| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives were saddened to learn of the death of
Harlow | 4 | | "Bud" Swartout Jr., who passed away on November 20, 2017; and
| 5 | | WHEREAS, Bud Swartout was born in Galesburg to Harlow | 6 | | "Jerry" Sr.
and Florence (Hawkins) Swartout on October 28, | 7 | | 1927; he graduated from Galesburg High School, where he played | 8 | | football,
wrestled, and competed in track and field; he earned | 9 | | a college football scholarship to Drake University in
Des | 10 | | Moines, Iowa; and
| 11 | | WHEREAS, Bud Swartout attended Drake University until he | 12 | | was drafted during World War II and served
his country with | 13 | | pride as a member of the U.S. Army; upon being discharged from | 14 | | military service, he attended Illinois State University,
where | 15 | | he earned a bachelor's and master's degree; and
| 16 | | WHEREAS, Bud Swartout married JoAnn Sterling in 1951; they | 17 | | were parents to children Jerry and Nancy and grandparents to | 18 | | seven grandchildren and two great-grandchildren; and | 19 | | WHEREAS, Bud Swartout began teaching and coaching in the | 20 | | small town of Fisher in 1951; he relocated to Woodstock in | 21 | | 1954, where he taught science, served as an assistant

| 1 | | basketball, and track coach, and volunteered in a variety of | 2 | | other roles until well beyond his
retirement from the classroom | 3 | | in 1991; and | 4 | | WHEREAS, Bud Swartout earned the name "Bio Bud" for | 5 | | instilling a love and respect for biology and
science in the | 6 | | students he taught; and | 7 | | WHEREAS, Bud Swartout continued to volunteer and coach | 8 | | after retirement, eventually serving as an
assistant football | 9 | | coach under five coaches, including Bob Bradshaw who brought | 10 | | the Woodstock Blue
Streaks their first state championship in | 11 | | 1983; and | 12 | | WHEREAS, Bud Swartout volunteered for over 50 years as the | 13 | | scorekeeper for countless
wrestling matches at the high school; | 14 | | he also lined the football field and taped ankles for athletes; | 15 | | and | 16 | | WHEREAS, Bud Swartout volunteered in the activities | 17 | | department at the Valley Hi Nursing Home in McHenry County two | 18 | | mornings each week for over 20 years, adapting activities so | 19 | | that all Valley Hi residents, including those in wheelchairs, | 20 | | could participate in a variety of fun activities; and | 21 | | WHEREAS, Shortly after his retirement, a special award was |

| 1 | | established in Bud Swartout's name to honor senior
student | 2 | | athletes who participated in three sports during each of their | 3 | | four years of high school; and | 4 | | WHEREAS, In 1995, the COACHES Scholarship (Competition, | 5 | | Optimism, Attitude, Citizenship, Honesty,
Effort and | 6 | | Sportsmanship) bearing Bud Swartout's name was created and | 7 | | continues to be awarded
annually to the student athlete who | 8 | | most exemplifies the pillars of character taught by Bud in the
| 9 | | classroom and on the athletic playing field; and | 10 | | WHEREAS, Bud Swartout was elected to the Illinois High | 11 | | School Football Coaches Association in 1995 and the
Woodstock | 12 | | High School Athletics Hall of Fame in 1996; the press box on | 13 | | the Woodstock High School
football field is named in his honor; | 14 | | and | 15 | | WHEREAS, In 2011, the District 200 Education Foundation | 16 | | presented its first-ever Award of Excellence to
Bud Swartout | 17 | | for exemplary service to the students of Woodstock School | 18 | | District 200; and
| 19 | | WHEREAS, Bud Swartout lived an exemplary life filled with | 20 | | positive energy, a competitive spirit,
enthusiasm, and | 21 | | kindness which had a positive impact on the lives of thousands | 22 | | of students
over six decades through service to youth that |

| 1 | | spanned generations; and
| 2 | | WHEREAS, The surviving children, grandchildren, and | 3 | | great-grandchildren of Bud Swartout can be proud
of the legacy | 4 | | and lasting impact their father, grandfather, and | 5 | | great-grandfather had on the greater
Woodstock community; | 6 | | therefore, be it
| 7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 8 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 9 | | mourn the passing of Harlow "Bud" Swartout Jr., and extend our | 10 | | sincere condolences to his family, friends, and all who knew | 11 | | and loved him; and be it further
| 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to the family of Bud Swartout as an
expression of our | 14 | | appreciation of his service to District 200 children, and of | 15 | | our deepest sympathy.
