| 2 | | AMENDMENT NO. ___. Amend Senate Joint Resolution 11 by | 3 | | replacing everything after the heading with the following:
| 4 | | "WHEREAS, The citizens of the State of Illinois are | 5 | | increasingly using new technologies, including smartphones, in | 6 | | their daily lives; and
| 7 | | WHEREAS, The usage of such devices includes core day-to-day | 8 | | functions like working, banking, and shopping; and
| 9 | | WHEREAS, The State of Illinois recently enacted | 10 | | legislation to allow for digital "proof of insurance" for | 11 | | insuring motor vehicles; and
| 12 | | WHEREAS, There exists emerging technology that allows for | 13 | | secure digital driver's licenses; and

| 1 | | WHEREAS, Our neighboring state of Iowa is already | 2 | | developing a mobile application for smartphones to allow for | 3 | | digital driver's licenses; and | 4 | | WHEREAS, Iowa plans to launch a "pilot program" in 2015 to | 5 | | allow for digital driver's licenses, with the hope to offer | 6 | | them to its citizens in 2016; and | 7 | | WHEREAS, Delaware is also considering legislation to look | 8 | | into becoming the first state to issue digital driver's | 9 | | licenses; and | 10 | | WHEREAS, Illinois has been at the forefront of emerging new | 11 | | technologies; therefore, be it
| 12 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 13 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 14 | | CONCURRING HEREIN, that there is created the Electronic | 15 | | Driver's License Task Force, consisting of the following | 16 | | members:
| 17 | | (1) the Governor, or his or her designee; | 18 | | (2) the Secretary of State, or his or her designee; | 19 | | (3) one member of the General Assembly, appointed by | 20 | | the President of the Senate; | 21 | | (4) one member of the General Assembly, appointed by | 22 | | the Minority Leader of the Senate; |

| 1 | | (5) one member of the General Assembly, appointed by | 2 | | the Speaker of the House of Representatives; | 3 | | (6) one member of the General Assembly, appointed by | 4 | | the Minority Leader of the House of Representatives; and | 5 | | (7) the Director of State Police, or his or her | 6 | | designee; and be it further | 7 | | RESOLVED, That the Secretary of State's Office shall | 8 | | provide staff and administrative support to the Task Force; and | 9 | | be it further | 10 | | RESOLVED, That the Task Force shall examine and make | 11 | | recommendations related to the feasibility and cost of the | 12 | | Secretary of State issuing electronic or "virtual" driver's | 13 | | licenses to Illinois residents, in addition to currently | 14 | | accepted forms of identification; and be it further | 15 | | RESOLVED, That the Task Force shall meet at least 3 times | 16 | | and shall report its findings to the General Assembly on or | 17 | | before December 31, 2015; and be it further | 18 | | RESOLVED, That the Task Force shall be dissolved after | 19 | | submitting its findings to the General Assembly.". |
