AMENDMENT TO HOUSE BILL 2668

2    AMENDMENT NO. ______. Amend House Bill 2668 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.176 as follows:
 
6    (105 ILCS 5/2-3.176 new)
7    Sec. 2-3.176. Child opportunity zone.
8    (a) In this Section, "child opportunity zone" means a
9coordinated system of early childhood education, before-school
10and after-school programs, summer school programs, health and
11mental health services, family engagement initiatives, adult
12education, workforce development training, or any combination
13of such programs.
14    (b) Subject to appropriation, the State Board of Education,
15in cooperation with regional superintendents of schools,
16school districts, and other State and community agencies, shall

1develop child opportunity zones as a means to deliver
2comprehensive and coordinated social services in this State
3that are related to specific community needs and that will
4ultimately increase student performance in schools in the
5community. A child opportunity zone must provide a means to
6integrate education, health, and social services into schools
7and link families to school and community resources. Activities
8to develop child opportunity zones may include, but are not
9limited to, the award of grants to further the purposes set
10forth in this Section. In addition to funds appropriated by the
11General Assembly for this Section, the State Board may use
12funds appropriated by the General Assembly for other grant
13programs to implement this Section.
14    (c) On or before August 1, 2020, and on or before each
15August 1 thereafter, the State Board must submit a report to
16the General Assembly on the number of children and families
17served by a child opportunity zone program and any other
18outcome data for each program.
19    (d) The State Board shall adopt rules to implement this
20Section.".
