2 | WHEREAS, The Joint Criminal Justice Reform Committee was a | ||||||
3 | bicameral, bipartisan committee
created by House Joint | ||||||
4 | Resolution 96 the 98th General Assembly to examine the Illinois | ||||||
5 | criminal justice system; and
| ||||||
6 | WHEREAS, The Committee was tasked with examining the impact | ||||||
7 | of the current sentencing structure, ensuring
that the | ||||||
8 | enforcement and punishment of crimes do not disproportionately | ||||||
9 | or unfairly affect certain racial, ethnic,
or minority groups, | ||||||
10 | and developing solutions to address the issues that exist | ||||||
11 | within the Illinois criminal justice
system; and
| ||||||
12 | WHEREAS, The Committee held several public hearings | ||||||
13 | regarding the efficiency and effectiveness of the criminal
| ||||||
14 | justice system and the current sentencing schemes, receiving | ||||||
15 | testimony from State and county agencies, national
policy | ||||||
16 | organizations, advocacy groups, and community organizations; | ||||||
17 | and
| ||||||
18 | WHEREAS, Pursuant to House Joint Resolution 96, the | ||||||
19 | Committee timely submitted its report to the Illinois General
| ||||||
20 | Assembly on December 1, 2014, outlining the activities of the | ||||||
21 | Committee and topic areas stemming from public
hearings which | ||||||
22 | require further consideration; and

1 | WHEREAS, The Committee expired upon the adjournment of the | ||||||
2 | 98th General Assembly; and
| ||||||
3 | WHEREAS, The members of the Committee recognize that the | ||||||
4 | issue of sentencing reform is so vast that 6 months
did not | ||||||
5 | allow the necessary consideration of all aspects; members are | ||||||
6 | committed to continuing to examine
the criminal justice and | ||||||
7 | propose reform; therefore, be it
| ||||||
8 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
9 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
10 | CONCURRING HEREIN, that the Joint Criminal Justice Reform | ||||||
11 | Committee shall be recreated; it shall consist of 14 members of | ||||||
12 | the General Assembly appointed as follows: (1) 4 members | ||||||
13 | appointed by the President of the Senate, one of whom shall | ||||||
14 | serve as a Co-Chairperson; (2) 4 members appointed by the | ||||||
15 | Speaker of the House of Representatives, one of whom shall | ||||||
16 | serve as Co-Chairperson; (3) 3 members appointed by the | ||||||
17 | Minority Leader of the Senate; and (4) 3 members appointed by | ||||||
18 | the Minority Leader of the House of Representatives; and be it | ||||||
19 | further | ||||||
20 | RESOLVED, That the Committee shall meet at least 3 times | ||||||
21 | during each legislative session of the 99th
General Assembly to | ||||||
22 | discuss recommendations for legislative proposals; during the |

1 | 2015 legislative session, the first meeting shall take place no | ||||||
2 | later than February 28, 2015; the second meeting shall take | ||||||
3 | place no later than April 10, 2015; and the third meeting shall | ||||||
4 | take place no later than May 15, 2015; and be it further | ||||||
5 | RESOLVED, That during the 2016 legislative session, the | ||||||
6 | first meeting shall take place no later than the last session | ||||||
7 | day of February 2016; the second meeting shall take place no | ||||||
8 | later than March 31, 2016; and the third meeting shall take | ||||||
9 | place no later than May 15, 2016; and be it further | ||||||
10 | RESOLVED, That the Committee may hold public hearings, at | ||||||
11 | the call of the Co-Chairpersons, to receive further
testimony | ||||||
12 | regarding the efficiency and effectiveness of the Illinois | ||||||
13 | criminal justice system and the impact of the
current | ||||||
14 | sentencing scheme; and be it further
| ||||||
15 | RESOLVED, That the Committee shall submit a preliminary | ||||||
16 | report to the General Assembly no later than May 31, 2015; the | ||||||
17 | Committee shall submit a final report no later than May 31, | ||||||
18 | 2016.
