| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Donald L. Skinner of Pawnee, who passed | 4 | | away on September 15, 2017; and
| 5 | | WHEREAS, Donald Skinner was born in Jersey County to | 6 | | Leonard and Ruby (Isringhausen) Skinner on May 19, 1937; he | 7 | | married Lynda Skinner in 1961; they later divorced; and
| 8 | | WHEREAS, Donald Skinner was a great supporter of the | 9 | | Illinois and National AgrAbility programs; his testimony | 10 | | before congress and his support of developing an AgrAbility | 11 | | program in Illinois in the late 1980s helped form the program; | 12 | | he served as chair of the Illinois AgrAbility Advisory | 13 | | Committee for many years and, most recently, as honorary chair; | 14 | | he also served on the National AgrAbility Advisory Committee | 15 | | for several years; through his foresight, advice, and support, | 16 | | thousands of farm people benefited from assistance through the | 17 | | program; he leaves a legacy of support in seeking ways to help | 18 | | farmers and farm workers with disabilities continue to provide | 19 | | for their families and be as productive as possible; and
| 20 | | WHEREAS, Donald Skinner liked to laugh and loved a good | 21 | | practical joke; and

| 1 | | WHEREAS, Donald Skinner was preceded in death by his | 2 | | father; his brother, William; his sister, Ruth Ann Armsby; and | 3 | | his granddaughter, Jana Skinner; and
| 4 | | WHEREAS, Donald Skinner is survived by his children, | 5 | | Kimberly (Rod) Bourne and David (Sonja) Skinner; his | 6 | | grandchildren, Illinois State Representative Avery Bourne, | 7 | | Mason Bourne, and Reese Bourne, and Justin Skinner, Logan | 8 | | Skinner, and Mia Skinner; his mother, Ruby Skinner; his | 9 | | brother, Ron (Elke) Skinner; and several nieces, nephews, and | 10 | | cousins; therefore, be it
| 11 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 12 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 13 | | Donald L. Skinner, and extend our sincere condolences to his | 14 | | family, friends, and all who knew and loved him; and be it | 15 | | further
| 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to the family of Donald Skinner as an expression of | 18 | | our deepest sympathy.
