| 1 | | AN ACT concerning health.
| 2 | | Be it enacted by the People of the State of Illinois, | 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the Health | 5 | | in All Policies Act.
| 6 | | Section 5. Definition. In this Act, "health in all policies | 7 | | framework" means a public health framework through which | 8 | | policymakers and stakeholders in the public and private sectors | 9 | | use a collaborative approach to improve health outcomes and | 10 | | reduce health inequities in the State by incorporating health | 11 | | considerations into decision-making across sectors and policy | 12 | | areas. | 13 | | Section 10. Workgroup. | 14 | | (a) The University of Illinois at Chicago School of Public | 15 | | Health, in consultation with the Department of Public Health, | 16 | | shall convene a workgroup to review legislation and make new | 17 | | policy recommendations relating to the health of residents of | 18 | | the State. | 19 | | (b) The workgroup shall examine the following: | 20 | | (1) The health of residents of the State, to the extent | 21 | | necessary to carry out the requirements of this Act. | 22 | | (2) Ways for units of local government and State |

| 1 | | agencies to collaborate in implementing policies that will | 2 | | positively impact the health of residents of the State. | 3 | | (3) The impact of the following on the health of | 4 | | residents of the State: | 5 | | (A) Access to safe and affordable housing. | 6 | | (B) Educational attainment. | 7 | | (C) Opportunities for employment. | 8 | | (D) Economic stability. | 9 | | (E) Inclusion, diversity, and equity in the | 10 | | workplace. | 11 | | (F) Barriers to career success and promotion in the | 12 | | workplace. | 13 | | (G) Access to transportation and mobility. | 14 | | (H) Social justice. | 15 | | (I) Environmental factors. | 16 | | (J) Public safety, including the impact of crime, | 17 | | citizen unrest, the criminal justice system, and | 18 | | governmental policies that affect individuals who are | 19 | | in prison or released from prison. | 20 | | (c) The workgroup, using a health in all policies | 21 | | framework, shall perform the following: | 22 | | (1) Review and make recommendations regarding how | 23 | | health considerations may be incorporated into the | 24 | | decision-making processes of government agencies and | 25 | | private stakeholders who interact with government | 26 | | agencies. |

| 1 | | (2) Foster collaboration among units of local | 2 | | government and State agencies. | 3 | | (3) Develop laws and policies to improve health and | 4 | | reduce health inequities. | 5 | | (4) Make recommendations regarding how to implement | 6 | | laws and policies to improve health and reduce health | 7 | | inequities. | 8 | | (d) The workgroup shall consist of the following members: | 9 | | (1) The Secretary of Human Services, or the Secretary's | 10 | | designee. | 11 | | (2) The Secretary of Transportation, or the | 12 | | Secretary's designee. | 13 | | (3) The Director of the Illinois Environmental | 14 | | Protection Agency, or the Director's designee. | 15 | | (4) The Director of Agriculture, or the Director's | 16 | | designee. | 17 | | (5) The Director of Labor, or the Director's designee. | 18 | | (6) The Director of Public Health, or the Director's | 19 | | designee. | 20 | | (7) One representative of a statewide public health | 21 | | association. | 22 | | (8) One administrator of a Federally Qualified Health | 23 | | Center. | 24 | | (9) One administrator of a public health department | 25 | | local to the University of Illinois at Chicago. | 26 | | (10) One representative of an association representing |

| 1 | | hospitals and health systems. | 2 | | (11) The Director of Healthcare and Family Services, or | 3 | | the Director's designee. | 4 | | (12) The State Superintendent of Education, or the | 5 | | Superintendent's designee. | 6 | | (13) The Director of Corrections, or the Director's | 7 | | designee. | 8 | | (14) The Chair of the Criminal Justice Information | 9 | | Authority, or the Chair's designee. | 10 | | (15) The Director of Commerce and Economic | 11 | | Opportunity, or the Director's designee. | 12 | | (16) The Director of Aging, or the Director's designee. | 13 | | (17) One representative of the Office of the Governor | 14 | | appointed by the Governor. | 15 | | (18) One representative of a local health department | 16 | | located in a county with a population of less than | 17 | | 3,000,000. | 18 | | (19) One representative of a statewide public health | 19 | | institute representing multisector public health system | 20 | | stakeholders. | 21 | | (20) Two representatives of organizations that | 22 | | represent minority populations in public health. | 23 | | (21) One representative of a statewide organization | 24 | | representing physicians licensed to practice medicine in | 25 | | all its branches. | 26 | | (e) To the extent practicable, the members of the workgroup |

| 1 | | shall reflect the geographic, racial, ethnic, cultural, and | 2 | | gender diversity of the State. | 3 | | (f) Workgroup members shall serve without compensation. | 4 | | (g) A State agency or entity shall, in a timely manner, | 5 | | provide information in response to requests for information | 6 | | submitted by the workgroup, except where that information is | 7 | | otherwise prohibited from disclosure or dissemination by | 8 | | federal or State law, rules or regulations implementing federal | 9 | | or State law, or a court order. | 10 | | (h) The Department of Public Health shall provide | 11 | | administrative and other support to the workgroup.
| 12 | | (i) The workgroup shall meet at least twice a year and at | 13 | | other times as it deems appropriate. The workgroup shall | 14 | | prepare a report that summarizes its work and makes | 15 | | recommendations resulting from its study. On an annual basis, | 16 | | the University of Illinois at Chicago School of Public Health, | 17 | | in consultation with the Department of Public Health and | 18 | | members of the workgroup, shall determine a focus area for the | 19 | | report. Focus areas may include, but are not limited to, the | 20 | | areas designated in subsection (b) of Section 10. The workgroup | 21 | | shall submit the report of its findings and recommendations to | 22 | | the General Assembly by December 31, 2020 and by December 31 of | 23 | | each year thereafter. The annual report and recommendations | 24 | | shall be shared with the Department of Public Health and the | 25 | | State Board of Health and shall be considered in the | 26 | | development of the State Health Improvement Plan every 5 years.

| 1 | | Section 99. Effective date. This Act takes effect January | 2 | | 1, 2020.
