| 2 | | AMENDMENT NO. ______. Amend Senate Bill 1612 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The Public Community College Act is amended by | 5 | | changing Section 3-7.10 as follows:
| 6 | | (110 ILCS 805/3-7.10) (from Ch. 122, par. 103-7.10)
| 7 | | Sec. 3-7.10.
Nominations for members of the board shall be | 8 | | made by a petition
signed by at least 50 voters or 10% of the | 9 | | voters, whichever is less, residing
within the district and | 10 | | shall be filed with the county clerk or the county board of | 11 | | election commissioners, as the case may be, of the county in | 12 | | which the principal office of the community college board is | 13 | | located secretary of the board .
In addition to the requirements | 14 | | of the general election law, the form
of such petitions shall | 15 | | be substantially as follows:

be so filed either previously during the calendar year in | 23 | | which his nomination
papers were filed or within the period for | 24 | | the filing of nomination papers
in accordance with the general | 25 | | election law.

| 1 | | The county clerk or the county board of election | 2 | | commissioners, as the case may be, of the county in which the | 3 | | principal office of the community college board is located | 4 | | secretary of the board shall notify each candidate, or the | 5 | | appropriate
committee, for whom a petition for nomination has | 6 | | been filed of their
obligations under the Campaign Financing | 7 | | Act, as required by the general
election law. Such notice shall | 8 | | be given on a form prescribed by the State
Board of Elections | 9 | | and in accordance with the requirements of the general
election | 10 | | law.
| 11 | | All petitions for the nomination of members of a board of | 12 | | trustees shall
be filed with the county clerk or the county | 13 | | board of election commissioners, as the case may be, of the | 14 | | county in which the principal office of the community college | 15 | | board is located secretary of the board within the time | 16 | | provided for
by the general election law. Said county clerk or | 17 | | board of election commissioners secretary shall make | 18 | | certification to
the proper election authority or authorities | 19 | | in accordance with the requirements of the
general election law | 20 | | and Sections 3-7a and 3-7b of this Act . If the secretary is an | 21 | | incumbent board member seeking
reelection, a disinterested | 22 | | person must be a witness to the filing of his
petition. It is | 23 | | the duty of the county clerk or board of election | 24 | | commissioners, as the case may be, secretary to provide | 25 | | candidates with petition
forms and statements of candidacy.

| 1 | | case may be, secretary shall within 7 days of filing or on the
| 2 | | last day for filing, whichever is earlier, acknowledge to the | 3 | | petitioner
in writing his or its acceptance of the petition.
| 4 | | In all newly organized districts the petition for the | 5 | | nomination of
candidates for members of the board at the first | 6 | | election shall be addressed
to and filed with the regional | 7 | | superintendent in the manner specified for the
petitions for | 8 | | candidates of a community college board. For such election the
| 9 | | regional superintendent shall fulfill all duties otherwise | 10 | | assigned to the
secretary of the board.
