1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Sections
510-20.67 and 34-18.60 as follows:
 
6    (105 ILCS 5/10-20.67 new)
7    Sec. 10-20.67. Academic support; at-risk student.
8    (a) In this Section, "at-risk student" means a student who
9meets any of the following:
10        (1) He or she has failed 2 or more classes in the
11    immediately preceding school semester.
12        (2) He or she is experiencing a decline in his or her
13    grade point average of more than 2 points on a 4.0 scale,
14    or its equivalent on another scale, compared to the
15    immediately preceding school semester.
16        (3) He or she is a chronic truant, as defined under
17    Section 26-2a of this Code.
18        (4) He or she has been suspended more than 3 times from
19    a school pursuant to Section 10-22.6 or 34-19 of this Code.
20        (5) He or she is homeless or at-risk of becoming
21    homeless.
22        (6) He or she is under the legal custody of the
23    Department of Children and Family Services.

1        (7) He or she is the subject of an investigation
2    conducted by the Department of Children and Family
3    Services.
4        (8) He or she displays recurring violent behaviors,
5    including, but not limited to, fighting or threatening
6    other students or school personnel.
7    (b) Beginning with the 2018-2019 school year, a school
8board shall require its schools to connect at-risk students in
9need of academic support to either community-based or in-school
10academic support. The academic support may include, but is not
11limited to, any of the following:
12        (1) Individual or small-group tutoring.
13        (2) A summer school program.
14        (3) A mentoring program.
15        (4) An evaluation for the purpose of placing the
16    student in an individualized education program or a federal
17    Section 504 plan.
18        (5) Meeting with an academic advisor.
19    Each school district shall inform the parent or guardian of
20an at-risk student about the community-based or in-school
21academic support available in that school district or the
22community in which the school district is located.

13becoming law.
