Amends the Nurse Practice Act and the Medical Practice Act of 1987. Requires the Department of Financial and Professional Regulation to adopt rules to include implicit bias training in the continuing education requirements for licensees under the Acts. Defines "implicit bias". Effectively immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Medical Practice Act of 1987 is amended by | 5 | | changing Section 20 as follows:
| 6 | | (225 ILCS 60/20) (from Ch. 111, par. 4400-20)
| 7 | | (Section scheduled to be repealed on December 31, 2019)
| 8 | | Sec. 20. Continuing education. The Department shall | 9 | | promulgate
rules of continuing education for persons licensed | 10 | | under
this Act that require an average of 50 hours of
| 11 | | continuing education per license year. These rules
shall be | 12 | | consistent with
requirements of relevant professional | 13 | | associations, specialty
societies, or boards. The rules shall | 14 | | also address variances in part or in
whole for good cause, | 15 | | including, but not limited to, temporary illness
or
hardship. | 16 | | In establishing these rules, the
Department shall consider | 17 | | educational requirements for
medical staffs, requirements for | 18 | | specialty society board
certification or for continuing | 19 | | education requirements as a
condition of membership in | 20 | | societies representing the 2
categories of licensee under this | 21 | | Act. These rules shall
assure that licensees are given the | 22 | | opportunity to
participate in those programs sponsored by or | 23 | | through their
professional associations or hospitals which are |

their practice. Each licensee is responsible for | 2 | | maintaining records of
completion of continuing education and | 3 | | shall be prepared to produce the
records when requested by the | 4 | | Department.
| 5 | | By January 1, 2020, the Department shall adopt rules to | 6 | | include implicit bias training in continuing education | 7 | | requirements. As used in this Section, "implicit bias" means | 8 | | the unconscious attitudes or stereotypes that can affect | 9 | | behaviors, decisions, and actions in the treatment of women and | 10 | | minority groups. | 11 | | (Source: P.A. 97-622, eff. 11-23-11 .)

The rules shall address | 20 | | variances in part or in whole for good cause, including without | 21 | | limitation illness or hardship. The continuing education rules | 22 | | must ensure that licensees are given the opportunity to | 23 | | participate in programs sponsored by or through their State or | 24 | | national professional associations, hospitals, or other |

The rules shall address variances in part or in | 19 | | whole for good cause, including without limitation illness or | 20 | | hardship. The continuing education rules must ensure that | 21 | | licensees are given the opportunity to participate in programs | 22 | | sponsored by or through their State or national professional | 23 | | associations, hospitals, or other providers of continuing | 24 | | education. | 12 | | Sec. 65-60. Continuing education. The Department shall
| 13 | | adopt rules of continuing education for persons licensed
under | 14 | | this Article as advanced practice registered nurses that | 15 | | require 80 hours of
continuing education per 2-year license | 16 | | renewal cycle. Completion of the 80 hours of continuing | 17 | | education shall be deemed to satisfy the continuing education | 18 | | requirements for renewal of a registered professional nurse | 19 | | license as required by this Act. | 20 | | The 80 hours of continuing education required under this | 21 | | Section shall be completed as follows: | 22 | | (1) A minimum of 50 hours of the continuing education | 23 | | shall be obtained in continuing education programs as | 24 | | determined by rule that shall include no less than 20 hours | 25 | | of pharmacotherapeutics, including 10 hours of opioid |

| 1 | | prescribing or substance abuse education. Continuing | 2 | | education programs may be conducted or endorsed by | 3 | | educational institutions, hospitals, specialist | 4 | | associations, facilities, or other organizations approved | 5 | | to offer continuing education under this Act or rules and | 6 | | shall be in the advanced practice registered nurse's | 7 | | specialty. | 8 | | (2) A maximum of 30 hours of credit may be obtained by | 9 | | presentations in the advanced practice registered nurse's | 10 | | clinical specialty, evidence-based practice, or quality | 11 | | improvement projects, publications, research projects, or | 12 | | preceptor hours as determined by rule. | 13 | | The rules adopted regarding continuing education shall be | 14 | | consistent to the extent possible with requirements of relevant | 15 | | national certifying bodies or State or national professional | 16 | | associations. | 17 | | The
rules shall not be inconsistent with requirements of | 18 | | relevant national
certifying bodies or
State or national | 19 | | professional associations.
The rules shall also address | 20 | | variances in part or in whole for good
cause, including but not | 21 | | limited to illness or
hardship.
The continuing education rules | 22 | | shall assure that licensees are given the
opportunity to | 23 | | participate in programs sponsored by or
through their State or | 24 | | national professional associations, hospitals,
