| 2 | | AMENDMENT NO. ______. Amend House Bill 2293 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The Illinois Vehicle Code is amended by | 5 | | changing Section 3-651 as follows:

| 7 | | Sec. 3-651. U.S.
Marine Corps license plates. | 8 | | (a) In addition to any other special license plate, the | 9 | | Secretary, upon
receipt of all applicable fees and applications | 10 | | made in the form prescribed by
the Secretary of State, may | 11 | | issue special registration plates designated as
U.S. Marine | 12 | | Corps license plates to residents of Illinois who meet | 13 | | eligibility
requirements prescribed by the Secretary of State. | 14 | | The special plate issued
under this Section shall be affixed | 15 | | only to passenger vehicles of the first
division, motorcycles, | 16 | | motor vehicles of the second
division weighing not more than |

| 1 | | 8,000 pounds, and recreational vehicles as
defined by Section | 2 | | 1-169 of this Code. Plates issued under this Section shall
| 3 | | expire according to the staggered multi-year procedure | 4 | | established by Section
3-414.1 of this Code.
| 5 | | (b) The design, color, and format of the plates shall be | 6 | | wholly
within the discretion of the Secretary of State, except | 7 | | that the U.S. Marine
Corps emblem shall appear on the plates. | 8 | | The Secretary may, in his or
her discretion, allow the plates | 9 | | to be issued as vanity or personalized plates
in accordance | 10 | | with Section 3-405.1 of this Code. The plates are not required
| 11 | | to designate "Land Of Lincoln", as prescribed in subsection (b) | 12 | | of Section
3-412 of this Code. The Secretary shall prescribe | 13 | | the eligibility requirements
and, in his or her discretion, | 14 | | shall approve and prescribe stickers or decals
as provided | 15 | | under Section 3-412.
| 16 | | (c) An applicant shall be charged a $5 fee for original | 17 | | issuance in
addition to the applicable registration fee. This | 18 | | additional fee shall be deposited into the Marine Corps | 19 | | Scholarship Fund. For each
registration renewal period, an $18 | 20 | | fee, in addition to the appropriate
registration fee, shall be | 21 | | charged. This additional fee
shall be deposited into the Marine | 22 | | Corps Scholarship Fund.
| 23 | | (d) The Marine Corps Scholarship Fund is created as a | 24 | | special fund in
the State treasury. All moneys in the Marine | 25 | | Corps Scholarship Fund shall,
subject to appropriation by the | 26 | | General Assembly and distribution by the Secretary,

| 1 | | the Marine Corps Coordinating Council of Illinois, Inc. | 2 | | Scholarship Foundation, Inc. , a recognized
charitable | 3 | | organization that meets the requirements of Title 26,
Section | 4 | | 501(c)(3) of the United States Code, to provide grants for
| 5 | | scholarships for higher education. The scholarship recipients | 6 | | must be the
children of current or former members of the United | 7 | | States Marine Corps
who meet the academic, financial, and other | 8 | | requirements established by the
Marine Corps Scholarship | 9 | | Foundation. In addition, the recipients must be
Illinois | 10 | | residents and must attend a college or university located
| 11 | | within the State of Illinois.
| 12 | | (e) In addition, the Marine Corps Coordinating Council of | 13 | | Illinois is authorized to provide grants to the Marine Corps | 14 | | Scholarship Foundation, the Young Marine National Foundation, | 15 | | the Women Marines Association, and to any local chapter of the | 16 | | Marine Corps League that is located in Illinois. Any grant | 17 | | money paid from the Marine Corps Scholarship Fund shall be used | 18 | | for scholarships for undergraduate, graduate, and career and | 19 | | technical education and certification, financial assistance, | 20 | | or monetary awards to veterans or veterans' families that are | 21 | | located within the State of Illinois. | 22 | | (Source: P.A. 97-306, eff. 1-1-12; 97-409; eff. 1-1-12; 97-813, | 23 | | eff. 7-13-12.)
| 24 | | Section 99. Effective date. This Act takes effect July 1, | 25 | | 2019.".
