| 2 | | AMENDMENT NO. ______. Amend Senate Bill 2354 by replacing | 3 | | everything after the enacting clause with the following:

Transfer Achievement Reform Act is | 5 | | amended by adding Section 23 as follows: | 6 | | (110 ILCS 150/23 new) | 7 | | Sec. 23. Reverse transfer of credits. | 8 | | (a) In this Section, "reverse transfer of credit" means the | 9 | | transfer of earned academic credit from a State university to a | 10 | | community college for the purpose of obtaining an associate | 11 | | degree at the community college. | 12 | | (b) Beginning with the 2019-2020 academic year, the Board | 13 | | of Higher Education and the Illinois Community College Board | 14 | | shall develop a policy to foster the reverse transfer of credit | 15 | | for any student who has accumulated at least 15 hours of | 16 | | academic credit at a community college and a sufficient number |

| 1 | | of hours of academic credit at a State university in the | 2 | | prescribed courses necessary to meet a community college's | 3 | | requirements to be awarded an associate degree. | 4 | | (c) A student wishing to reverse transfer earned academic | 5 | | credit under this Section to obtain an associate degree shall | 6 | | agree to the exchange of transcript information between each | 7 | | community college and State university that he or she has | 8 | | attended. A student must submit an application and his or her | 9 | | transcripts to a community college in order to be considered | 10 | | for conferral of an associate degree. In awarding an associate | 11 | | degree, the community college shall evaluate the applicant's | 12 | | coursework completed, along with the transfer credit earned, | 13 | | and shall determine whether the associate degree requirements | 14 | | have been met. No later than 30 business days after receiving | 15 | | an application, a community college shall notify an applicant | 16 | | if he or she qualifies for an associate degree based on the | 17 | | total earned credits. | 18 | | (d) The Board of Higher Education, the Illinois Community | 19 | | College Board, and the Midwestern Higher Education Compact's | 20 | | Multi-State Collaborative on Military Credit shall adopt a | 21 | | policy regarding the award of academic credit for military | 22 | | training applicable to meeting a community college's | 23 | | requirements for awarding an associate degree. | 24 | | (e) The Board of Higher Education and the Illinois | 25 | | Community College Board shall adopt rules to implement this | 26 | | Section. |

| 1 | | Section 10. The Illinois Articulation Initiative Act is | 2 | | amended by adding Section 30 as follows: | 3 | | (110 ILCS 152/30 new) | 4 | | Sec. 30. Degree program advice. To improve articulation and | 5 | | reduce excess academic credit hours, beginning with the | 6 | | 2019-2020 academic year, each public institution shall require | 7 | | any student who, upon completing 30 academic credit hours, is | 8 | | interested in pursuing an associate degree or baccalaureate | 9 | | degree at the public institution in which he or she is enrolled | 10 | | or at another public institution to indicate to the public | 11 | | institution in which he or she is enrolled all of his or her | 12 | | degree programs of interest. The public institution in which | 13 | | the student is enrolled shall make a reasonable attempt to | 14 | | conduct a meeting with the student and an academic advisor of | 15 | | the public institution, who shall inform the student of the | 16 | | prerequisite requirements for the student's degree programs of | 17 | | interest. | 18 | | Section 15. The Board of Higher Education Act is amended by | 19 | | adding Section 9.37 as follows: | 20 | | (110 ILCS 205/9.37 new) | 21 | | Sec. 9.37. Tuition waiver. The Board may not limit the | 22 | | amount of tuition revenue that a public university may waive. |

Northern Illinois University, and Western Illinois | 11 | | University.

| 1 | | (b) Each year the Board of Western Illinois
University | 2 | | shall offer 50% tuition waivers for undergraduate education at | 3 | | any
campus under its governance to the children of employees of
| 4 | | an Illinois college or university who have been employed
by any | 5 | | one or by more than one Illinois college or university for an | 6 | | aggregate period of at least 7
years. To be eligible to receive | 7 | | a partial tuition waiver, the child of an
employee of an | 8 | | Illinois college or university (i) must
be under the age of 25 | 9 | | at the
commencement of the academic year during which the | 10 | | partial tuition waiver
is to be effective, and (ii) must | 11 | | qualify for admission to Western Illinois University
under the | 12 | | same admissions requirements, standards and policies which | 13 | | Western
Illinois University applies to applicants for | 14 | | admission generally to
its respective
undergraduate colleges | 15 | | and programs.
| 16 | | (c) Subject to the provisions and limitations of subsection
| 17 | | (b), an
eligible applicant who has continued to maintain | 18 | | satisfactory academic
progress toward graduation may have his | 19 | | or her partial tuition waiver
renewed until the time as he or | 20 | | she has expended 4 years of undergraduate
partial tuition | 21 | | waiver benefits under this Section.
| 22 | | (d) (Blank). No partial tuition waiver offered or allocated | 23 | | to any
eligible
applicant in accordance with the provisions of | 24 | | this Section shall be
charged against any tuition waiver | 25 | | limitation established by the Illinois
Board of Higher | 26 | | Education.
