SYNOPSIS AS INTRODUCED:

20 ILCS 1605/7.8b new

Amends the Illinois Lottery Law. Requires lottery tickets and instant scratch-off tickets to provide whether the proceeds from the purchase go toward the Common School Fund or a special cause. Requires the Department of the Lottery to adopt rules to implement the requirements, including providing the size of the description to be printed or published. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Lottery Law is amended by adding Section 7.8b as follows:

(20 ILCS 1605/7.8b new)

Sec. 7.8b. Proceed disclosures on lottery tickets.

(a) Except as provided in subsection (b), on and after the effective date of this amendatory Act of the 101st General Assembly, a ticket or share or instant scratch-off sold under this Act shall provide that the proceeds from the sale of the ticket or share or instant scratch-off go towards the Common School Fund or, for special instant scratch-off games established under Sections 21.5, 21.6, 21.7, 21.8, 21.9, 21.10, 21.11, 21.12, and 21.13, the cause for which the special instant scratch-off was established.

(b) On and after the effective date of this amendatory Act of the 101st General Assembly, if a multi-state game ticket is sold in the State through an electronic device, then the sales screen used by the customer to purchase the multi-state game ticket shall provide that the proceeds from the sale of the multi-state game ticket go toward the Common School Fund.

(c) The Department shall adopt rules to implement the requirements of subsections (a) and (b). The rules shall provide for the size, in typographic points, of the description to be printed or published and the abbreviations that may be used to make the description readable, whether the ticket or share is printed or electronically published.

Section 99. Effective date. This Act takes effect upon becoming law.
