The School Code is amended by changing Sections | 5 | | 2-3.11d, 14-9.01, 21B-15, 21B-20, 21B-25, 21B-35, 21B-50, and | 6 | | 21B-55 as follows: | 7 | | (105 ILCS 5/2-3.11d) | 8 | | Sec. 2-3.11d. Teacher preparation institution listing. | 9 | | Data on tests required for teacher preparation and | 10 | | certification. Beginning with the effective date of this | 11 | | amendatory Act of the 94th General Assembly, to collect and | 12 | | maintain all of the following data for each institution of | 13 | | higher education engaged in teacher preparation in this State: | 14 | | (1) The number of individuals taking the test of basic | 15 | | skills under Section 21-1a of this Code. | 16 | | (2) The number of individuals passing the test of basic |

| 1 | | skills under Section 21-1a of this Code. | 2 | | (3) The total number of subject-matter tests attempted | 3 | | under Section 21-1a of this Code. | 4 | | (4) The total number of subject-matter tests passed | 5 | | under Section 21-1a of this Code. | 6 | | The data regarding subject-matter tests shall be reported in | 7 | | sum, rather than by separately listing each subject, in order | 8 | | to better protect the identity of the test-takers. | 9 | | On or before August 1, 2007, the State Board of Education | 10 | | shall file with the General Assembly and the Governor and shall | 11 | | make available to the public a report listing the institutions | 12 | | of higher education engaged in teacher preparation in this | 13 | | State, along with the data listed in items (1) and (2) of this | 14 | | Section pertinent to each institution. | 15 | | On or before October 1, 2012 and every 3 years thereafter, | 16 | | the State Board of Education shall file with the General | 17 | | Assembly and the Governor and shall make available to the | 18 | | public a report listing the institutions of higher education | 19 | | engaged in teacher preparation in this State , along with the | 20 | | data listed in items (1) through (4) of this Section pertinent | 21 | | to each institution .

| 5 | | endorsement to a special license issued under Article 21B | 6 | | Section 21B-30 of this Code shall be valid for teaching | 7 | | students with visual
disabilities unless the person to whom the | 8 | | license or endorsement is issued
has attained satisfactory | 9 | | performance on an examination that is designed to
assess | 10 | | competency in Braille reading and writing skills according to | 11 | | standards
that the State Board of Education may adopt. Evidence | 12 | | of successfully
completing the examination of Braille reading | 13 | | and writing skills must be
submitted to the State Board of | 14 | | Education prior to an applicant's taking
of the content area | 15 | | test required under Section 21B-30 of this Code. In addition to | 16 | | other requirements, a candidate for a teaching
license in the | 17 | | area of the deaf and hard of hearing granted by the
Illinois | 18 | | State Board of Education for teaching deaf and hard of hearing
| 19 | | students in grades pre-school through grade 12 must demonstrate | 20 | | a minimum
proficiency in sign language as determined by the | 21 | | Illinois State Board of
Education. All other professional | 22 | | personnel employed in any class, service,
or program authorized | 23 | | by this Article shall hold such licenses and shall
have had | 24 | | such special training as the State Board of Education may | 25 | | require;
provided that in a school district organized under | 26 | | Article 34, the school
district may employ speech and language |

| 1 | | pathologists who are licensed under the
Illinois | 2 | | Speech-Language Pathology and Audiology Practice Act but who do | 3 | | not
hold a license issued under this Code if the district | 4 | | certifies that
a chronic shortage of certified personnel | 5 | | exists. Nothing contained in this
Act prohibits the school | 6 | | board from employing necessary workers to assist the
teacher | 7 | | with the special educational facilities, except that all such | 8 | | necessary
workers must have had such training as the State | 9 | | Board of Education may
require.
| 10 | | No later than January 1, 1993, the State Board of Education | 11 | | shall develop,
in consultation with the Advisory Council on the | 12 | | Education of Children with
Disabilities and the Advisory | 13 | | Council on Bilingual Education, rules governing
the | 14 | | qualifications for certification of teachers and school | 15 | | service personnel
providing services to English learners | 16 | | receiving special
education and related services.
| 17 | | The employment of any teacher in a special education | 18 | | program provided
for in Sections 14-1.01 to 14-14.01, | 19 | | inclusive, shall be subject to
the provisions of Sections 24-11 | 20 | | to 24-16, inclusive. Any teacher
employed in a special | 21 | | education program, prior to the effective date of
this | 22 | | amendatory Act of 1987, in which 2 or more districts
| 23 | | participate shall enter upon contractual continued service in | 24 | | each of
the participating districts subject to the provisions | 25 | | of Sections 24-11
to 24-16, inclusive.

