| 2 | | WHEREAS, The COVID-19 pandemic has led to many | 3 | | unprecedented problems in the State of Illinois; and
| 4 | | WHEREAS, Illinois has experienced an estimated more than | 5 | | 83,000 cases of COVID-19 and over 3,600 COVID-related deaths; | 6 | | and
| 7 | | WHEREAS, The COVID-19 pandemic has led the unemployment | 8 | | rate to soar to an estimated 20 percent in the State of | 9 | | Illinois; and | 10 | | WHEREAS, Governor Pritzker introduced a regionalized plan | 11 | | for reopening the State that included a baseline of 28 days for | 12 | | several factors to be met before moving between phases; and | 13 | | WHEREAS, Governor Pritzker has continued to extend his | 14 | | stay-at-home orders and prevented certain businesses and | 15 | | organizations from reopening by pushing back end dates; and | 16 | | WHEREAS, The federal government has recommended a 14-day | 17 | | baseline before moving to the next phase; and | 18 | | WHEREAS, Indiana's plan for reopening includes this 14-day | 19 | | baseline, among other factors that will more quickly and |

| 1 | | efficiently reopen their state; and | 2 | | WHEREAS, Indiana's reopening plan follows four guiding | 3 | | principles, which include (1) the number of hospitalized | 4 | | COVID-19 patients statewide has decreased for 14 days, (2) | 5 | | surge capacity for critical care beds and ventilators is | 6 | | retained statewide, (3) anyone in Indiana who is COVID-19 | 7 | | symptomatic can be tested, and (4) contacting all individuals | 8 | | who test positive for COVID-19 and expanding contact tracing; | 9 | | and | 10 | | WHEREAS, Indiana is developing a Small Business PPE | 11 | | Marketplace to provide reliable access to PPE for small | 12 | | businesses registered in Indiana with fewer than 150 employees | 13 | | that need help to comply with safe workplace precautions; and | 14 | | WHEREAS, Indiana will be distributing 300 million dollars | 15 | | to counties, cities, and towns via a population-based formula | 16 | | as the first installment from the Coronavirus Relief Fund; and | 17 | | WHEREAS, Indiana has developed a five-stage roadmap to | 18 | | reopen by the fourth of July; and | 19 | | WHEREAS, During Stage One, essential manufacturing, | 20 | | construction, infrastructure, government, business, | 21 | | healthcare, and other critical businesses and operations have |

| 1 | | been open, while K-12 school buildings remain closed and all | 2 | | their activities canceled; and | 3 | | WHEREAS, In Stage Two, Indiana will ease restrictions, | 4 | | although local governments may impose stricter local | 5 | | guidelines as conditions dictate; and | 6 | | WHEREAS, During Stage Two, Indiana will lift the essential | 7 | | travel restrictions and permit social gatherings of up to 25 | 8 | | people, following the CDC's social distancing guidelines; | 9 | | state government offices will begin to open for limited | 10 | | interaction with the public; the remaining manufacturers and | 11 | | industrial and other infrastructure operations that had not | 12 | | been considered essential will also open; retail and commercial | 13 | | businesses will open at 50 percent capacity; shopping malls may | 14 | | open at 50 percent capacity with indoor common areas restricted | 15 | | to 25 percent capacity; restaurants and bars that serve food | 16 | | may open at 50 percent capacity, but bar seating will remain | 17 | | closed; personal services, such as hair salons, barber shops, | 18 | | nail salons, spas, and tattoo parlors also may open by | 19 | | appointment only and must follow social distancing guidelines; | 20 | | those who work in office settings are encouraged to continue to | 21 | | work remotely whenever possible; indoor worship services may | 22 | | also convene, following specific social distancing guidelines, | 23 | | but it is preferred that virtual and outdoor services continue; | 24 | | those age 65 and older and those at elevated risk will be asked |

| 1 | | to stay home for all the above stated activities and businesses | 2 | | whenever possible; and
| 3 | | WHEREAS, In Stage Three, individuals at risk, including | 4 | | those over age 65, may venture out cautiously; those who can | 5 | | work remotely should continue to do so; social gatherings of up | 6 | | to 100 people may occur; retail stores and malls may move to 75 | 7 | | percent of capacity, movie theaters may open at 50 percent | 8 | | capacity, and mall common areas such as food courts and sitting | 9 | | areas may further open to 50 percent capacity; playgrounds, | 10 | | tennis courts, basketball courts, pools, campgrounds and gyms, | 11 | | and fitness centers may open with restrictions and social | 12 | | distancing; and
| 13 | | WHEREAS, In Stage Four, face coverings will be optional; | 14 | | social gatherings of up to 250 people may take place and large | 15 | | venues may open with adherence to social distancing guidelines; | 16 | | state government buildings will reopen to the public; | 17 | | professional office building employees may resume work at full | 18 | | capacity; retail stores and malls may open at full capacity | 19 | | with social distancing guidelines in place; dining room service | 20 | | may open at 75 percent capacity; bar seating in restaurants may | 21 | | open at 50 percent capacity; cultural, entertainment, and | 22 | | tourism may open at 50 percent capacity, including museums, | 23 | | zoos, bowling alleys, aquariums, and like facilities; | 24 | | recreational sports leagues and tournaments may resume, and |

| 1 | | amusement parks, water parks, and like facilities may open at | 2 | | 50 percent capacity, all while continuing social distancing; | 3 | | conventions, sports events, fairs, festivals, the state fair, | 4 | | and like events may resume, and remote work will be optional; | 5 | | retail stores, malls, restaurants, bars, nightclubs, gyms, and | 6 | | personal services may operate at full capacity; restrictions | 7 | | will be lifted at amusement parks, water parks, and like | 8 | | facilities, and at this time, a decision will be made as how to | 9 | | approach the next school year; and
| 10 | | WHEREAS, The sooner the State of Illinois can safely return | 11 | | to a normal way of life and business, the sooner the recovery | 12 | | can begin; therefore, be it
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 14 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 15 | | we urge Governor Pritzker and the Illinois General Assembly to | 16 | | adopt a reopening plan similar to that of Indiana; and be it | 17 | | further
| 18 | | RESOLVED, That suitable copies of this resolution be | 19 | | delivered to Governor Pritzker, the President of the Senate, | 20 | | the Senate Minority Leader, the Speaker of the House of | 21 | | Representatives, and the Minority Leader of the House of | 22 | | Representatives.
