AMENDMENT TO HOUSE BILL 4238

2    AMENDMENT NO. ______. Amend House Bill 4238 on page 1, by
3replacing line 5 with the following:
4"Sections 12-603 and 12-603.1 as follows:
 
5    (625 ILCS 5/12-603)  (from Ch. 95 1/2, par. 12-603)
6    Sec. 12-603. Seat safety belts.
7    (a) No person shall sell any 1965 or later model motor
8vehicle of the first division unless the front seat of such
9motor vehicle is equipped with 2 sets of seat safety belts for
10each passenger. Motorcycles are exempted from the provisions of
11this Section.
12    (b) No person shall operate any 1965 or later model motor
13vehicle of the first division that is titled or licensed by the
14Secretary of State unless the front seat of such motor vehicle
15is equipped with 2 sets of seat safety belts for each
16passenger.
17    (b-5) No person under the age of 18 years shall operate any

1motor vehicle, except a motor driven cycle or motorcycle, with
2more than one passenger in the front seat of the motor vehicle
3and no more passengers in the back seats than the number of
4available seat safety belts, except that each driver under the
5age of 18 years operating a second division vehicle having a
6gross vehicle weight rating of 8,000 pounds or less that
7contains only a front seat may operate the vehicle with more
8than one passenger in the front seat, provided that each
9passenger is wearing a properly adjusted and fastened seat
10safety belt.
11    (c) (Blank).
12    (d) The Department shall establish performance
13specifications for seat safety belts and for the attachment and
14installation thereof.

17on page 3, by inserting immediately below line 19 the
18following:
 
19    "Section 99. Effective date. This Act takes effect upon
20becoming law.".
