| 4 | | "Section 5. The Illinois Vehicle Code is amended by | 5 | | changing Sections 3-806.3 and 3-808.1 as follows:

| 7 | | Sec. 3-806.3. Senior Citizens.
Commencing with the 2009 | 8 | | registration year, the registration fee paid by
any vehicle | 9 | | owner who has been approved for benefits under the Senior
| 10 | | Citizens and Persons with Disabilities Property Tax Relief
Act | 11 | | or who is the spouse of such a person shall be $24 instead of | 12 | | the fee
otherwise provided in this Code for passenger cars | 13 | | displaying standard
multi-year registration plates issued | 14 | | under Section 3-414.1, motor vehicles
displaying special | 15 | | registration plates issued under Section 3-609, 3-616, 3-621,
| 16 | | 3-622, 3-623, 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, |

3-651, or 3-663, motor vehicles registered at | 2 | | 8,000 pounds or less under Section
3-815(a), and recreational | 3 | | vehicles registered at 8,000 pounds or less under
Section | 4 | | 3-815(b). Widows and widowers of claimants shall also be | 5 | | entitled to
this reduced registration fee for the registration | 6 | | year in which the claimant
was eligible.
| 7 | | Commencing with the 2009 registration year, the | 8 | | registration fee paid by
any vehicle owner who has claimed and | 9 | | received a grant under the Senior
Citizens and Persons with | 10 | | Disabilities Property Tax Relief
Act or who is the spouse of | 11 | | such a person shall be $24 instead of the fee
otherwise | 12 | | provided in this Code for passenger cars displaying standard
| 13 | | multi-year registration plates issued under Section 3-414.1, | 14 | | motor vehicles
displaying special registration plates issued | 15 | | under Section 3-607, 3-609, 3-616, 3-621,
3-622, 3-623, 3-624, | 16 | | 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 3-650, 3-651, | 17 | | 3-663, or 3-664, motor vehicles registered at 8,000 pounds or | 18 | | less under Section
3-815(a), and recreational vehicles | 19 | | registered at 8,000 pounds or less under
Section 3-815(b). | 20 | | Widows and widowers of claimants shall also be entitled to
this | 21 | | reduced registration fee for the registration year in which the | 22 | | claimant
was eligible.
| 23 | | Commencing with the 2017 registration year, the reduced fee | 24 | | under this Section shall apply to any special registration | 25 | | plate authorized in Article VI of Chapter 3 of this Code , for | 26 | | which the applicant would otherwise be eligible. |

| 1 | | Surcharges for vehicle registrations under Section 3-806 | 2 | | of this Code shall not be collected from any vehicle owner who | 3 | | has been approved for benefits under the Senior Citizens and | 4 | | Disabled Persons Property Tax Relief Act or a person who is the | 5 | | spouse of such a person. | 6 | | No more than one reduced registration fee under this | 7 | | Section shall be
allowed during any 12-month 12 month period | 8 | | based on the primary eligibility of any
individual, whether | 9 | | such reduced registration fee is allowed to the
individual or | 10 | | to the spouse, widow or widower of such individual. This
| 11 | | Section does not apply to the fee paid in addition to the | 12 | | registration fee
for motor vehicles displaying vanity, | 13 | | personalized, or special license
plates.

| 1 | | Assembly.
| 2 | | (b) Permanent vehicle registration plates shall be issued, | 3 | | for a one time
fee of $8.00, to the following:
| 4 | | 1. Vehicles, other than medical transport vehicles, | 5 | | operated by or
for any county, township or municipal | 6 | | corporation.
| 7 | | 2. Vehicles owned by counties, townships or municipal | 8 | | corporations for
persons with disabilities.
| 9 | | 3. Beginning with the 1991 registration year, | 10 | | county-owned vehicles
operated by or for any county sheriff | 11 | | and designated deputy sheriffs. These
registration plates | 12 | | shall contain the specific county code and unit number.
| 13 | | 4. All-terrain vehicles owned by counties, townships, | 14 | | or municipal
corporations and used for law enforcement | 15 | | purposes when the Manufacturer's
Statement of Origin is | 16 | | accompanied with a letter from the original manufacturer
or | 17 | | a manufacturer's franchised dealer stating that this | 18 | | all-terrain vehicle
has been
converted to a street worthy | 19 | | vehicle that meets the equipment requirements set
forth in | 20 | | Chapter 12 of this Code.
| 21 | | 5. Beginning with the 2001 registration year, | 22 | | municipally-owned vehicles
operated by or for any police | 23 | | department. These registration plates shall
contain the | 24 | | designation "municipal police" and shall be numbered and
| 25 | | distributed as prescribed by the Secretary of State.
| 26 | | 6. Beginning with the 2014 registration year, |

