AMENDMENT TO HOUSE BILL 2427

2    AMENDMENT NO. ______. Amend House Bill 2427 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Township Code is amended by changing
5Sections 210-7 and 210-10 as follows:
 
6    (60 ILCS 1/210-7)
7    Sec. 210-7. Disposal of brush and leaves. Notwithstanding
8any provision of this Article to the contrary, the corporate
9authorities of a township may, by ordinance, provide for the
10collection, transport, and disposal, and recycling of brush,
11wood chips, and leaves within the unincorporated areas of the
12township without referendum approval. The corporate
13authorities of the township may use funds authorized under
14Section 30-117 to provide for the collection, transport, and
15disposal of brush and leaves.

1    (60 ILCS 1/210-10)
2    Sec. 210-10. Definitions. As used in this Article, unless
3the context clearly requires otherwise:
4    "Ashes" means residue from fires used for cooking and for
5heating buildings.
6    "Garbage" means wastes resulting from the handling,
7preparation, cooking, and consumption of food and wastes from
8the handling, storage, and sale of produce.
9    "Recycling" means the transfer of brush, wood chips, or
10leaves by employees of the township to a facility or place that
11will utilize the product without charge.
12    "Refuse" means (i) combustible trash, including but not
13limited to paper, cartons, boxes, barrels, wood, excelsior,
14tree branches, yard trimmings, wood furniture, and bedding;
15(ii) noncombustible trash, including but not limited to metals,
16tin cans, metal furniture, dirt, small quantities of rock and
17pieces of concrete, glass, crockery, and other mineral waste;
18and (iii) street rubbish, including but not limited to street
19sweepings, dirt, leaves, catch-basin dirt, and contents of
20litter receptacles. "Refuse" does not mean earth and wastes
21from building operations, nor does it include solid wastes
22resulting from industrial processes and manufacturing
23operations such as food processing wastes, boiler-house
24cinders, lumber, scraps, and shavings.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
