | | oversight in 2016; and

| 1 | | WHEREAS, In 2012, Dr. Nettie Collins-Hart received the | 2 | | Outstanding Administrator Award for the 7th Congressional | 3 | | District of Illinois; in 2014, she was recognized by the | 4 | | Illinois General Assembly in commemoration of her success; she | 5 | | was recognized as the 2006 Superintendent of the Year by Region | 6 | | 4 of the American Cancer Society and nominated for | 7 | | Superintendent of the Year by the National Association of Black | 8 | | School Educators (NABSE) in 2014; in 2015, she was honored by | 9 | | NABSE with the Ida B. Wells Risk Taker Award; she was honored | 10 | | with the 2014 Orchid Award from the West Suburban Chicago | 11 | | Chapter of Top Ladies of Distinction, Inc., as an | 12 | | "extraordinary woman who is bold in service"; she has also been | 13 | | honored with the "Service Above Self" Award from the Rotary | 14 | | Club and Village of Maywood, the Operation Uplift Inc. | 15 | | Community Award, and the Proviso East NJROTC Appreciation | 16 | | Award; and
| 17 | | WHEREAS, Dr. Nettie Collins-Hart is a member of the Board | 18 | | of Directors for the Des Plaines Valley Region Partnership, of | 19 | | which she is a past president; she is a member of the Illinois | 20 | | Association of School Administrators Vision 20/20 Task Force, | 21 | | the Superintendents' Commission for the Study of Demographics | 22 | | and Diversity, the National Association of Black School | 23 | | Educators, and she serves on the Proviso Area for Exceptional | 24 | | Children Board; she is also a member of Alpha Kappa Alpha | 25 | | Sorority, Inc. and a past member of the AVID Board of |

| 1 | | Directors, Phi Delta Kappa, and Jack and Jill, Inc.; and | 2 | | WHEREAS, Dr. Nettie Collins-Hart serves as a model of hard | 3 | | work, integrity, and dedication for the people of the State of | 4 | | Illinois; therefore, be it
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 6 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 7 | | thank Dr. Nettie Collins-Hart for her service as Superintendent | 8 | | of Proviso Township High Schools District 209 and wish her | 9 | | great success and happiness in her future endeavors; and be it | 10 | | further
