| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Frederick E. "Fred" Payne of Champaign, | 4 | | who passed away on September 1, 2018; and
| 5 | | WHEREAS, Fred Payne was born at home in London Mills to | 6 | | Floyd and Angie (Essex) Payne on November 8, 1921; he graduated | 7 | | from Abingdon High School, where he played football and | 8 | | basketball, in 1940; and
| 9 | | WHEREAS, Fred Payne began working for Illinois Bell in | 10 | | 1941; in 1942, he enlisted in the United States Army as a | 11 | | teletype technician; after being honorably discharged, he | 12 | | returned to Illinois Bell, where he worked for 37 years until | 13 | | his retirement in December 1977; while at Illinois Bell, he | 14 | | volunteered with the Telephone Pioneers and was a past | 15 | | president of the Illinois Bell Credit Union; In 1964, he began | 16 | | working at the Assembly Hall, where he started as a gateman and | 17 | | later became gateman supervisor, serving in that capacity for | 18 | | 32 years; he also worked for the University of Illinois | 19 | | Athletic Association ticket office and the Assembly Hall ticket | 20 | | office; and
| 21 | | WHEREAS, Fred Payne was an election judge and an auditor | 22 | | for the Champaign County Fair Association for many years; he |

| 1 | | was a Boy Scout leader, member of the C-U Elks Lodge and Eagles | 2 | | Lodge, a lifetime member of the American Legion, where he was | 3 | | presented with a 70-year certificate in March 2017, and a | 4 | | member of Good Shepherd Lutheran Church of Champaign, where he | 5 | | was president of council many times; he was an avid fan of the | 6 | | St. Louis Cardinals and the Fighting Illini; he enjoyed | 7 | | bowling, basketball, football, golf, waking up early to watch | 8 | | the sun rise, feeding and watching the birds, and watching and | 9 | | counting jet trails in the sky; he was a true gentleman; and
| 10 | | WHEREAS, Fred Payne was preceded in death by his parents | 11 | | and four siblings; and
| 12 | | WHEREAS, Fred Payne is survived by his wife, Virginia, and | 13 | | his daughter, Linda Payne; therefore, be it
| 14 | | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 16 | | Frederick E. "Fred" Payne and extend our sincere condolences to | 17 | | his family, friends, and all who knew and loved him; and be it | 18 | | further
| 19 | | RESOLVED, That a suitable copy of this resolution be | 20 | | presented to the family of Fred Payne as an expression of our | 21 | | deepest sympathy.
