SENATE JOINT RESOLUTION

 
2    WHEREAS, Iran remains the world's leading state-sponsor of
3terrorism; and
 
4    WHEREAS, The Joint Comprehensive Plan of Action (JCPOA)
5does not definitively block all of Iran's pathways to a nuclear
6bomb; and
 
7    WHEREAS, The 24-day window for inspecting undeclared
8facilities will allow Iran to hide most weaponization activity,
9centrifuge manufacturing, centrifuge components, computer
10modeling to simulate nuclear explosive devices, work on firing
11systems, experiments with explosive lenses, uranium
12stockpiles, incriminating documentation, computers and hard
13drives, and missile components; and
 
14    WHEREAS, The JCPOA fails to achieve "anytime, anywhere"
15inspections necessary for monitoring Iran's nuclear program;
16the JCPOA also forbids American inspectors from verifying
17Iran's nuclear program; and
 
18    WHEREAS, Iranian leaders have proudly boasted that the
19JCPOA provides for no inspections on Iran's military sites; and
 
20    WHEREAS, The "managed access" allowed in this deal will be

1insufficient for ensuring that Iran not acquire nuclear
2weapons; this deal also does not require Iran to come clean on
3the past military dimensions of its nuclear program, which
4would be necessary to accurately gauge Iran's breakout
5capacity; and
 
6    WHEREAS, The JCPOA will give Iran access to up to $150
7billion - nearly half of Iran's annual gross domestic product -
8which will embolden the autocratic regime to confront the
9United States, destabilize the Middle East, and discourage
10Iranian moderates; and
 
11    WHEREAS, The agreement puts in place temporary
12restrictions on Iran's nuclear program in exchange for
13near-immediate permanent sanctions relief for Iran; and
 
14    WHEREAS, The JCPOA legitimizes Iran's nuclear program and
15enables the Ayatollah's Iran to become a nuclear threshold
16state in 15 years, while leaving almost all of Iran's extensive
17nuclear infrastructure intact; and
 
18    WHEREAS, The human rights situation in Iran continues to
19deteriorate, according to a June 2015 State Department report;
20therefore, be it
 
21    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
2CONCURRING HEREIN, that we support the finding of the best
3long-term solution for peace and security in the Middle East
4and a nuclear-free Iran and call upon Congress to oppose the
5current inadequate deal and press for a new deal that will
6prevent all of Iran's pathways to a nuclear bomb; and be it
7further
 
8    RESOLVED, That a suitable copy of this resolution be
9delivered to the members of the Illinois congressional
10delegation.
