AMENDMENT TO HOUSE BILL 4781

2    AMENDMENT NO. ______. Amend House Bill 4781 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Board of Higher Education Act is amended by
5adding Section 9.37 as follows:
 
6    (110 ILCS 205/9.37 new)
7    Sec. 9.37. The College and Career Interest Task Force.
8    (a) The College and Career Interest Task Force is created
9to determine the process by which Illinois public high school
10student college or career interest data may be collected and
11shared amongst public institutions of higher education. The
12Task Force shall consist of all of the following members:
13        (1) One member from each of the following public
14    institutions of higher education, appointed by the board of
15    trustees of the institution:
16            (A) Chicago State University;

1            (B) Eastern Illinois University;
2            (C) Governors State University;
3            (D) Illinois State University;
4            (E) Northeastern Illinois University;
5            (F) Northern Illinois University;
6            (G) Southern Illinois University at Carbondale;
7            (H) Southern Illinois University at Edwardsville;
8            (I) University of Illinois at Chicago;
9            (J) University of Illinois at Springfield;
10            (K) University of Illinois at Urbana-Champaign;
11        and
12            (L) Western Illinois University.
13        (2) One member from the Board, appointed by the Board.
14        (3) One member from the Illinois Community College
15    Board, appointed by the Illinois Community College Board.
16        (4) One member from the Illinois Student Assistance
17    Commission, appointed by the Illinois Student Assistance
18    Commission.
19        (5) The State Superintendent of Education, or his or
20    her designee.
21        (6) One member representing regional offices of
22    education, recommended by a statewide organization that
23    represents regional superintendents of schools.
24        (7) One member representing school boards, recommended
25    by a statewide organization that represents school boards.
26        (8) One member representing school principals,

1    recommended by a statewide organization that represents
2    principals.
3        (9) One member representing school administrators,
4    recommended by a statewide organization that represents
5    school administrators.
6        (10) One member representing teachers, recommended by
7    a statewide organization that represents teachers.
8        (11) One member representing teachers, recommended by
9    a different statewide organization that represents
10    teachers.
11        (12) One member representing teachers, recommended by
12    an organization representing teachers of a school
13    district.
14        (13) One member representing Chicago Public Schools.
15        (14) One member representing large unit school
16    districts.
17        (15) One member representing suburban school
18    districts.
19        (16) One member representing south suburban school
20    districts.
21        (17) One member representing a statewide organization
22    focused on research-based education policy to support a
23    school system that prepares all students for college, a
24    career, and democratic citizenship.
25        (18) One member representing an education advocacy
26    organization that works with parents or guardians.

1        (19) One member representing a high school district
2    organization in this State.
3    (b) Members of the Task Force shall serve without
4compensation but may be reimbursed for their reasonable and
5necessary expenses from funds appropriated to the Board for
6that purpose, including travel, subject to the rules of the
7appropriate travel control board. The Board shall provide
8administrative and other support to the Task Force.
9    (c) The Task Force shall meet at the call of the Board and
10shall study the feasible methods by which the college or career
11interest data of a high school student in this State may be
12collected and shared amongst public institutions of higher
13education. The Task Force shall submit the findings of the
14study to the General Assembly on or before January 30, 2019, at
15which time the Task Force is dissolved. The report to the
16General Assembly shall be filed with the Clerk of the House of
17Representatives and the Secretary of the Senate in electronic
18form only, in the manner that the Clerk and the Secretary shall
19direct.
20    (d) This Section is repealed on July 1, 2019.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.".
