Amends the Public Community College Act. Allows the Board of Trustees of Community College District No. 508 to establish and offer at Malcolm X College and the Board of Trustees of Community College District No. 536 to establish and offer at Lewis and Clark Community College a baccalaureate-level nursing education pilot program that confers a bachelor of science degree in nursing upon the meeting of specified conditions. Requires the Illinois Community College Board to conduct a statewide evaluation of the nursing program and report on the results of the evaluation by July 1, 2023; specifies evaluation requirements.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Public Community College Act is amended by | 5 | | adding Section 3-80 as follows: | 6 | | (110 ILCS 805/3-80 new) | 7 | | Sec. 3-80. Baccalaureate degree in nursing pilot program. | 8 | | (a) The Board of Trustees of Community College District No. | 9 | | 508 may establish and offer at Malcolm X College and the Board | 10 | | or Trustees of Community College District No. 536 may establish | 11 | | and offer at Lewis and Clark Community College a | 12 | | baccalaureate-level nursing education pilot program, commonly | 13 | | referred to as a baccalaureate completion program (RN to BSN), | 14 | | that confers a bachelor of science degree in nursing if all of | 15 | | the following conditions are met: | 16 | | (1) The Board of Trustees meets all of the requirements | 17 | | as set forth in subsection (b) of this Section, and the | 18 | | program has been approved by the State Board to offer a | 19 | | bachelor of science degree in nursing. | 20 | | (2) After the program has been approved by the State | 21 | | Board, the Board of Higher Education shall consider the | 22 | | program for approval in a manner consistent with new | 23 | | bachelor's degree programs at public and private |

| 1 | | universities in this State. | 2 | | (3) The Board of Trustees has identified and | 3 | | documented, in writing, unmet workforce needs in the | 4 | | subject area of the baccalaureate degree to be offered. The | 5 | | Board of Trustees shall publish on the community college | 6 | | district's website and make publicly available the | 7 | | documentation and shall present the documentation to the | 8 | | State Board. | 9 | | (4) The community college shall hold a national | 10 | | professional nursing accreditation or have applied for the | 11 | | accreditation from the Commission on Collegiate Nursing | 12 | | Education, the Accreditation Commission for Education in | 13 | | Nursing, or the Commission for Nursing Education | 14 | | Accreditation. | 15 | | (5) The community college shall offer and maintain an | 16 | | associate degree in nursing. | 17 | | (6) The Board of Trustees must demonstrate, in writing, | 18 | | how the community college will enhance future | 19 | | opportunities for minority and bilingual populations by | 20 | | focusing outreach efforts and giving preference to those | 21 | | students in order to meet workforce needs. | 22 | | (b) The Board of Trustees shall demonstrate that the | 23 | | community college has the expertise, resources, and student | 24 | | interest to offer a quality bachelor of science degree in | 25 | | nursing. An application for approval from the State Board shall | 26 | | include, but is not limited to, all of the following: |

| 1 | | (1) The Board of Trustees shall describe the labor | 2 | | market need as specified in paragraph (3) of subsection (a) | 3 | | of this Section. | 4 | | (2) The Board of Trustees shall describe the program's | 5 | | purpose, its target population, related occupations, and | 6 | | career paths. | 7 | | (3) The Board of Trustees shall demonstrate that the | 8 | | community college has developed quality curricula that | 9 | | aligns with federal, State, and local requirements and will | 10 | | prepare graduates with the appropriate level of skill to | 11 | | meet their educational goals. | 12 | | (4) The Board of Trustees shall verify the community | 13 | | college district has the fiscal resources in place or has | 14 | | budgeted for financial support for the program in a | 15 | | cost-effective manner. | 16 | | (5) The Board of Trustees shall identify and document | 17 | | the faculty available for teaching the program, including | 18 | | the number of full-time faculty anticipated to teach in the | 19 | | program, a description of their qualifications (including | 20 | | highest degree earned), teaching experience, professional | 21 | | experience, and licenses held. The Board of Trustees must | 22 | | also indicate how faculty are to be evaluated. | 23 | | (c) The community college district is prohibited from using | 24 | | semester credit hours generated in baccalaureate degree | 25 | | programs for grants received pursuant to Section 2-16.02 of | 26 | | this Act. |

| 1 | | (d) The State Board shall conduct a statewide evaluation of | 2 | | a pilot program established under this Section. The results of | 3 | | the evaluation shall be reported on or before July 1, 2023 to | 4 | | all of the following: | 5 | | (1) The Board of Higher Education. | 6 | | (2) The Speaker of the House of Representatives. | 7 | | (3) The Minority Leader of the House of | 8 | | Representatives. | 9 | | (4) The President of the Senate. | 10 | | (5) The Minority Leader of the Senate. | 11 | | (6) The Governor's Office of Management and Budget. | 12 | | The reports to the General Assembly shall be filed with the | 13 | | Clerk of the House of Representatives and the Secretary of the | 14 | | Senate in electronic form only, in the manner that the Clerk | 15 | | and the Secretary shall direct. | 16 | | The evaluation shall include, but is not limited to, all of | 17 | | the following: | 18 | | (i) Information identifying applicants, admissions, | 19 | | enrollment, the demographic characteristics of students, | 20 | | and degree recipients. | 21 | | (ii) The extent to which the program fulfills | 22 | | identified workforce needs. | 23 | | (iii) Information on the pace of employment of students | 24 | | and the subsequent job placement of graduates. | 25 | | (iv) The cost of the program and the funding sources | 26 | | that were used to finance the program. |

| 1 | | (v) Time-to-degree rates and completion rates for the | 2 | | program. | 3 | | (vi) The extent to which the program is in compliance | 4 | | with the requirements of this Section. | 5 | | The Board of Trustees shall submit the information | 6 | | necessary to conduct the evaluation required under this | 7 | | subsection (d), as determined by the evaluator, to the State | 8 | | Board.
