| 2 | | AMENDMENT NO. ______. Amend Senate Bill 44 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 1. Short title. This Act may be cited as the | 5 | | Unmanned Aerial System Oversight Task Force Act.
| 6 | | Section 5. Purpose. The use of drones is becoming more | 7 | | common in everyday applications both commercially and | 8 | | privately. It is clear that increased drone use creates | 9 | | emerging conflicts and challenges to providing guidance into | 10 | | the safe operation of drones, while not infringing upon the | 11 | | constitutional rights of others. It is necessary to establish a | 12 | | task force to provide oversight and input in creating | 13 | | comprehensive laws and rules for the operation and use of drone | 14 | | technology within this State, subject to federal oversight and | 15 | | regulation. |

| 1 | | Section 10. Definitions.
As used in this Act: | 2 | | "Task Force" means the Unmanned Aerial System Oversight | 3 | | Task Force.
| 4 | | "Unmanned Aerial System" or "UAS" means an unmanned aerial | 5 | | vehicle or drone.
| 6 | | Section 15. The Unmanned Aerial System Task Force.
| 7 | | (a) There is hereby created the Unmanned Aerial System | 8 | | Oversight Task Force to study and make recommendations for the | 9 | | operation, usage, and regulation of Unmanned Aerial Systems, | 10 | | commonly referred to as "drone" technology, within this State.
| 11 | | (b) Within 90 days after the effective date of this Act | 12 | | members of the Task Force shall be appointed by the Governor | 13 | | and shall consist of one member from each of the following | 14 | | agencies or interest groups:
| 15 | | (1) a member of the Division of Aeronautics of the | 16 | | Department of Transportation, nominated by the Secretary | 17 | | of Transportation;
| 18 | | (2) a member of the Department of State Police, | 19 | | nominated by the Director of State Police;
| 20 | | (3) a Conservation Police officer of the Department of | 21 | | Natural Resources, nominated by the Director of Natural | 22 | | Resources;
| 23 | | (4) a member of the Department of Agriculture, | 24 | | nominated by the Director of Agriculture;
| 25 | | (5) a member of the Department of Commerce and Economic |

| 1 | | Opportunity, nominated by the Director of Commerce and | 2 | | Economic Opportunity;
| 3 | | (6) a UAS technical commercial representative;
| 4 | | (7) a UAS manufacturing industry representative;
| 5 | | (8) a person nominated by the Attorney General;
| 6 | | (9) a member of the Illinois Conservation Police Lodge, | 7 | | nominated by the president of the Lodge;
| 8 | | (10) a member of a statewide sportsmen's federation, | 9 | | nominated by the president of the federation;
| 10 | | (11) a member of a statewide agricultural association, | 11 | | nominated by the president of the association; | 12 | | (12) a member of a statewide commerce association, | 13 | | nominated by the president or executive director of the | 14 | | association;
| 15 | | (13) a person nominated by an electric utility company | 16 | | serving retail customers in this State; | 17 | | (14) a member of the Illinois National Guard, nominated | 18 | | by the Adjutant General; | 19 | | (15) a member of a statewide retail association, | 20 | | nominated by the president of the association;
| 21 | | (16) a member of a statewide manufacturing trade | 22 | | association, nominated by the president or chief executive | 23 | | officer of the association; | 24 | | (17) a member of a statewide property and casualty | 25 | | insurance association, nominated by the president or chief | 26 | | executive officer of the association;

| 1 | | (18) a member of a statewide association representing | 2 | | real estate brokers licensed in this State, nominated by | 3 | | the president of the association; and | 4 | | (19) a member of a statewide surveying association, | 5 | | nominated by the president of the association. | 6 | | (c) Nominations to the Task Force must be submitted to the | 7 | | Governor within 60 days of the effective date of this Act. The | 8 | | Governor shall make the appointments within 30 days after the | 9 | | close of nominations. The term of the appointment shall be | 10 | | until submission of the report of comprehensive | 11 | | recommendations under subsection (g) of this Section. The | 12 | | member from the Division of Aeronautics of the Department of | 13 | | Transportation shall chair the Task Force and serve as a | 14 | | liaison to the Governor and General Assembly. Meetings of the | 15 | | Task Force shall be held as necessary to complete the duties of | 16 | | the Task Force. Meetings of the Task Force shall be held in the | 17 | | central part of the State.
| 18 | | (d) The members of the Task Force shall receive no | 19 | | compensation for serving as members of the Task Force.
| 20 | | (e) The Task Force shall consider commercial and private | 21 | | uses of drones, landowner and privacy rights, as well as | 22 | | general rules and regulations for safe operation of drones, and | 23 | | prepare comprehensive recommendations for the safe and lawful | 24 | | operation of UAS in this State.
| 25 | | (f) The Department of Transportation shall provide | 26 | | administrative support to the Task Force. |

| 1 | | (g) The Task Force shall submit a report with | 2 | | recommendations to the Governor and General Assembly no later | 3 | | than July 1, 2016.
| 4 | | Section 20. Expiration. This Act is repealed on September | 5 | | 1, 2016.
| 6 | | Section 99. Effective date. This Act takes effect upon | 7 | | becoming law.".
