| 2 | | AMENDMENT NO. ___. Amend Senate Joint Resolution 64 by | 3 | | replacing everything after the heading with the following: | 4 | | "WHEREAS, All children in Illinois are entitled to the | 5 | | facilities and resources needed for a high-quality
education; | 6 | | and | 7 | | WHEREAS, Illinois charter public school law does not | 8 | | contain a provision for charter public school
facilities | 9 | | funding; and | 10 | | WHEREAS, Charter public schools in this State have limited | 11 | | access to capital funds for facilities from local
or state | 12 | | sources, making it difficult to secure adequate and affordable | 13 | | facilities; and | 14 | | WHEREAS, Charter public schools have confronted this |

| 1 | | problem by either paying rent to operate in a
district-run | 2 | | facility or paying for independent facilities out of their | 3 | | general operating funds; and | 4 | | WHEREAS, This produces inequity between charter public | 5 | | schools and district-run schools in terms of
the proportion of | 6 | | funds available for direct classroom instruction; and | 7 | | WHEREAS, Eleven jurisdictions (Arizona, California, | 8 | | Colorado, Florida, Massachusetts, Minnesota, New
Mexico, | 9 | | Pennsylvania, Tennessee, Utah, and Washington D.C.) currently | 10 | | offer facilities support for
charter public schools; | 11 | | therefore, be it | 12 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 13 | | ASSEMBLY OF THE STATE OF
ILLINOIS, THE HOUSE OF REPRESENTATIVES | 14 | | CONCURRING HEREIN, that the Task Force on Charter Public
School | 15 | | Facilities is created to examine charter public school | 16 | | facilities issues, including the following: | 17 | | (1) An analysis of the current capital funds and | 18 | | facilities provisions in the Illinois Charter Schools Law | 19 | | for
the purpose of ensuring equitable access; | 20 | | (2) A comparative analysis of charter public school | 21 | | facilities
funding and access across the United States; and | 22 | | (3) Recommendations for ensuring that charter public
| 23 | | schools have equitable access to safe and appropriate |

| 1 | | facilities; and be it further | 2 | | RESOLVED, That the Task Force shall consist of the | 3 | | following members: | 4 | | (l) one member appointed by the President of the | 5 | | Senate; | 6 | | (2) one member appointed by the Minority Leader of the | 7 | | Senate; | 8 | | (3) one member appointed by the Speaker of the House of | 9 | | Representatives; | 10 | | (4) one member appointed by the Minority Leader of the | 11 | | House of Representatives; | 12 | | (5) the State Superintendent of Education or his or her | 13 | | designee; | 14 | | (6) the chief executive officer of a school district in | 15 | | a city having a population exceeding 500,000 or his
or her | 16 | | designee; | 17 | | (7) one member appointed by the Speaker of the House of | 18 | | Representatives, upon recommendation of
an organization | 19 | | representing teachers in a school district in a city having | 20 | | a population exceeding
500,000; | 21 | | (8) one member appointed by the President of the | 22 | | Senate, upon recommendation of the largest
statewide | 23 | | organization representing teachers; | 24 | | (9) one member appointed by the Governor, upon | 25 | | recommendation of a statewide organization

| 1 | | charter public schools in this State; | 2 | | (10) a principal of a currently operating, | 3 | | high-performing charter public school in this State, | 4 | | appointed
by the State Superintendent of Education; | 5 | | (11) one member appointed by the Minority Leader of the | 6 | | Senate, upon recommendation of the largest
charter public | 7 | | school in this State; | 8 | | (12) one member appointed by the Governor who is a | 9 | | representative of a community organization that
operates | 10 | | charter public schools, upon recommendation of that | 11 | | community organization; | 12 | | (13) one member appointed by the Minority Leader of the | 13 | | House of Representatives, upon
recommendation of an | 14 | | organization representing the business community in this | 15 | | State; | 16 | | (14) one member appointed by the Governor, upon | 17 | | recommendation of an education advocacy group
that | 18 | | organizes parents and supports high-quality public-school | 19 | | options, including high-quality public
charter schools; | 20 | | (15) one member appointed by the state superintendent | 21 | | representing one of the ten currently operating
| 22 | | Commission-approved charter public schools in this State, | 23 | | upon recommendation of the leadership of
the | 24 | | Commission-approved charter public schools; | 25 | | (16) one member appointed by the Governor, upon | 26 | | recommendation of a large, non-profit community
|

| 1 | | development financial institution (CDFI) in Illinois that | 2 | | provides or has provided specialized loans, real
estate | 3 | | development, and additional forms of financial assistance | 4 | | to charter public schools in this State; and | 5 | | (17) one member appointed by the state superintendent | 6 | | who represents a charter school outside of the
City of | 7 | | Chicago; and be it further | 8 | | RESOLVED, That the members of the Task Force shall elect a | 9 | | chairperson from among their membership
and that the State | 10 | | Charter School Commission shall provide administrative | 11 | | support; and be it further | 12 | | RESOLVED, That the members of the Task Force shall be | 13 | | appointed within 30 days after the adoption of
this resolution | 14 | | and shall begin meeting no later than 30 days after the | 15 | | appointments are finalized; in the
event the appointments by | 16 | | the Governor are not made within 30 days after the adoption of | 17 | | this
resolution, the State Superintendent shall make such | 18 | | appointments within 15 days of the appointment
deadline; and be | 19 | | it further | 20 | | RESOLVED, That the Task Force shall issue a report making | 21 | | recommendations on any changes to State
laws with regard to | 22 | | charter public school facilities access on or before January 1, | 23 | | 2019, and that the
Task Force shall be dissolved upon issuance |

| 1 | | of this report; and be it further | 2 | | RESOLVED, That the report filed with the General Assembly | 3 | | shall be filed with the Secretary of the Senate and the Clerk | 4 | | of the House of Representatives in electronic form only, in the | 5 | | manner that the Secretary and Clerk shall direct; and be it | 6 | | further | 7 | | RESOLVED, That suitable copies of this resolution be | 8 | | delivered to the Governor, the State Superintendent of | 9 | | Education, the State Charter School Commission, and the Chief | 10 | | Executive Officer of the City of Chicago School District 299."
