Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a manufacturing training grant program. Provides that to qualify for a grant, a community college district and a public high school located in that district must jointly establish a collaborative regional partnership with workforce development organizations, regional economic development organizations, and economic development officials in the district, along with manufacturers, healthcare service providers, and innovative technology businesses that have a presence in the district, to provide a manufacturing training program. Requires a grant recipient to provide the Board with a plan that meets certain requirements. Requires the Board to establish an advisory board for the program; sets forth the membership and duties of the advisory board.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Public Community College Act is amended by | 5 | | adding Section 2-26 as follows: | 6 | | (110 ILCS 805/2-26 new) | 7 | | Sec. 2-26. Manufacturing training grant program. | 8 | | (a) The State Board shall establish and administer a | 9 | | manufacturing training grant program. To qualify for a grant, a | 10 | | community college district and a public high school located in | 11 | | that district must jointly establish a collaborative regional | 12 | | partnership with workforce development organizations, regional | 13 | | economic development organizations, and economic development | 14 | | officials in the district, along with manufacturers, | 15 | | healthcare service providers, and innovative technology | 16 | | businesses that have a presence in the district, to provide a | 17 | | manufacturing training program. A grant recipient must provide | 18 | | the State Board with a plan that meets all of the following | 19 | | requirements: | 20 | | (1) The plan shall define specific goals that a student | 21 | | must meet upon graduation. | 22 | | (2) The plan shall include the type of soft skills that | 23 | | will be taught in order for the students to gain and retain |

The soft skills curriculum in the program shall | 2 | | include, but not be limited to, training on all of the | 3 | | following: | 4 | | (A) Effective communication skills. | 5 | | (B) Teamwork. | 6 | | (C) Dependability. | 7 | | (D) Adaptability. | 8 | | (E) Conflict resolution. | 9 | | (F) Flexibility. | 10 | | (G) Leadership. | 11 | | (H) Problem-solving. | 12 | | (I) Research. | 13 | | (J) Creativity. | 14 | | (K) Work ethic. | 15 | | (L) Integrity. | 16 | | (3) The plan shall include a budget that includes any | 17 | | outside donations, including any in-kind donations, made to | 18 | | help the program, including from non-profit entities and | 19 | | individuals. | 20 | | (4) The plan shall include the proposed number of | 21 | | individuals who would be enrolled in the program, along with | 22 | | the places that those individuals could be employed at after | 23 | | graduation and what industries would be targeted. | 24 | | (5) The plan shall require a private-public partnership | 25 | | clause that requires private businesses to contribute 40% of | 26 | | the amount of the total project. | 1 | | State Board with a receipt of contributions from businesses to | 2 | | evidence compliance with this paragraph. However, businesses | 3 | | may contribute equipment or offer their facilities, in which | 4 | | case a business shall establish a cost of use of its facility, | 5 | | to meet the requirements of this paragraph. | 6 | | (6) The plan shall indicate the certificates that the | 7 | | community college or high school will offer to students upon | 8 | | graduation, as agreed to by the collaborative regional | 9 | | partnership. The community college or high school shall offer | 10 | | no less than 6 types of certificates. | 11 | | (b) The State Board shall establish an advisory board for | 12 | | the grant program established under subsection (a) that | 13 | | consists of all of the following members: | 14 | | (1) The Director of Commerce and Economic Opportunity. | 15 | | (2) The Chairperson of the State Board. | 16 | | (3) The State Superintendent of Education. | 17 | | (4) The Director of Labor. | 18 | | (5) A senator appointed by the President of the Senate. | 19 | | (6) A senator appointed by the Minority Leader of the | 20 | | Senate. | 21 | | (7) A representative appointed by the Speaker of the | 22 | | House of Representatives. | 23 | | (8) A representative appointed by the Minority Leader | 24 | | of the House of Representatives. | 25 | | (9) A member from a statewide organization that | 26 | | represents manufacturing companies throughout this State, |

| 1 | | appointed by the Governor. | 2 | | (10) A member who represents at-risk students, | 3 | | appointed by the Governor. | 4 | | (11) A member from a statewide organization that | 5 | | represents multiple employee unions in this State, | 6 | | appointed by the Governor. | 7 | | (12) A member from a trade union, appointed by the | 8 | | Governor. | 9 | | (13) A member from a statewide organization that | 10 | | represents the business community, appointed by the | 11 | | Governor. | 12 | | (14) A member from a statewide organization that | 13 | | represents service employees in this State, appointed by | 14 | | the Governor. | 15 | | (15) An educator from a professional teachers' | 16 | | organization, appointed by the Governor. | 17 | | (16) A member from a statewide organization that | 18 | | represents hospitals in this State, appointed by the | 19 | | Governor. | 20 | | The members of the advisory board shall serve without | 21 | | compensation but shall be reimbursed for their reasonable and | 22 | | necessary expenses from funds appropriated to the State Board | 23 | | for that purpose, including travel, subject to the rules of the | 24 | | appropriate travel control board. | 25 | | The advisory board shall meet at the call of the State | 26 | | Board and shall report to the State Board. | 1 | | shall provide administrative and other support to the advisory | 2 | | board. | 3 | | (c) The advisory board established under subsection (b) | 4 | | shall have all of the following duties: | 5 | | (1) To review the progress made by each grant | 6 | | recipient, including, but not limited to, the | 7 | | gainful-employment success rate, how many students remain | 8 | | employed for how long, and how many students went on to | 9 | | receive higher manufacturing certificates. | 10 | | (2) To review how many students went on to complete a | 11 | | paid internship or apprenticeship upon graduation. | 12 | | (3) To compile a list of programs offered by each | 13 | | community college or high school. | 14 | | (4) To analyze whether the certificates are closing the | 15 | | gap in education for the current needs of the labor force, | 16 | | and to offer suggestions on how to close the gap if one | 17 | | still exists. | 18 | | (5) To suggest certificates that could help future | 19 | | employers looking to locate in this State. | 20 | | (6) To offer guidelines for the types of certificates | 21 | | that a community college or high school should pursue. | 22 | | (7) To offer possible rules to the State Board that the | 23 | | grant process should follow. | 24 | | (d) The State Board may adopt any rules necessary for the | 25 | | purposes of this Section.