| 1 | | (105 ILCS 5/21B-15) | 2 | | Sec. 21B-15. Qualifications of educators. | 3 | | (a) No one may be licensed to teach or supervise or be | 4 | | otherwise employed in the public schools of this State who is | 5 | | not of good character and at least 19 years of age. | 6 | | In determining good character under this Section, the State | 7 | | Superintendent of Education shall take into consideration the | 8 | | disciplinary actions of other states or national entities | 9 | | against certificates or licenses issued by those states and | 10 | | held by individuals from those states. In addition, any felony | 11 | | conviction of the applicant may be taken into consideration; | 12 | | however, no one may be licensed to teach or supervise in the | 13 | | public schools of this State who has been convicted of (i) an | 14 | | offense set forth in subsection (b) of Section 21B-80 of this | 15 | | Code until 7 years following the end of the sentence for the | 16 | | criminal offense or (ii) an offense set forth in subsection (c) | 17 | | of Section 21B-80 of this Code. Unless the conviction is for an | 18 | | offense set forth in Section 21B-80 of this Code, an applicant | 19 | | must be permitted to submit character references or other | 20 | | written material before such a conviction or other information | 21 | | regarding the applicant's character may be used by the State | 22 | | Superintendent of Education as a basis for denying the | 23 | | application. | 24 | | (b) No person otherwise qualified shall be denied the right | 25 | | to be licensed or to receive training for the purpose of |

| 1 | | becoming an educator because of a physical disability, | 2 | | including, but not limited to, visual and hearing disabilities; | 3 | | nor shall any school district refuse to employ a teacher on | 4 | | such grounds, provided that the person is able to carry out the | 5 | | duties of the position for which he or she applies. | 6 | | (c) No person may be granted or continue to hold an | 7 | | educator license who has knowingly altered or misrepresented | 8 | | his or her qualifications, in this State or any other state, in | 9 | | order to acquire or renew the license. Any other license issued | 10 | | under this Article held by the person may be suspended or | 11 | | revoked by the State Educator Preparation and Licensure Board, | 12 | | depending upon the severity of the alteration or | 13 | | misrepresentation. | 14 | | (d) No one may teach or supervise in the public schools nor | 15 | | receive for teaching or supervising any part of any public | 16 | | school fund who does not hold an educator license granted by | 17 | | the State Superintendent of Education as provided in this | 18 | | Article. However, the provisions of this Article do not apply | 19 | | to a member of the armed forces who is employed as a teacher of | 20 | | subjects in the Reserve Officers' Training Corps of any school, | 21 | | nor to an individual teaching a dual credit course as provided | 22 | | for in the Dual Credit Quality Act. | 23 | | (e) Notwithstanding any other provision of this Code, the | 24 | | school board of a school district may grant to a teacher of the | 25 | | district a leave of absence with full pay for a period of not | 26 | | more than one year to permit the teacher to teach in a foreign |

