| 2 | | AMENDMENT NO. ______. Amend House Bill 1858, AS AMENDED, by | 3 | | replacing everything after the enacting clause with the | 4 | | following:
| 5 | | "Section 5. The Legislative Commission Reorganization Act | 6 | | of 1984 is amended by changing Section 8A-35 and by adding | 7 | | Section 8A-60 as follows: | 8 | | (25 ILCS 130/8A-35)
| 9 | | Sec. 8A-35. Capitol Restoration Trust Fund; | 10 | | appropriations.
| 11 | | (a) The Capitol Restoration Trust Fund is created as a | 12 | | special fund within
the State treasury. The Fund may accept | 13 | | deposits from any source, whether
private or public, and may be | 14 | | appropriated only for the use of the Architect of
the Capitol | 15 | | in the performance of his or her powers and duties. The | 16 | | Architect
of the Capitol may seek private and public funds for |

Reagan, as provided under Section 8A-60. | 7 | | The separate account may accept deposits from any source, | 8 | | whether
private or public, and may be appropriated only for use | 9 | | by the Architect of
the Capitol for expenses associated with | 10 | | the acquisition, placement, and maintenance of the | 11 | | Presidential Statue authorized under subsection (a) of Section | 12 | | 8A-60. The Architect
of the Capitol may seek private and public | 13 | | funds for deposit into the separate account of the Capitol

the | 10 | | Capitol for expenses associated with the acquisition, | 11 | | placement, and maintenance of the statue authorized under | 12 | | subsection (c) of Section 8A-60. The Architect

implement the master plan that relate to areas of | 6 | | the legislative complex other
than the State Capitol Building | 7 | | to the
Capitol Historic Preservation Board for review and | 8 | | comment. The Architect of
the Capitol shall submit all budget
| 9 | | requests to the Board of the Office of the Architect of the | 10 | | Capitol for
approval.

State Capitol statues. | 14 | | (a) The Architect of the Capitol, at the direction of the | 15 | | Board of the Office of the Architect of the Capitol, shall | 16 | | provide for the acquisition and placement of a statue at the | 17 | | State Capitol Building depicting 40th President of the United | 18 | | States Ronald W. Reagan. The Architect of the Capitol may | 19 | | provide for the design and fabrication of the statue, or may | 20 | | otherwise acquire, using funds collected for such purpose or a | 21 | | statue donated to the Office of the Architect of the Capitol, a | 22 | | suitable statue for placement under this Section. | 23 | | (b) The Architect of the Capitol, at the direction of the | 24 | | Board of the Office of the Architect of the Capitol, shall | 25 | | provide for the acquisition and placement of a statue at the |

The Architect of the Capitol may | 3 | | provide for the design and fabrication of the statue, or may | 4 | | otherwise acquire, using funds collected for such purpose or a | 5 | | statue donated to the Office of the Architect of the Capitol, a | 6 | | suitable statue for placement under this Section. | 7 | | (c) The Architect of the Capitol, at the direction of the | 8 | | Board of the Office of the Architect of the Capitol, shall | 9 | | provide for the acquisition and placement of a statue at the | 10 | | State Capitol Building depicting 37th Governor of the State of | 11 | | Illinois James R. Thompson. The Architect of the Capitol may | 12 | | provide for the design and fabrication of the statue, or may | 13 | | otherwise acquire, using funds collected for such purpose or a | 14 | | statue donated to the Office of the Architect of the Capitol, a | 15 | | suitable statue for placement under this Section. | 16 | | (d) The Architect of the Capitol, at the direction of the | 17 | | Board of the Office of the Architect of the Capitol, shall | 18 | | provide for the acquisition and placement of a statue at the | 19 | | State Capitol Building depicting State Representative and | 20 | | Illinois labor union leader Reuben G. The Architect of the Capitol may provide for the | 5 | | design and fabrication of the statue, or may otherwise acquire, | 6 | | using funds collected for such purpose or a statue donated to | 7 | | the Office of the Architect of the Capitol, a suitable statue | 8 | | for placement under this Section. | 9 | | (f) The Architect of the Capitol, at the direction of the | 10 | | Board of the Office of the Architect of the Capitol, shall | 11 | | provide for the acquisition and placement of a statue at the | 12 | | State Capitol Building depicting Jean Baptiste Point du Sable. | 13 | | The Architect of the Capitol may provide for the design and | 14 | | fabrication of the statue, or may otherwise acquire, using | 15 | | funds collected for such purpose or a statue donated to the | 16 | | Office of the Architect of the Capitol, a suitable statue for | 17 | | placement under this Section. | 18 | | (g) The Architect of the Capitol, at the direction of the | 19 | | Board of the Office of the Architect of the Capitol, shall take | 20 | | actions necessary to provide for the placement and unveiling of | 21 | | the Presidential Statues authorized under subsections (a) and | 22 | | (b) at the Capitol by February 15, 2021 (Presidents' Day). | 23 | | Prior to the placement of the statues at the Capitol, the | 24 | | Architect of the Capitol shall issue a report detailing his or | 25 | | her actions in acquiring and placing the statues specified | 26 | | under this subsection (f). The report shall be delivered to the |

| 1 | | Governor and the General Assembly on or before December 1, | 2 | | 2020. The report to the General Assembly shall be filed with | 3 | | the Clerk of the House of Representatives and the Secretary of | 4 | | the Senate in electronic form only, in the manner that the | 5 | | Clerk and the Secretary shall direct. | 6 | | (h) The Architect of the Capitol, at the direction of the | 7 | | Board of the Office of the Architect of the Capitol, shall take | 8 | | actions necessary to provide for the placement and unveiling of | 9 | | the statues authorized under subsections (c), (d), (e), and (f) | 10 | | within a reasonable period of time after the effective date of | 11 | | this amendatory Act of the 100th General Assembly, except that, | 12 | | notwithstanding the requirements of subsection (g), the statue | 13 | | depicting Reuben G. Soderstrom shall be placed on Capitol | 14 | | grounds before any other statue authorized under this Section. | 15 | | Prior to the placement of the statues at the Capitol, the | 16 | | Architect of the Capitol shall issue a report detailing his or | 17 | | her actions in acquiring and placing the statues specified | 18 | | under this subsection (h). The report shall be delivered to the | 19 | | Governor and the General Assembly. The report to the General | 20 | | Assembly shall be filed with the Clerk of the House of | 21 | | Representatives and the Secretary of the Senate in electronic | 22 | | form only, in the manner that the Clerk and the Secretary shall | 23 | | direct.
| 24 | | Section 99. Effective date. This Act takes effect upon | 25 | | becoming law.".
