AMENDMENT TO SENATE BILL 1418

2    AMENDMENT NO. ______. Amend Senate Bill 1418, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
42, on page 1, line 5, after "Section 2", by inserting "and
5adding Section 10"; and
 
6on page 3, line 17, by replacing "(Source: P.A. 93-432, eff.
76-1-04.)" with the following:

9    (45 ILCS 105/10 new)
10    Sec. 10. Urbanized Area Formula Funding program; Madison
11Mass Transit District.
12    (a) As used in this Section:
13    "Agency" means the Bi-State Development Agency.
14    "District" means the Madison Mass Transit District.
15    "Federal formula" means the Urbanized Area Formula Funding

1program under 49 USC 5307.
2    (b) The Agency shall pass through to the District on an
3annual basis the amount of federal formula assistance equal to
4100% of the Alton/Wood River urbanized area formula allocation
5as capital assistance, on the basis that the District is the
6exclusive provider of public transit service in the Alton/Wood
7River urbanized area with total responsibility for capital and
8operating expenses to deliver such services. The District shall
9be responsible for any obligations associated with the receipt
10of these funds as required by the Federal Transit
11Administration.
12    (c) The Agency shall pass through to the District 100% of
13that portion of the federal formula funds allocation generated
14to the St. Louis urbanized area as a result of the District's
15filing of National Transit Database statistics for passengers
16miles and revenue miles for those transportation services
17operated and reported by the District, including motor bus,
18demand response, and vanpool services, as defined by the
19Federal Transit Administration. The Agency shall use the
20Federal Transit Administration Unit Values of Data, published
21annually in the Federal Register, to calculate this allocation
22each year. The District shall be responsible for any
23obligations associated with the receipt of these funds as
24required by the Federal Transit Administration.
25    (d) The Agency shall retain the federal formula funds
26allocated by the Federal Transit Administration to the region

1on the basis of Madison County, Illinois population and
2population density within the St. Louis urbanized area.
3Additionally, the Agency shall retain those federal formula
4funds allocated on the basis of regular fixed route and
5seasonal services operated and reported by the Agency in the
6St. Louis urbanized area. These revenues shall constitute the
7total financial commitment and payment in full for:
8        (1) all claims, debts or obligations, rights,
9    liabilities, direct or indirect, made or asserted by the
10    Agency, arising out of any previous service agreements,
11    issues, or relationship between the District and the Agency
12    occurring on or before June 30, 2019; and
13        (2) any capital or operating subsidy for the MetroLink
14    Light Rail System, as currently configured or as may be
15    extended in the future. The Agency shall afford the
16    District's bus passengers and vehicles full access to the
17    MetroLink system without any additional fees or surcharges
18    above and beyond those fares typically charged residents of
19    the St. Clair County, the City of St. Louis, Missouri, or
20    St. Louis County, Missouri, for comparable distance trips,
21    subject to any agreement between the Agency and the
22    District existing on the effective date of this amendatory
23    Act of the 101st General Assembly, until such time
24    MetroLink is extended into Madison County.".
