Civil Administrative Code of Illinois is | 6 | | amended by adding Sections 605-1030, 605-1035, and 605-1040 as | 7 | | follows: | 8 | | (20 ILCS 605/605-1030 new) | 9 | | Sec. 605-1030. Office of Inclusion. | 10 | | (a) The Office of Inclusion is hereby created within the | 11 | | Department. The Office shall assist minority-owned businesses, | 12 | | women-owned businesses, veteran-owned businesses and | 13 | | businesses owned by persons with disabilities through targeted | 14 | | programs, resources, and outreach and promotional activities. | 15 | | The Office shall engage in or conduct the following activities: | 16 | | (1) promoting and conducting outreach efforts with |

| 1 | | respect to the making of small business loans pursuant to | 2 | | Section 9-4.3 of the Build Illinois Act and assisting | 3 | | minority-owned businesses, women-owned businesses, | 4 | | veteran-owned businesses and businesses owned by persons | 5 | | with disabilities in applying for and receiving loan funds | 6 | | under that Act; | 7 | | (2) providing and hosting workshops and public forums | 8 | | and engaging in outreach efforts for minority-owned | 9 | | businesses, women-owned businesses, veteran-owned | 10 | | businesses and businesses owned by persons with | 11 | | disabilities to encourage participation in programs | 12 | | authorized by the Business Enterprise for Minorities, | 13 | | Women and Persons with Disabilities Act and the Illinois | 14 | | Procurement Code; | 15 | | (3) providing and hosting workshops and public forums | 16 | | and engaging in outreach efforts that assist and educate | 17 | | minority-owned businesses, women-owned businesses, | 18 | | veteran-owned businesses and businesses owned by persons | 19 | | with disabilities on the process of applying for and | 20 | | becoming certified to apply for State grant funds under the | 21 | | Grant Accountability and Transparency Act; and | 22 | | (4) providing and hosting workshops and public forums | 23 | | and engaging in outreach efforts that assist and educate | 24 | | aspiring and existing minority-owned businesses, | 25 | | women-owned businesses, veteran-owned businesses, and | 26 | | businesses owned by persons with disabilities in |

| 1 | | understanding concepts such as, but not limited to, | 2 | | business formation, business planning, capital access, and | 3 | | marketing a business. | 4 | | (b) In order to facilitate and encourage the growth of | 5 | | supplier diversity, the Office may have at least one employee | 6 | | that serves as a supplier diversity program manager to (i) | 7 | | collect reports and information concerning entities that | 8 | | manage supplier diversity programs and (ii) conduct public | 9 | | workshops focused on specific industries to collaboratively | 10 | | connect diverse enterprises with entities that manage supplier | 11 | | diversity programs. Those workshops shall be modeled after | 12 | | Illinois Commerce Commission hearings for utilities and | 13 | | railroads and shall include a collaborative discussion of filed | 14 | | supplier diversity reports. The program manager shall hold | 15 | | public workshops for relevant industries including, but not | 16 | | limited to, gaming, hospitals, public and private higher | 17 | | education, and museums. Those workshops shall be held on the | 18 | | following schedule: | 19 | | (1) gaming: February; | 20 | | (2) hospitals: April; | 21 | | (3) public and private higher education: July; | 22 | | (4) Economic Development for a Growing Economy (EDGE) | 23 | | tax credit: September; and | 24 | | (5) museums: November. | 25 | | (c) The Department shall publish a template for supplier | 26 | | diversity reports to be used for museums, EDGE tax credit |

| 1 | | recipients, and private higher education institutions. The | 2 | | reports for museums, private higher education, and EDGE tax | 3 | | credit recipients shall contain the following provisions: | 4 | | (1) the name, address, phone number and email address | 5 | | of the point of contact for potential vendors to register | 6 | | with the entity; | 7 | | (2) local, State, or private certifications that the | 8 | | entity accepts or recognizes for minority- and women-owned | 9 | | businesses; | 10 | | (3) the voluntary supplier diversity goals, if any, for | 11 | | the next fiscal year for the entire budget of the entity; | 12 | | (4) for the last fiscal year, the actual contractual | 13 | | spending for the entire budget of the entity and the actual | 14 | | spending for minority-owned and women-owned businesses, | 15 | | expressed both as actual dollars and as a percentage of the | 16 | | total budget for actual spending for the entity; | 17 | | (5) narrative explaining the results of the report and | 18 | | the tactics to be employed to achieve the voluntary goals | 19 | | for the next fiscal year; and | 20 | | (6) the particular areas of spending in the next fiscal | 21 | | year that the entity intends to procure that are most | 22 | | relevant to minority-owned and women-owned businesses. | 23 | | (d) In addition, the Office shall compile and publish on | 24 | | its website a master database for all points of contract, | 25 | | certifications accepted, and links to the most recent supplier | 26 | | diversity reports submitted to the Department under: |

| 1 | | (1) Section 405-530 of the Department of Central | 2 | | Management Services Law of the Civil Administrative Code of | 3 | | Illinois; | 4 | | (2) Section 5.3 of the Illinois Health Facilities | 5 | | Planning Act; | 6 | | (3) Section 8f of the Business Enterprise for | 7 | | Minorities, Women, and Persons with Disabilities Act; | 8 | | (4) Section 5-57 of the Economic Development for a | 9 | | Growing Economy Tax Credit Act; | 10 | | (5) Section 5-117 of the Public Utilities Act; | 11 | | (6) Section 12.2 of the Illinois Horse Racing Act of | 12 | | 1975; and | 13 | | (7) Section 10 of the Railroad Supplier Diversity Act. | 14 | | (e) The Office shall administer programs established by the | 15 | | Department, the General Assembly, or both and shall provide | 16 | | grants to minority-owned business, woman-owned businesses, | 17 | | veteran-owned businesses, and businesses owned by persons with | 18 | | disabilities. The Office may establish applications, | 19 | | notifications, contracts, and other forms or procedures and may | 20 | | use vendors or contract work to carry out the purposes of this | 21 | | Act. The Office may coordinate assistance for businesses with | 22 | | other State agencies. | 23 | | (f) The Department shall provide staff, administrative | 24 | | support, and related support to the Office as required to | 25 | | administer this Section and may adopt rules to administer this | 26 | | Section. |

| 1 | | (20 ILCS 605/605-1035 new) | 2 | | Sec. 605-1035. Higher education supplier diversity report. | 3 | | Every private institution of higher education approved by the | 4 | | Illinois Student Assistance Commission for the purposes of the | 5 | | Monetary Award Program shall submit a 2-page report on its | 6 | | voluntary supplier diversity program to the Department in the | 7 | | form and manner required by the Department by April 1 of every | 8 | | year. The Department shall hold an annual workshop open to the | 9 | | public with leaders of private institutions of higher education | 10 | | and minority-owned and women-owned businesses in July of every | 11 | | year. | 12 | | (20 ILCS 605/605-1040 new) | 13 | | Sec. 605-1040. Museum reports. Beginning in Fiscal Year | 14 | | 2019 and each fiscal year thereafter, any museum receiving | 15 | | funding from a park district in a municipality having a | 16 | | population of 1,000,000 or more shall submit an annual supplier | 17 | | diversity report to the Department in the form and manner | 18 | | required by the Department by April 1 of every year. The | 19 | | Department shall hold an annual workshop open to the public | 20 | | with leaders of museums and minority-owned and women-owned | 21 | | businesses in November of every year. ".
