AMENDMENT TO SENATE BILL 2354

2    AMENDMENT NO. ______. Amend Senate Bill 2354 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Student Transfer Achievement Reform Act is
5amended by adding Section 23 as follows:
 
6    (110 ILCS 150/23 new)
7    Sec. 23. Reverse transfer of credits.
8    (a) In this Section, "reverse transfer of credit" means the
9transfer of earned academic credit from a State university to a
10community college for the purpose of obtaining an associate
11degree at the community college.
12    (b) Beginning with the 2019-2020 academic year, the Board
13of Higher Education and the Illinois Community College Board
14shall develop a policy to foster the reverse transfer of credit
15for any student who has accumulated at least 15 hours of
16academic credit at a community college and a sufficient number

1of hours of academic credit at a State university in the
2prescribed courses necessary to meet a community college's
3requirements to be awarded an associate degree.
4    (c) A student wishing to reverse transfer earned academic
5credit under this Section to obtain an associate degree shall
6agree to the exchange of transcript information between each
7community college and State university that he or she has
8attended. A student must submit an application and his or her
9transcripts to a community college in order to be considered
10for conferral of an associate degree. In awarding an associate
11degree, the community college shall evaluate the applicant's
12coursework completed, along with the transfer credit earned,
13and shall determine whether the associate degree requirements
14have been met. No later than 30 business days after receiving
15an application, a community college shall notify an applicant
16if he or she qualifies for an associate degree based on the
17total earned credits.
18    (d) The Board of Higher Education, the Illinois Community
19College Board, and the Midwestern Higher Education Compact's
20Multi-State Collaborative on Military Credit shall adopt a
21policy regarding the award of academic credit for military
22training applicable to meeting a community college's
23requirements for awarding an associate degree.
24    (e) The Board of Higher Education and the Illinois
25Community College Board shall adopt rules to implement this
26Section.

1    Section 10. The Illinois Articulation Initiative Act is
2amended by adding Section 30 as follows:
 
3    (110 ILCS 152/30 new)
4    Sec. 30. Degree program advice. To improve articulation and
5reduce excess academic credit hours, beginning with the
62019-2020 academic year, each public institution shall require
7any student who, upon completing 30 academic credit hours, is
8interested in pursuing an associate degree or baccalaureate
9degree at the public institution in which he or she is enrolled
10or at another public institution to indicate to the public
11institution in which he or she is enrolled all of his or her
12degree programs of interest. The public institution in which
13the student is enrolled shall make a reasonable attempt to
14conduct a meeting with the student and an academic advisor of
15the public institution, who shall inform the student of the
16prerequisite requirements for the student's degree programs of
17interest.
 
18    Section 15. The Board of Higher Education Act is amended by
19adding Section 9.37 as follows:
 
20    (110 ILCS 205/9.37 new)
21    Sec. 9.37. Tuition waiver. The Board may not limit the
22amount of tuition revenue that a public university may waive.

1    Section 20. The University of Illinois Act is amended by
2changing Section 7f as follows:
 
3    (110 ILCS 305/7f)  (from Ch. 144, par. 28f)
4    Sec. 7f. Partial tuition waivers.
5    (a) As used in this Section, "Illinois college or
6university" means any of the following: the University of
7Illinois, Southern Illinois University, Chicago State
8University, Eastern Illinois University, Governors State
9University, Illinois State University, Northeastern Illinois
10University, Northern Illinois University, and Western Illinois
11University.
12    (b) Each year the Board of Trustees of the University of
13Illinois shall offer 50% tuition waivers for undergraduate
14education at any campus under its governance or supervision to
15the children of employees of an Illinois college or university
16who have been employed by any one or by more than one Illinois
17college or university for an aggregate period of at least 7
18years. To be eligible to receive a partial tuition waiver, the
19child of an employee of an Illinois college or university (i)
20must be under the age of 25 at the commencement of the academic
21year during which the partial tuition waiver is to be
22effective, and (ii) must qualify for admission to the
23University of Illinois under the same admissions requirements,
24standards and policies which the University of Illinois applies

1to applicants for admission generally to its respective
2undergraduate colleges and programs.
3    (c) Subject to the provisions and limitations of subsection
4(b), an eligible applicant who has continued to maintain
5satisfactory academic progress toward graduation may have his
6or her partial tuition waiver renewed until the time as he or
7she has expended 4 years of undergraduate partial tuition
8waiver benefits under this Section.
9    (d) (Blank). No partial tuition waiver offered or allocated
10to any eligible applicant in accordance with the provisions of
11this Section shall be charged against any tuition waiver
12limitation established by the Illinois Board of Higher
13Education.
14    (e) The Board of Trustees shall prescribe rules and
15regulations as are necessary to implement and administer the
16provisions of this Section.