| 1 | | state under the provisions of the Exchange Teacher Program | 2 | | established under Public Law 584, 79th Congress, and Public Law | 3 | | 402, 80th Congress, as amended. The school board granting the | 4 | | leave of absence may employ, with or without pay, a national of | 5 | | the foreign state wherein the teacher on the leave of absence | 6 | | is to teach if the national is qualified to teach in that | 7 | | foreign state and if that national is to teach in a grade level | 8 | | similar to the one that was taught in the foreign state. The | 9 | | State Board of Education, in consultation with the State | 10 | | Educator Preparation and Licensure Board, may adopt rules as | 11 | | may be necessary to implement this subsection (e).
| 12 | | (f) No person shall be denied a license issued under this | 13 | | Article solely based on his or her citizenship status or | 14 | | immigration status. The General Assembly finds and declares | 15 | | that this subsection (f) is a State law within the meaning of | 16 | | subsection (d) of Section 1621 of Title 8 of the United States | 17 | | Code. Nothing in this subsection shall affect the requirements | 18 | | to obtain a license that are not directly related to | 19 | | citizenship status or immigration status. Nothing in this | 20 | | subsection shall be construed to grant eligibility for | 21 | | obtaining any public benefit other than a license issued under | 22 | | this Article. | 23 | | (g) A candidate enrolled in a teacher preparation program | 24 | | must receive a letter grade of at least a "C", or its | 25 | | equivalent, in his or her student teaching program to obtain an | 26 | | educator license under this Article. |

The State Board of | 5 | | Education shall implement a system of educator licensure, | 6 | | whereby individuals employed in school districts who are | 7 | | required to be licensed must have one of the following | 8 | | licenses: (i) a professional educator license; (ii) an educator | 9 | | license with stipulations; (iii) a substitute teaching | 10 | | license; or (iv) until June 30, 2023, a short-term substitute | 11 | | teaching license. References in law regarding individuals | 12 | | certified or certificated or required to be certified or | 13 | | certificated under Article 21 of this Code shall also include | 14 | | individuals licensed or required to be licensed under this | 15 | | Article. The first year of all licenses ends on June 30 | 16 | | following one full year of the license being issued. | 17 | | The State Board of Education, in consultation with the | 18 | | State Educator Preparation and Licensure Board, may adopt such | 19 | | rules as may be necessary to govern the requirements for | 20 | | licenses and endorsements under this Section. | 21 | | (1) Professional Educator License. Persons who (i) | 22 | | have successfully completed an approved educator | 23 | | preparation program and are recommended for licensure by | 24 | | the Illinois institution offering the educator preparation | 25 | | program, (ii) (blank), have successfully completed the |

| 1 | | required testing under Section 21B-30 of this Code, (iii) | 2 | | have successfully completed coursework on the psychology | 3 | | of, the identification of, and the methods of instruction | 4 | | for the exceptional child, including without limitation | 5 | | children with learning disabilities, (iv) have | 6 | | successfully completed coursework in methods of reading | 7 | | and reading in the content area, and (v) have met all other | 8 | | criteria established by rule of the State Board of | 9 | | Education shall be issued a Professional Educator License. | 10 | | All Professional Educator Licenses are valid until June 30 | 11 | | immediately following 5 years of the license being issued. | 12 | | The Professional Educator License shall be endorsed with | 13 | | specific areas and grade levels in which the individual is | 14 | | eligible to practice. | 15 | | Individuals can receive subsequent endorsements on the | 16 | | Professional Educator License. Subsequent endorsements | 17 | | shall require a minimum of 24 semester hours of coursework | 18 | | in the endorsement area and passage of the applicable | 19 | | content area test , unless otherwise specified by rule. | 20 | | (2) Educator License with Stipulations. An Educator | 21 | | License with Stipulations shall be issued an endorsement | 22 | | that limits the license holder to one particular position | 23 | | or does not require completion of an approved educator | 24 | | program or both. | 25 | | An individual with an Educator License with | 26 | | Stipulations must not be employed by a school district or |

| 1 | | any other entity to replace any presently employed teacher | 2 | | who otherwise would not be replaced for any reason. | 3 | | An Educator License with Stipulations may be issued | 4 | | with the following endorsements: | 5 | | (A) (Blank). A A provisional educator endorsement | 6 | | for a service member or a spouse of a service member is | 7 | | valid until June 30 immediately following 3 years of | 8 | | the license being issued, provided that any remaining | 9 | | testing and coursework deficiencies are met under this | 10 | | Section. In this Section, "spouse of a service member" | 11 | | means any person who, at the time of application under | 12 | | this Section, is the spouse of an active duty member of | 13 | | the United States Armed Forces or any reserve component | 14 | | of the United States Armed Forces or the National Guard | 15 | | of any state, commonwealth, or territory of the United | 16 | | States or the District of Columbia. | 17 | | Except as otherwise provided under this | 18 | | subparagraph, a | 19 | | (B) Alternative provisional educator. An | 20 | | alternative provisional educator endorsement on an | 21 | | Educator License with Stipulations may be issued to an | 22 | | applicant who, at the time of applying for the | 23 | | endorsement, has done all of the following: | 24 | | (i) Graduated from a regionally accredited | 25 | | college or university with a minimum of a | 26 | | bachelor's degree. |

