| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Mary Ivalyn Carter Bowden Hill of Dowling | 4 | | Park, Florida, who passed away on August 14, 2019; and
| 5 | | WHEREAS, Mary Hill was born in Waycross, Georgia to Ivy and | 6 | | Mary (Strickland) Carter on March 6, 1932; she helped to manage | 7 | | her father's general store when she was young and worked | 8 | | through high school at the famous Ware Hotel in downtown | 9 | | Waycross and for the Bell Telephone Company switchboard; she | 10 | | had a summer stint rolling the final wrapping onto King Edward | 11 | | cigars; after graduating high school, she attended Aurora | 12 | | College; and
| 13 | | WHEREAS, Mary Hill married and had children, before moving | 14 | | with her Bowden Family to Peoria, where she earned a bachelor's | 15 | | degree in sociology in 1971 at Bradley University; and | 16 | | WHEREAS, Mary Hill began her professional life in the | 17 | | service of others by teaching homemaking and money management | 18 | | skills to young mothers in Peoria's Urban Living Renewal | 19 | | Project; she then joined the Illinois Department on Aging and | 20 | | rose through the ranks, becoming the Chief of the Bureau of | 21 | | Field Operations for the department's Division of Long-Term | 22 | | Care; and |

| 1 | | WHEREAS, In 1979, Mary Hill helped develop and establish | 2 | | the Illinois Department on Aging's Community Care Program, | 3 | | which helps senior citizens, who might otherwise need nursing | 4 | | home care, to remain in their own homes by providing in-home | 5 | | and community-based services; and | 6 | | WHEREAS, Upon her retirement, the Illinois Association of | 7 | | Community Care Program Homecare Providers chose to recognize | 8 | | Mary Hill with the naming of the Mary I. Hill Award; and
| 9 | | WHEREAS, Mary Hill moved to Dowling Park, Florida to the | 10 | | Advent Christian Village, where she kept busy, volunteering for | 11 | | several years as manager of the Twice Nice Resale Shop in the | 12 | | Village Commons, helping to generate proceeds in support of the | 13 | | Advent Christian Village Benevolent Fund; she enjoyed reading, | 14 | | cultivating her wondrous backyard garden, actively | 15 | | participating in the church community, taking advantage of | 16 | | hydro-therapy at the Copland Center, chasing sunsets, cooking | 17 | | southern specialties like biscuits and gravy, and traveling the | 18 | | Florida coastline and the world; she often tended to others, | 19 | | visiting and comforting seniors; and
| 20 | | WHEREAS, Mary Hill was preceded in death by her parents; | 21 | | her brothers, Avant, Sylvanis, Arliss, Felice, Buford, Wylie, | 22 | | and Curtis; and her stepmother, Vera (Lewis) Carter; and

| 1 | | WHEREAS, Mary Hill is survived by her children, Mary | 2 | | Ricketson, Marsha Buckley, Michele (Jim) Haptonstahl, Michael | 3 | | Bowden, and Melinda (Jeff) Selke; 10 grandchildren; three | 4 | | great-grandchildren; her brothers, Edward and Tommy Carter; | 5 | | and numerous cousins, nieces, nephews, in-laws, and others who | 6 | | were like family to her; therefore, be it
| 7 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 8 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 9 | | Mary Ivalyn Carter Bowden Hill and extend our sincere | 10 | | condolences to her family, friends, and all who knew and loved | 11 | | her; and be it further
| 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to the family of Mary Hill as an expression of our | 14 | | deepest sympathy.
