| 2 | | AMENDMENT NO. ______. Amend House Bill 1710 by replacing | 3 | | everything after the enacting clause with the following:

The Counties Code is amended by changing | 5 | | Section 5-25027 as follows: | 6 | | (55 ILCS 5/5-25027) | 7 | | (Section scheduled to be repealed on December 31, 2018) | 8 | | Sec. 5-25027. Advisory committee. | 9 | | (a) No later than December 31, 2011, the county board | 10 | | chairman in every county with a population of less than | 11 | | 3,000,000 shall appoint a volunteer 7 member mental health | 12 | | advisory committee composed of members of the general public, | 13 | | if the county has established a county health department | 14 | | pursuant to this Act, but no mental health program has been | 15 | | approved by the county health department as provided in Section | 16 | | 5-25025 of this Act. If a county board chairman has not |

| 1 | | appointed the members to the mental health advisory committee | 2 | | as required by this subsection, the county board chairman shall | 3 | | make the appointments no later than December 31, 2019. | 4 | | (b) The mental health advisory committee shall identify and | 5 | | assess current mental health services in its respective | 6 | | jurisdiction, monitor any expansion or contraction of such | 7 | | services, and, if deemed necessary, provide a report to the | 8 | | county board with recommendations for additional services. | 9 | | (c) The mental health advisory committee shall have no | 10 | | taxing authority. | 11 | | (d) This Section is repealed on January 1, 2022 December | 12 | | 31, 2018 .

This subsection shall | 3 | | not apply to townships that currently monitor and address | 4 | | mental health needs of township residents by providing or | 5 | | funding mental health services available to individuals and | 6 | | families, and that include the following: psychiatric | 7 | | evaluation, therapy, crisis assessment and intervention, and | 8 | | case management.