| 1 | | (ii) Successfully completed the first phase of | 2 | | the Alternative Educator Licensure Program for | 3 | | Teachers, as described in Section 21B-50 of this | 4 | | Code. | 5 | | (iii) (Blank). Passed a test of basic skills | 6 | | and content area test, as required under Section | 7 | | 21B-30 of this Code. | 8 | | The alternative provisional educator endorsement is | 9 | | valid for 2 years of teaching and may be renewed for a | 10 | | third year by an individual meeting the requirements set | 11 | | forth in Section 21B-50 of this Code. | 12 | | (C) Alternative provisional superintendent. An | 13 | | alternative provisional superintendent endorsement on | 14 | | an Educator License with Stipulations entitles the | 15 | | holder to serve only as a superintendent or assistant | 16 | | superintendent in a school district's central office. | 17 | | This endorsement may only be issued to an applicant | 18 | | who, at the time of applying for the endorsement, has | 19 | | done all of the following: | 20 | | (i) Graduated from a regionally accredited | 21 | | college or university with a minimum of a master's | 22 | | degree in a management field other than education. | 23 | | (ii) Been employed for a period of at least 5 | 24 | | years in a management level position in a field | 25 | | other than education. | 26 | | (iii) Successfully completed the first phase |

| 1 | | of an alternative route to superintendent | 2 | | endorsement program, as provided in Section 21B-55 | 3 | | of this Code. | 4 | | (iv) (Blank). Passed a test of basic skills and | 5 | | content area tests required under Section 21B-30 | 6 | | of this Code. | 7 | | The endorsement is valid for 2 fiscal years in | 8 | | order to complete one full year of serving as a | 9 | | superintendent or assistant superintendent. | 10 | | (D) (Blank). | 11 | | (E) Career and technical educator. A career and | 12 | | technical educator endorsement on an Educator License | 13 | | with Stipulations may be issued to an applicant who has | 14 | | a minimum of 60 semester hours of coursework from a | 15 | | regionally accredited institution of higher education | 16 | | or an accredited trade and technical institution and | 17 | | has a minimum of 2,000 hours of experience outside of | 18 | | education in each area to be taught. | 19 | | The career and technical educator endorsement on | 20 | | an Educator License with Stipulations is valid until | 21 | | June 30 immediately following 5 years of the | 22 | | endorsement being issued and may be renewed. For | 23 | | individuals who were issued the career and technical | 24 | | educator endorsement on an Educator License with | 25 | | Stipulations on or after January 1, 2015, the license | 26 | | may be renewed if the individual passes a test of basic |

| 1 | | skills or test of work proficiency, as required under | 2 | | Section 21B-30 of this Code. | 3 | | An individual who holds a valid career and | 4 | | technical educator endorsement on an Educator License | 5 | | with Stipulations but does not hold a bachelor's degree | 6 | | may substitute teach in career and technical education | 7 | | classrooms. | 8 | | (F) Part-time provisional career and technical | 9 | | educator or provisional career and technical educator. | 10 | | A part-time provisional career and technical educator | 11 | | endorsement or a provisional career and technical | 12 | | educator endorsement on an Educator License with | 13 | | Stipulations may be issued to an applicant who has a | 14 | | minimum of 8,000 hours of work experience in the skill | 15 | | for which the applicant is seeking the endorsement. It | 16 | | is the responsibility of each employing school board | 17 | | and regional office of education to provide | 18 | | verification, in writing, to the State Superintendent | 19 | | of Education at the time the application is submitted | 20 | | that no qualified teacher holding a Professional | 21 | | Educator License or an Educator License with | 22 | | Stipulations with a career and technical educator | 23 | | endorsement is available and that actual circumstances | 24 | | require such issuance. | 25 | | The provisional career and technical educator | 26 | | endorsement on an Educator License with Stipulations |

