HOUSE RESOLUTION 577

 
2    WHEREAS, On December 20, 2018, the Trump Administration
3announced the Migrant Protection Protocols, a policy that
4denies entry into the United States to refugees coming to the
5Southern border seeking protection from persecution, harm, and
6torture in their home countries; and
 
7    WHEREAS, Since that date, more than 52,000 persons,
8including adults and children, have been denied entry and
9forced to remain in Mexico, in very dangerous conditions, to
10await their court hearings that are sometimes many months away;
11and
 
12    WHEREAS, Refugees are being forced into squalid and
13inhumane conditions where they are living without clean or
14running water, without food or shelter, and without access to
15health care, diapers, and basic needs; and
 
16    WHEREAS, The Trump Administration's racist and inhumane
17actions, denying entry to the most vulnerable, have tragic life
18or death consequences; and
 
19    WHEREAS, Tent courts have been set up along the border, and
20refugees have no meaningful access to a fair hearing, due
21process, or legal counsel when forced to remain in Mexico; and

1    WHEREAS, The State of Illinois is a welcoming state and has
2taken important steps to ensure that immigrants are safe,
3protected, and able to live with dignity and respect; and
 
4    WHEREAS, History has shown that executive decisions about
5immigration, refugees, and asylum seekers have life or death
6consequences that may go unrecognized for far too long; and
 
7    WHEREAS, Most of the refugees forced to wait in Mexico have
8family in the United States, including in Illinois, where they
9can live safely as they undergo their court proceedings; and
 
10    WHEREAS, The United States and the State of Illinois in
11particular have welcomed, supported, and protected people of
12all races, ethnicities, religions, and nationality, in
13compliance with human rights principles and domestic and
14international law; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we condemn President Donald J. Trump's Migrant Protection
18Protocols denying entry to refugees at the Southern border and
19call on him to immediately rescind this abhorrent policy that
20is placing vulnerable people at further risk of harm, and we
21call on the U.S. Congress to put an end to the Migrant

1Protection Protocols by defunding the program in its upcoming
2budget vote before the end of this calendar year; and be it
3further
 
4    RESOLVED, That suitable copies of this resolution be
5delivered to the President of the United States, the U.S.
6Senate Majority Leader, the U.S. Senate Minority Leader, the
7U.S. Speaker of the House, the U.S. House of Representatives
8Minority Leader, and all members of the Illinois Congressional
9Delegation.
