| 2 | | AMENDMENT NO. ___. Amend House Joint Resolution 86 by | 3 | | replacing everything after the heading with the following: | 4 | | "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 5 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 6 | | SENATE CONCURRING HEREIN, that the Special Commission on | 7 | | Gynecologic Cancers is created; and be it further | 8 | | RESOLVED, That membership of the Commission shall be as | 9 | | follows: | 10 | | (1) A representative of the Illinois Comprehensive | 11 | | Cancer Control Program, appointed by the Director of the | 12 | | Illinois Department of Public Health; | 13 | | (2) The Director of the Illinois Department of | 14 | | Insurance, or his or her designee; and | 15 | | (3) 20 members who shall be appointed as follows: | 16 | | (a) Three members appointed by the Speaker of the |

| 1 | | House of Representatives, one of whom shall be a survivor of | 2 | | ovarian cancer, one of whom shall be a survivor of cervical, | 3 | | vaginal, vulvar, or uterine cancer, and one of whom shall be a | 4 | | medical specialist in gynecological cancers; | 5 | | (b) Three members appointed by the Senate | 6 | | President, one of whom shall be a survivor of ovarian cancer, | 7 | | one of whom shall be a survivor of cervical, vaginal, vulvar, | 8 | | or uterine cancer, and one of whom shall be a medical | 9 | | specialist in gynecological cancers; | 10 | | (c) Three members appointed by the House Minority | 11 | | Leader, one of whom shall be a survivor of ovarian cancer, one | 12 | | of whom shall be a survivor of cervical, vaginal, vulvar, or | 13 | | uterine cancer, and one of whom shall be a medical specialist | 14 | | in gynecological cancers; | 15 | | (d) Three members appointed by the Senate Minority | 16 | | Leader, one of whom shall be a survivor of ovarian cancer, one | 17 | | of whom shall be a survivor of cervical, vaginal, vulvar, or | 18 | | uterine cancer, and one of whom shall be a medical specialist | 19 | | in gynecological cancers; and | 20 | | (e) Eight members appointed by the Governor, one of | 21 | | whom shall be a caregiver of a woman diagnosed with a | 22 | | gynecologic cancer, one of whom shall be a medical specialist | 23 | | in gynecological cancers, one of whom shall be an individual | 24 | | with expertise in community based health care and issues | 25 | | affecting underserved and vulnerable populations, two of whom | 26 | | shall be individuals representing gynecologic cancer awareness |

| 1 | | and support groups in the State, one of whom shall be a | 2 | | researcher specializing in gynecologic cancers, and two of whom | 3 | | shall be members of the public with demonstrated expertise in | 4 | | issues relating to the work of the commission; and be it | 5 | | further | 6 | | RESOLVED, That members of the Commission shall serve | 7 | | without compensation or reimbursement from the commission; | 8 | | members shall select a Chair from among themselves and the | 9 | | Chair shall set the meeting schedule; and be it further | 10 | | RESOLVED, That the Illinois Department of Public Health | 11 | | shall provide administrative support; and be it further | 12 | | RESOLVED, That the Commission is charged with the study of | 13 | | the following: | 14 | | (1) Establishing a mechanism to ascertain the | 15 | | prevalence of gynecologic cancers in the State and, to the | 16 | | extent possible, to collect statistics relative to the timing | 17 | | of diagnosis and risk factors associated with gynecologic | 18 | | cancers; | 19 | | (2) Determining how to best effectuate early diagnosis | 20 | | and treatment for gynecologic cancer patients; | 21 | | (3) Determining best practices for closing disparities | 22 | | in outcomes for gynecologic cancer patients and innovative | 23 | | approaches to reaching underserved and vulnerable populations; |

| 1 | | (4) Determining any unmet needs of persons with | 2 | | gynecologic cancers and those of their families; and | 3 | | (5) Providing recommendations for additional | 4 | | legislation, support programs, and resources to meet the unmet | 5 | | needs of persons with gynecologic cancers and their families; | 6 | | and be it further | 7 | | RESOLVED, That the Commission shall provide its final | 8 | | report to the Illinois General Assembly no later than December | 9 | | 31, 2020, and upon the filing of its report, is dissolved; and | 10 | | be it further
| 11 | | RESOLVED, That suitable copies of this resolution be | 12 | | delivered to the Director of the Illinois Department of Public | 13 | | Health, the Director of the Illinois Department of Insurance, | 14 | | the Speaker of the House, the President of the Senate, the | 15 | | House Minority Leader, the Senate Minority Leader, and the | 16 | | Governor."