For individuals who were issued the provisional | 4 | | career and technical educator endorsement on an | 5 | | Educator License with Stipulations on or after January | 6 | | 1, 2015, the license may be renewed if the individual | 7 | | passes a test of basic skills or test of work | 8 | | proficiency, as required under Section 21B-30 of this | 9 | | Code. | 10 | | A part-time provisional career and technical | 11 | | educator endorsement on an Educator License with | 12 | | Stipulations may be issued for teaching no more than 2 | 13 | | courses of study for grades 6 through 12. The part-time | 14 | | provisional career and technical educator endorsement | 15 | | on an Educator License with Stipulations is valid until | 16 | | June 30 immediately following 5 years of the | 17 | | endorsement being issued and may be renewed for 5 years | 18 | | if the individual makes application for renewal. | 19 | | An individual who holds a provisional or part-time | 20 | | provisional career and technical educator endorsement | 21 | | on an Educator License with Stipulations but does not | 22 | | hold a bachelor's degree may substitute teach in career | 23 | | and technical education classrooms. | 24 | | (G) Transitional bilingual educator. | 1 | | the purpose of providing instruction in accordance | 2 | | with Article 14C of this Code to an applicant who | 3 | | provides satisfactory evidence that he or she meets all | 4 | | of the following requirements: | 5 | | (i) Possesses adequate speaking, reading, and | 6 | | writing ability in the language other than English | 7 | | in which transitional bilingual education is | 8 | | offered. | 9 | | (ii) Has the ability to successfully | 10 | | communicate in English. | 11 | | (iii) Either possessed, within 5 years | 12 | | previous to his or her applying for a transitional | 13 | | bilingual educator endorsement, a valid and | 14 | | comparable teaching certificate or comparable | 15 | | authorization issued by a foreign country or holds | 16 | | a degree from an institution of higher learning in | 17 | | a foreign country that the State Educator | 18 | | Preparation and Licensure Board determines to be | 19 | | the equivalent of a bachelor's degree from a | 20 | | regionally accredited institution of higher | 21 | | learning in the United States. | 22 | | A transitional bilingual educator endorsement | 23 | | shall be valid for prekindergarten through grade 12, is | 24 | | valid until June 30 immediately following 5 years of | 25 | | the endorsement being issued, and shall not be renewed. | 26 | | Persons holding a transitional bilingual educator |

| 1 | | endorsement shall not be employed to replace any | 2 | | presently employed teacher who otherwise would not be | 3 | | replaced for any reason. | 4 | | (H) Language endorsement. In an effort to | 5 | | alleviate the shortage of teachers speaking a language | 6 | | other than English in the public schools, an individual | 7 | | who holds an Educator License with Stipulations may | 8 | | also apply for a language endorsement, provided that | 9 | | the applicant provides satisfactory evidence that he | 10 | | or she meets all of the following requirements: | 11 | | (i) Holds a transitional bilingual | 12 | | endorsement. | 13 | | (ii) (Blank). Has demonstrated proficiency in | 14 | | the language for which the endorsement is to be | 15 | | issued by passing the applicable language content | 16 | | test required by the State Board of Education. | 17 | | (iii) Holds a bachelor's degree or higher from | 18 | | a regionally accredited institution of higher | 19 | | education or, for individuals educated in a | 20 | | country other than the United States, holds a | 21 | | degree from an institution of higher learning in a | 22 | | foreign country that the State Educator | 23 | | Preparation and Licensure Board determines to be | 24 | | the equivalent of a bachelor's degree from a | 25 | | regionally accredited institution of higher | 26 | | learning in the United States. |

