| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Charles William "Bill" Smith D.V.M. of | 4 | | Champaign, who passed away on August 31, 2018; and
| 5 | | WHEREAS, Dr. Smith was born in Pontiac to George and Gladys | 6 | | (Eppel) Smith on May 21, 1940; he received his Doctor of | 7 | | Veterinary Medicine degree from the University of Illinois | 8 | | College of Veterinary Medicine in 1965, and a master of science | 9 | | degree in 1972; in 1975, he completed a rigid examination to | 10 | | become a diplomate of the American College of Veterinary | 11 | | Surgeons, making him board certified in surgery; and
| 12 | | WHEREAS, Dr. Smith began his career in Dundee and Rockford | 13 | | and then served in the Army Veterinary Corps for two years; he | 14 | | returned to the University of Illinois as an instructor in | 15 | | 1969; in 1978, he was appointed chief of small animal surgery | 16 | | at the college; by 1980, he was a professor of veterinary | 17 | | clinical medicine, and he taught orthopedic surgery; he taught | 18 | | at the college for 31 years before his retirement in August | 19 | | 2000; during retirement, he worked as a veterinary consultant | 20 | | in various practices mainly in Bradley and Bloomington; he | 21 | | loved teaching students, interns, and residents; and
| 22 | | WHEREAS, Dr. Smith was the recipient of the Norden |

| 1 | | Outstanding Teacher Award in 1977, 1983, and 1991; in 1966, the | 2 | | members of the Chicago Veterinary Medical Association | 3 | | recognized him for his impact on the careers of his students; | 4 | | in 2000, he received the Campus Award for Excellence in | 5 | | Professional and Graduate Student Teaching; in 2014, the ACVS | 6 | | Foundation awarded him the distinction of Honored Mentor as | 7 | | colleagues acknowledged the outstanding mentorship and support | 8 | | he provided them in their professional development; and
| 9 | | WHEREAS, Dr. Smith was a member of Cornerstone Baptist | 10 | | Church of Savoy, where he faithfully served as a teacher, a | 11 | | moderator, and a deacon; he enjoyed Bible Study Fellowship and | 12 | | was a leader for several years; he also went on two medical | 13 | | mission trips to Honduras; his faith was important to him; he | 14 | | enjoyed woodworking as a hobby; he was a kind, considerate, and | 15 | | humble person, devoted to his family; and
| 16 | | WHEREAS, Dr. Smith was preceded in death by his parents and | 17 | | his brother, Pete; and
| 18 | | WHEREAS, Dr. Smith is survived by his wife, Ann; his | 19 | | children, Michael Smith, Steve (Joann) Smith, Becky (Steve) | 20 | | Amjad, and Marcia (Brian) Schoudel; his grandchildren, Andrew, | 21 | | Marissa, and Aaron Smith, Emma, Sarah, Ben, and Molly Amjad, | 22 | | Carter and Madison Smith, and Jacob and Tyler Schoudel; his | 23 | | brothers, Jim and Robert (Sharon) Smith; and his many nieces |

| 2 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 4 | | Charles William "Bill" Smith D.V.M. and extend our sincere | 5 | | condolences to his family, friends, and all who knew and loved | 6 | | him; and be it further
| 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | presented to the family of Dr. Smith as an expression of our | 9 | | deepest sympathy.
