AMENDMENT TO HOUSE BILL 4247

AMENDMENT NO. ______. Amend House Bill 4247 by replacing everything after the enacting clause with the following:

"Section 5. The State Finance Act is amended by adding Section 14d as follows:

(30 ILCS 105/14d new)

Sec. 14d. Conventions and gathering of personnel.

(a) As used in this Section:

"Convention or gathering of personnel" means a gathering of employees or contractors from 2 or more separately domiciled or geographically separated units of local government, school districts, community college districts, or other local taxing bodies for the purpose of professional education, training, retraining, or personnel development. "Convention or gathering of personnel" also includes, but is not limited to, leagues or associations that include 2 or more separate units of local government.

"Public safety personnel" has the meaning given to that term in subsection (m-5) of Section 1 of the Solicitation for Charity Act.

"State agency" means the departments of the executive branch of State government listed in Section 5-15 of the Departments of State Government Law of the Civil Administrative Code of Illinois.

(b) A State agency shall not expend public funds to rent or pay for access to physical space for booths, hospitality suites, or other physical space at a convention or gathering of personnel.

(c) This Section does not apply to public funds expended to rent or pay for access to physical space for booths, hospitality suites, or other physical space at a convention or gathering of personnel pursuant to a contract entered into before the effective date of this amendatory Act of the 100th General Assembly.

(d) This Section does not apply to public funds expended for physical space at any convention or gathering of public safety personnel.

Section 99. Effective date. This Act takes effect upon becoming law.".
