Amends the Open Meetings Act. Requires each board to stream or simulcast its meetings on its official website in real time. Provides that each board must make the video of each meeting available for a period of one year after the date of the meeting or until the meeting has been reduced to detailed minutes and transcripts, whichever is later. Requires each board to post on its official website the agenda of a meeting 6 days before the meeting date, except in the case of an emergency meeting. Defines "board" as public bodies to which the Governor appoints one or more members.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Open Meetings Act is amended by changing | 5 | | Section 1.02 and by adding Section 2.07 as follows: | 6 | | (5 ILCS 120/1.02) (from Ch. 102, par. 41.02) | 7 | | Sec. 1.02. For the purposes of this Act:
| 8 | | "Board" means public bodies to which the Governor appoints | 9 | | one or more members. | 10 | | "Meeting" means any gathering, whether in person or by | 11 | | video or audio conference, telephone call, electronic means | 12 | | (such as, without limitation, electronic mail, electronic | 13 | | chat, and instant messaging), or other means of contemporaneous | 14 | | interactive communication, of a majority of a quorum of the | 15 | | members of a
public body held for the purpose of discussing | 16 | | public
business or, for a 5-member public body, a quorum of the | 17 | | members of a public body held for the purpose of discussing | 18 | | public business. | 19 | | Accordingly, for a 5-member public body, 3 members of the | 20 | | body constitute a quorum and the affirmative vote of 3 members | 21 | | is necessary to adopt any motion, resolution, or ordinance, | 22 | | unless a greater number is otherwise required.

bodies of the State, counties, | 2 | | townships, cities, villages, incorporated
towns, school | 3 | | districts and all other municipal corporations, boards, | 4 | | bureaus,
committees or commissions of this State, and any | 5 | | subsidiary bodies of any
of the foregoing including but not | 6 | | limited to committees and subcommittees
which are supported in | 7 | | whole or in part by tax revenue, or which expend tax
revenue, | 8 | | except the General Assembly and committees or commissions | 9 | | thereof.
"Public body" includes tourism boards and convention | 10 | | or civic center
boards located in counties that are contiguous | 11 | | to the Mississippi River with
populations of more than 250,000 | 12 | | but less than 300,000. "Public body"
includes the Health | 13 | | Facilities and Services Review Board. "Public body" does not
| 14 | | include a child death review team or the Illinois Child Death | 15 | | Review Teams
Executive Council established under
the Child | 16 | | Death Review Team Act, an ethics commission acting under the | 17 | | State Officials and
Employees Ethics Act, a regional youth | 18 | | advisory board or the Statewide Youth Advisory Board | 19 | | established under the Department of Children and Family | 20 | | Services Statewide Youth Advisory Board Act, or the Illinois | 21 | | Independent Tax Tribunal.

| 1 | | contrary, and except as provided in subsection (b) of this | 2 | | Section, each board must stream or simulcast its meetings on | 3 | | its official website as the meeting occurs in real time. Each | 4 | | board must keep the video of each meeting for a period of one | 5 | | year after the meeting date or until the meeting has been | 6 | | reduced to detailed minutes and transcripts, whichever is | 7 | | later. | 8 | | (b) Each board must post its meeting agenda on its official | 9 | | website at least 6 days prior to the meeting. In the case of an | 10 | | emergency meeting, each board must post that agenda as soon as | 11 | | it is able.