| 1 | | (iv) (Blank). Has passed a test of basic | 2 | | skills, as required under Section 21B-30 of this | 3 | | Code. | 4 | | A language endorsement on an Educator License with | 5 | | Stipulations is valid for prekindergarten through | 6 | | grade 12 for the same validity period as the | 7 | | individual's transitional bilingual educator | 8 | | endorsement on the Educator License with Stipulations | 9 | | and shall not be renewed. | 10 | | (I) Visiting international educator. A visiting | 11 | | international educator endorsement on an Educator | 12 | | License with Stipulations may be issued to an | 13 | | individual who is being recruited by a particular | 14 | | school district that conducts formal recruitment | 15 | | programs outside of the United States to secure the | 16 | | services of qualified teachers and who meets all of the | 17 | | following requirements: | 18 | | (i) Holds the equivalent of a minimum of a | 19 | | bachelor's degree issued in the United States. | 20 | | (ii) Has been prepared as a teacher at the | 21 | | grade level for which he or she will be employed. | 22 | | (iii) Has adequate content knowledge in the | 23 | | subject to be taught. | 24 | | (iv) Has an adequate command of the English | 25 | | language. | 26 | | A holder of a visiting international educator |

| 1 | | endorsement on an Educator License with Stipulations | 2 | | shall be permitted to teach in bilingual education | 3 | | programs in the language that was the medium of | 4 | | instruction in his or her teacher preparation program, | 5 | | provided that he or she passes the English Language | 6 | | Proficiency Examination or another test of writing | 7 | | skills in English identified by the State Board of | 8 | | Education, in consultation with the State Educator | 9 | | Preparation and Licensure Board. | 10 | | A visiting international educator endorsement on | 11 | | an Educator License with Stipulations is valid for 3 | 12 | | years and shall not be renewed. | 13 | | (J) Paraprofessional educator. The State Board of | 6 | | Education, in consultation with the State Educator | 7 | | Preparation and Licensure Board, may issue a teacher | 8 | | leader endorsement under this subdivision (E). Persons | 9 | | who meet and successfully complete the requirements of | 10 | | the endorsement shall be issued a teacher leader | 11 | | endorsement on the Professional Educator License for | 12 | | serving in schools in this State. Teacher leaders may | 13 | | qualify to serve in such positions as department | 14 | | chairs, coaches, mentors, curriculum and instruction | 15 | | leaders, or other leadership positions as defined by | 16 | | the district. An individual must | 13 | | hold an Educator License with Stipulations with an | 14 | | alternative provisional educator endorsement in order to | 15 | | enter the residency and must complete additional program | 16 | | requirements that address required State and national | 17 | | standards , pass the assessment of professional teaching | 18 | | before entering the second residency year, as required | 19 | | under phase (3) of this subsection (b), and be recommended | 20 | | by the principal or qualified equivalent of a principal, as | 21 | | required under subsection (d) of this Section, and the | 22 | | program coordinator to continue with the second year of the | 23 | | residency. | 24 | | (3) A second year of residency, which shall include the | 25 | | candidate's assignment to a full-time teaching position | 26 | | for one school year. | 1 | | experienced teacher to act as a mentor and coach the | 2 | | candidate through the second year of residency. | 3 | | (4) A comprehensive assessment of the candidate's | 4 | | teaching effectiveness, as evaluated by the principal or | 5 | | qualified equivalent of a principal, as required under | 6 | | subsection (d) of this Section, and the program | 7 | | coordinator, at the end of the second year of residency. If | 8 | | there is disagreement between the 2 evaluators about the | 9 | | candidate's teaching effectiveness, the candidate may | 10 | | complete one additional year of residency teaching under a | 11 | | professional development plan developed by the principal | 12 | | or qualified equivalent and the preparation program. At the | 13 | | completion of the third year, a candidate must have | 14 | | positive evaluations and a recommendation for full | 15 | | licensure from both the principal or qualified equivalent | 16 | | and the program coordinator or no Professional Educator | 17 | | License shall be issued. | 18 | | Successful completion of the program shall be deemed to | 19 | | satisfy any other practice or student teaching and content | 20 | | matter requirements established by law. | 21 | | (c) An alternative provisional educator endorsement on an | 22 | | Educator License with Stipulations is valid for 2 years of | 23 | | teaching in the public schools, including without limitation a | 24 | | preschool educational program under Section 2-3.71 of this Code | 25 | | or charter school, or in a State-recognized nonpublic school in | 26 | | which the chief administrator is required to have the licensure |

