| 2 | | AMENDMENT NO. ______. Amend Senate Bill 8, AS AMENDED, with | 3 | | reference to page and line numbers of House Amendment No. 1, as | 4 | | follows:
| 5 | | on page 9, line 3, after "1-10,", by inserting "1-15.20,"; and | 6 | | by replacing line 26 on page 13 through line 20 on page 14 with | 7 | | the following: | 8 | | "Notwithstanding any other provision of law, for contracts | 9 | | entered into on or after October 1, 2017 under an exemption | 10 | | provided in any paragraph item (12) of this subsection (b) , | 11 | | except paragraph (1), (2), or (5), each State agency shall be | 12 | | published in the Procurement Bulletin within 14 calendar days | 13 | | after contract execution. The chief procurement officer shall | 14 | | prescribe the form and content of the notice. The Illinois | 15 | | Finance Authority shall provide the chief procurement officer, | 16 | | on a monthly basis, in the form and content prescribed by the |

| 1 | | chief procurement officer, a report of contracts that are | 2 | | related to the procurement of goods and services identified in | 3 | | item (12) of this subsection (b). At a minimum, this report | 4 | | shall post to the appropriate procurement bulletin include the | 5 | | name of the contractor, a description of the supply or service | 6 | | provided, the total amount of the contract, the term of the | 7 | | contract, and the exception to the Code utilized. A copy of | 8 | | each of these contracts shall be made available to the chief | 9 | | procurement officer immediately upon request. The chief | 10 | | procurement officer shall submit a report to the Governor and | 11 | | General Assembly no later than November 1 of each year that | 12 | | shall include, at a minimum, an annual summary of the monthly | 13 | | information reported to the chief procurement officer."; and | 14 | | on page 27, immediately below line 13, by inserting the | 15 | | following:

| 17 | | Sec. 1-15.20. Construction , and construction-related , and | 18 | | construction support services.
"Construction" means
building, | 19 | | altering, repairing,
improving, or demolishing any public | 20 | | structure or building, or
making improvements of any kind
to | 21 | | public real property. Construction does not include the
routine | 22 | | operation, routine repair, or
routine maintenance of existing | 23 | | structures, buildings, or real
property.

design, layout, inspection, support, | 2 | | feasibility or location study, research,
development, | 3 | | planning, or other investigative study undertaken by a
| 4 | | construction agency concerning construction or potential | 5 | | construction.
| 6 | | "Construction support" means all equipment, supplies, and | 7 | | services that are necessary to the operation of a construction | 8 | | agency's construction program. "Construction support" does not | 9 | | include construction-related services. | 10 | | (Source: P.A. 90-572, eff. 2-6-98.)"; and

| 1 | | Services Administration, the Higher Education Cooperation Act, | 2 | | and the Midwestern Higher Education Compact Act. Each | 3 | | applicable chief procurement officer may authorize purchases | 4 | | and contracts which have been procured through other methods of | 5 | | procurement if each chief procurement officer determines it is | 6 | | in the best interests of the State, considering a | 7 | | recommendation by their respective agencies or institutions. | 8 | | The chief procurement officer may establish detailed rules, | 9 | | policies, and procedures for use of these cooperative | 10 | | contracts. Notice of award shall be published by the chief | 11 | | procurement officer in the Illinois Procurement Bulletin at | 12 | | least prior to use of the contract. Each chief procurement | 13 | | officer shall submit to the General Assembly by November 1 of | 14 | | each year a report of procurements made under this subsection | 15 | | (a-10). "; and | 16 | | on page 124, by deleting lines 11 through 19.
