| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to recognize Barbara J. Williams on 28 | 4 | | years of dedicated service to the Village of Vernon Hills; and
| 5 | | WHEREAS, Barbara Williams served as Village Trustee from | 6 | | 1981 to 1989; in 1989, she was elected Village President, | 7 | | serving until 1993; in 2001, she once more was elected as | 8 | | Village Trustee; and
| 9 | | WHEREAS, Barbara Williams was instrumental in bringing | 10 | | Metra train service to Vernon Hills; and | 11 | | WHEREAS, During her tenure, Barbara Williams witnessed the | 12 | | construction of the village hall; the Vernon Hills High School;
| 13 | | the Aspen Drive Library; the Vernon Hills Post Office; | 14 | | expansion and remodeling of the police department and public | 15 | | works
buildings; development of the Gregg's Landing and AMLI at | 16 | | Museum Gardens; expansion of Hawthorn Mall; Aspen
Pointe; the | 17 | | Shoppes at Gregg's Landing; the extension of Fairway Drive; the | 18 | | construction of affordable senior housing at Victory
Center; | 19 | | the Village's contributions to Vernon Hills Park District to | 20 | | expand Century Park, renovate the Kids Kastle playground,
and | 21 | | acquire the Lakeview Fitness Center; and implementation of the | 22 | | Village's strategic plans; and |

| 1 | | WHEREAS, Barbara Williams supported economic development | 2 | | activities that resulted in the Vernon Hills Town Center and
| 3 | | the Mellody Farm TIF Districts, and the use of multiple | 4 | | economic incentive agreements to strengthen the retail base; | 5 | | and | 6 | | WHEREAS, As a trustee, Barbara Williams worked with her | 7 | | fellow board members to maintain a strong Village budget and to | 8 | | fund a reserve that resulted in the Village achieving an AAA | 9 | | bond rating from Moody's and Standard and Poor's, and never had | 10 | | to levy a property tax; and
| 11 | | WHEREAS, Barbara Williams recognized the importance of | 12 | | having a highly trained workforce at all levels and was
| 13 | | supportive of professional development and ensuring that | 14 | | employees had the knowledge and equipment to do their jobs
when | 15 | | assisting residents and customers; and
| 16 | | WHEREAS, During her years of service, Barbara Williams also | 17 | | developed a keen eye for signage and logos that
ensured new | 18 | | signs were placed in keeping with the character of the Village; | 19 | | and
| 20 | | WHEREAS, Barbara Williams plans to move to North Carolina | 21 | | to be close to her daughter, Cindy, her son-in-law, Dan, and |

beloved grandchildren; therefore, be it
| 2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 3 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 4 | | recognize Barbara J. Williams on 28 years of dedicated service | 5 | | to the Village of Vernon Hills, and we wish her the best in all | 6 | | her future endeavors; and be it further
| 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | presented to Barbara Williams as a symbol of our respect and | 9 | | esteem.
