| 1 | | HOUSE JOINT RESOLUTION
| 2 | | WHEREAS, The members of the Illinois General Assembly are | 3 | | honored to pay tribute to those
who have given their lives to | 4 | | protect and serve the citizens of this great nation; and
| 5 | | WHEREAS, On October 6, 2016, Officer Blake Snyder, a | 6 | | four-year veteran of the St. Louis
County Police Department was | 7 | | killed in the line of duty; and
| 8 | | WHEREAS, Officer Snyder was a lifelong resident of Madison | 9 | | County, living
mostly in Godfrey; he graduated from Alton High | 10 | | School in 2001, and received degrees from
Lewis and Clark | 11 | | Community College and Ranken Technical College in St. Louis, | 12 | | Missouri; and
| 13 | | WHEREAS, Officer Snyder was an active member of his | 14 | | community; he served
as Creative Director and as a graphic | 15 | | designer for the Destiny Church; he served on the Board of
| 16 | | Directors for Riverbend Family Ministries and spent time | 17 | | employed with the
Village of Godfrey Parks and Recreation | 18 | | Department; and | 19 | | WHEREAS, Officer Snyder joined the St. Louis County Police | 20 | | Department in July of
2012, following in the footsteps of his | 21 | | father-in-law who had been a member of the Granite City
Police; |

| 1 | | and | 2 | | WHEREAS, Officer Snyder brought with him to the St. Louis | 3 | | County Police Department a particular talent for conducting | 4 | | Driving While Intoxicated (DWI)
arrests; and | 5 | | WHEREAS, A former co-worker said this of Officer Snyder's | 6 | | work, "His reports
were pristine", and "He could never be beat | 7 | | in court, and defense attorneys knew that"; and
| 8 | | WHEREAS, On October 6, 2016, Officer Snyder was called to | 9 | | action in response
to a complaint of disturbing the peace in | 10 | | Green Park, Missouri; he was shot and killed
by the perpetrator | 11 | | of the disturbance; and
| 12 | | WHEREAS, Officer Snyder is survived by his wife, Elizabeth | 13 | | Snyder; his son,
Malachi Snyder; his parents, Richard and Peggy | 14 | | Snyder; his brother, Adam Snyder; and his half-brother,
Scott | 15 | | Harrold; therefore, be it
| 16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE ONE | 17 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | 18 | | CONCURRING HEREIN, that we designate Illinois Route 100 | 19 | | beginning at the northwest city limits of Godfrey and ending at | 20 | | the southeast city limits as the "Officer Blake Snyder Memorial | 21 | | Highway"; and be it further |

| 1 | | RESOLVED, That the Illinois Department of Transportation | 2 | | is request to erect, at
suitable locations consistent with | 3 | | State and federal regulations, appropriate plaques or signs
| 4 | | giving notice of the name of the "Officer Blake Snyder Memorial | 5 | | Highway"; and be it further
| 6 | | RESOLVED, That suitable copies of this resolution be | 7 | | presented to the family of Officer Snyder and the Secretary of | 8 | | the Department of Transportation.
