AMENDMENT TO HOUSE JOINT RESOLUTION 1

2    AMENDMENT NO. ___. Amend House Joint Resolution 1 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, During the 100th General Assembly, House Joint
5Resolution 59 created the Cybersecurity Task Force within the
6Illinois Commerce Commission to review the Joint Analysis
7Report from the U.S. Department of Homeland Security and the
8Federal Bureau of Investigation dated December 29, 2016 and
9entitled "Grizzly Steppe - Russian Malicious Cyber Activity"
10and develop strategies to either implement or reject the report
11recommendations; and
 
12    WHEREAS, The Cybersecurity Task Force was to report its
13findings and recommendations to the General Assembly by
14December 31, 2018 but needs additional time to complete its
15work; and

1    WHEREAS, Since the creation of the Cybersecurity Task
2Force, it has become evident that nation-state actors in
3addition to Russia, such as China, Iran, and North Korea,
4continue to develop and refine their capabilities to launch
5cyber-attacks that could compromise integrity of electrical
6distribution networks, natural gas pipelines, and
7telecommunication systems, among others; and
 
8    WHEREAS, The offensive cyber capabilities of these threat
9actors are an increasing concern for the critical
10infrastructure of Illinois as a cyber-attack could cause
11catastrophic damage to Illinois; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
14SENATE CONCURRING HEREIN, that the Cybersecurity Task Force
15shall be given additional time to complete its objective, and
16its focus and membership shall be reconstituted; and be it
17further
 
18    RESOLVED, That the Task Force shall determine the best path
19forward to review ongoing threats and recommend any appropriate
20actions in support of increasing the protection of the critical
21infrastructure of Illinois from cyber-attacks; and be it
22further

1    RESOLVED, That the Task Force shall submit a report
2containing recommendations that support improving the overall
3cybersecurity posture of critical infrastructure while
4balancing the interest of all stakeholders to ensure adequate,
5efficient, reliable, safe, and least-cost operations of
6critical infrastructure; and be it further
 
7    RESOLVED, That the Task Force shall consist of the
8following members who shall serve without compensation:
9        (1) Two members from businesses that supply
10    electricity that serve 20,000 or more customers, appointed
11    by the Minority Leader of the House of Representatives;
12        (2) Two members from businesses that supply natural gas
13    that serve 20,000 or more customers, appointed by the
14    Minority Leader of the Senate;
15        (3) Two members from water suppliers that serve 20,000
16    or more customers, appointed by the Speaker of the House of
17    Representatives;
18        (4) One member from a telecommunication business that
19    serves 20,000 or more customers, appointed by the Governor;
20        (5) One member from an Illinois-based organization
21    that represents renewable energy resources, appointed by
22    the Speaker of the House;
23        (6) One member from an Illinois-based organization
24    that represents businesses, appointed by the President of
25    the Senate;

1        (7) One member from an Illinois-based organization
2    that represents hospitals, appointed by the Minority
3    Leader of the Senate;
4        (8) One member from an organization that represents
5    residential utility customers, appointed by the Minority
6    Leader of the House;
7        (9) The Secretary of the Department of Innovation and
8    Technology or his or her designee;
9        (10) The Chairman of the Illinois Terrorism Task Force
10    or his or her designee;
11        (11) One member of the staff of the Illinois Commerce
12    Commission, appointed by the Governor;
13        (12) The Mayor of Chicago or his or her designee;
14        (13) The Mayor of Aurora or his or her designee;
15        (14) The Mayor of Springfield or his or her designee;
16        (15) A mayor from the Quad Cities area or his or her
17    designee, appointed by the President of the Senate;
18        (16) A mayor from the Metropolitan East St. Louis area
19    or his or her designee, appointed by the Minority Leader of
20    the Senate;
21        (17) One member of the majority party of the House of
22    Representatives appointed by the Speaker, who shall serve
23    as Co-chair;
24        (18) One member of the minority party of the House of
25    Representatives appointed by the Minority Leader, who
26    shall serve as Co-chair;

1        (19) One member of the majority party of the Senate
2    appointed by the President; and
3        (20) One member of the minority party of the Senate
4    appointed by the Minority Leader; and be it further
 
5    RESOLVED, That the Task Force shall submit its final report
6to the General Assembly within 18 months of its formation, but
7no later than December 31, 2020, and, upon the filing of its
8report, is dissolved."
