Amends the Video Gaming Act. Requires a unit of government, including a home rule unit, to impose a fee for the operation of a video gaming terminal of $1,000 per year (rather than prohibiting a non-home rule unit of government to impose any fee for the operation of a video gaming terminal in excess of $25 per year). Limits home rule.

Act is amended by changing |

| 7 | | Sec. 65. Fees. A unit of government, including a home rule |
| 8 | | unit, shall impose a fee for the operation of a video gaming |
| 9 | | terminal of $1,000 per year. A home rule unit may not impose a |
| 10 | | fee in an amount other than that provided in this Section. This |
| 11 | | Section is a denial and limitation of home rule powers and |
| 12 | | functions under
subsection (h) of Section 6 of Article VII of |
| 13 | | the Illinois Constitution. A non-home rule unit of government |
| 14 | | may not impose any
fee
for the operation of a video gaming |