The endorsement shall be issued only once to an | 7 | | individual who meets all of the following requirements: | 8 | | (1) Has graduated from a regionally accredited college | 9 | | or university with a bachelor's degree or higher. | 10 | | (2) Has a cumulative grade point average of 3.0 or | 11 | | greater on a 4.0 scale or its equivalent on another scale. | 12 | | (3) Has completed a major in the content area if | 13 | | seeking a middle or secondary level endorsement or, if | 14 | | seeking an early childhood, elementary, or special | 15 | | education endorsement, has completed a major in the content | 16 | | area of reading, English/language arts, mathematics, or | 17 | | one of the sciences. If the individual does not have a | 18 | | major in a content area for any level of teaching, he or | 19 | | she must submit transcripts to the State Board of Education | 20 | | to be reviewed for equivalency. | 21 | | (4) Has successfully completed phase (1) of subsection | 22 | | (b) of this Section. | 23 | | (5) (Blank). Has passed a test of basic skills and | 24 | | content area test required for the specific endorsement for | 25 | | admission into the program, as required under Section | 26 | | 21B-30 of this Code. |

| 1 | | A candidate possessing the alternative provisional | 2 | | educator endorsement may receive a salary, benefits, and any | 3 | | other terms of employment offered to teachers in the school who | 4 | | are members of an exclusive bargaining representative, if any, | 5 | | but a school is not required to provide these benefits during | 6 | | the years of residency if the candidate is serving only as a | 7 | | co-teacher. If the candidate is serving as the teacher of | 8 | | record, the candidate must receive a salary, benefits, and any | 9 | | other terms of employment. Residency experiences must not be | 10 | | counted towards tenure. | 11 | | (d) The recognized institution offering the Alternative | 12 | | Educator Licensure Program for Teachers must partner with a | 13 | | school district, including without limitation a preschool | 14 | | educational program under Section 2-3.71 of this Code or | 15 | | charter school, or a State-recognized, nonpublic school in this | 16 | | State in which the chief administrator is required to have the | 17 | | licensure necessary to be a principal in a public school in | 18 | | this State and in which a majority of the teachers are required | 19 | | to have the licensure necessary to be instructors in a public | 20 | | school in this State. A recognized institution that partners | 21 | | with a public school district administering a preschool | 22 | | educational program under Section 2-3.71 of this Code must | 23 | | require a principal to recommend or evaluate candidates in the | 24 | | program. These supports must provide additional | 7 | | contact hours with mentors during the first year of residency. | 8 | | (e) Upon completion of the 4 phases outlined in subsection | 9 | | (b) of this Section and all assessments required under Section | 10 | | 21B-30 of this Code , an individual shall receive a Professional | 11 | | Educator License. | 12 | | (f) The State Board of Education, in consultation with the | 13 | | State Educator Preparation and Licensure Board, may adopt such | 14 | | rules as may be necessary to establish and implement the | 15 | | Alternative Educator Licensure Program for Teachers.

In order to receive the | 21 | | provisional alternative superintendent endorsement under this | 22 | | Section, an individual must meet all of the following | 23 | | requirements: | 24 | | (1) Have graduated from a regionally accredited | 25 | | college or university with a minimum of a master's degree | 26 | | in a management field. |

Have passed a test of basic skills and a | 6 | | content area test for admission into the program, as | 7 | | required by Section 21B-30 of this Code. | 8 | | (e) Successful completion of an alternative route to | 9 | | superintendent endorsement program shall be deemed to satisfy | 10 | | any other supervisory, administrative, or management | 11 | | experience requirements established by law, and, once | 12 | | completed, an individual shall be eligible for a superintendent | 13 | | endorsement on a Professional Educator License. | 14 | | (f) The State Board of Education, in consultation with the | 15 | | State Educator Preparation and Licensure Board, may adopt such | 16 | | rules as may be needed to establish and implement these | 17 | | alternative route to superintendent endorsement programs.