| 1 | | municipally owned, fire district owned, or Mutual Aid Box | 2 | | Alarm System (MABAS) owned vehicles operated by or for any | 3 | | fire department, fire protection district, or MABAS. These | 4 | | registration plates shall display the designation "Fire | 5 | | Department" and shall display the specific fire | 6 | | department, fire district, fire unit, or MABAS division | 7 | | number or letter. | 8 | | 7. Beginning with the 2017 registration year, vehicles | 9 | | that do not require a school bus driver permit under | 10 | | Section 6-104 to operate, and are owned by a public school | 11 | | district from grades K-12 or a public community college. | 12 | | 8. Beginning with the 2017 registration year, vehicles | 13 | | of the first division or vehicles of the second division | 14 | | weighing not more than 8,000 pounds that are owned by a | 15 | | medical facility or hospital of a municipality, county, or | 16 | | township. | 17 | | (b-5) Beginning with the 2016 registration year, permanent | 18 | | vehicle registration plates shall be issued for a one-time fee | 19 | | of $8.00 to a county, township, or municipal corporation that | 20 | | owns or operates vehicles used for the purpose of community | 21 | | workplace commuting as defined by the Secretary of State by | 22 | | administrative rule. The design and color of the plates shall | 23 | | be wholly within the discretion of the Secretary. The Secretary | 24 | | of State may adopt rules to implement this subsection (b-5). | 25 | | (c) Beginning with the 2012 registration year, | 26 | | county-owned vehicles
operated by or for any county sheriff and |

| 1 | | designated deputy sheriffs that have been issued registration | 2 | | plates under subsection (b) of this Section shall be exempt | 3 | | from any fee for the transfer of registration from one vehicle | 4 | | to another vehicle. Each county sheriff shall report to the | 5 | | Secretary of State any transfer of registration plates from one | 6 | | vehicle to another vehicle operated by or for any county | 7 | | sheriff and designated deputy sheriffs. The Secretary of State | 8 | | shall adopt rules to implement this subsection (c). | 9 | | (c-5) Beginning with the 2014 registration year, | 10 | | municipally owned, fire district owned, or Mutual Aid Box Alarm | 11 | | System (MABAS) owned vehicles operated by or for any fire | 12 | | department, fire protection district, or MABAS that have been | 13 | | issued registration plates under subsection (b) of this Section | 14 | | shall be exempt from any fee for the transfer of registration | 15 | | from one vehicle to another vehicle. Each fire department, fire | 16 | | protection district, of MABAS shall report to the Secretary of | 17 | | State any transfer of registration plates from one vehicle to | 18 | | another vehicle operated by or for any fire department, fire | 19 | | protection district, or MABAS. The Secretary of State shall | 20 | | adopt rules to implement this subsection. | 21 | | (d) Beginning with the 2013 registration year, | 22 | | municipally-owned vehicles
operated by or for any police | 23 | | department that have been issued registration plates under | 24 | | subsection (b) of this Section shall be exempt from any fee for | 25 | | the transfer of registration from one vehicle to another | 26 | | vehicle. Each municipal police department shall report to the |

| 1 | | Secretary of State any transfer of registration plates from one | 2 | | vehicle to another vehicle operated by or for any municipal | 3 | | police department. The Secretary of State shall adopt rules to | 4 | | implement this subsection (d). | 5 | | (e) Beginning with the 2016 registration year, any vehicle | 6 | | owned or operated by a county, township, or municipal | 7 | | corporation that has been issued registration plates under this | 8 | | Section is exempt from any fee for the transfer of registration | 9 | | from one vehicle to another vehicle.
