| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Walter Leonard Arnstein Ph.D. of Urbana, | 4 | | who passed away on October 6, 2019; and
| 5 | | WHEREAS, Dr. Arnstein was born in Stuttgart, Germany on May | 6 | | 14, 1930; his family emigrated to the United States in 1939, | 7 | | and they became American citizens in 1944, at which time he | 8 | | chose his middle name of Leonard in honor of composer Leonard | 9 | | Bernstein; he received his Bachelor of Specialized Studies at | 10 | | the City College of New York in 1951, magna cum laude; he | 11 | | served in the U.S. Army in Korea from 1951 to 1953 as an | 12 | | assistant battalion supply sergeant in an anti-aircraft | 13 | | battalion; he married Charlotte Sutphen in 1952; he received | 14 | | his Master of Arts from Columbia University in 1954 and spent a | 15 | | year as a Fulbright Scholar at the University of London; he | 16 | | earned his Ph.D. in History at Northwestern University in 1961; | 17 | | and
| 18 | | WHEREAS, Dr. Arnstein was a member of the Department of | 19 | | History at the University of Illinois at Urbana-Champaign from | 20 | | 1968 to 1998; he retired with the titles of Professor of | 21 | | History Emeritus and Jubilee Professor of the Liberal Arts and | 22 | | Sciences Emeritus; he won numerous awards for his teaching, and | 23 | | he served as department chair and Director of Graduate Studies; |

| 1 | | he supervised 25 successfully defended Ph.D. dissertations in | 2 | | British history and taught British history at every level from | 3 | | the introductory survey to the doctoral seminar; and
| 4 | | WHEREAS, Dr. Arnstein also taught at Northwestern | 5 | | University, the University of Chicago, and Roosevelt | 6 | | University, where he rose to be dean of the Graduate Division; | 7 | | he held visiting appointments as Fellow at both Cambridge | 8 | | University and the University of Edinburgh; he was also a | 9 | | Fellow of the Royal Historical Society; he served on the | 10 | | editorial boards of The Historian, Albion, and Victorian | 11 | | Studies; in 1990, the Midwest Victorian Studies Association | 12 | | established an annual graduate student prize in his honor, the | 13 | | Annual Walter L. Arnstein Prize for Dissertation Research in | 14 | | Victorian Studies; he was one of the first presidents of the | 15 | | North American Conference on British Studies; and | 16 | | WHEREAS, Dr. Arnstein was known to decades of University of | 17 | | Illinois history students as a founder and frequent host of the | 18 | | British History Association (BHA); in retirement, he and his | 19 | | wife continued to host numerous reunions of BHA alumni from all | 20 | | over the United States; and | 21 | | WHEREAS, Dr. Arnstein was the author of eight books, | 22 | | including Britain Yesterday and Today: 1830 to the Present, The | 23 | | Bradlaugh Case (1965), Protestant Versus Catholic in |

| 1 | | Mid-Victorian England (1982), and Queen Victoria (2003); he was | 2 | | the author of over 45 journal articles and 170 book reviews; in | 3 | | 1973, he competed successfully for five days on Jeopardy!; and
| 4 | | WHEREAS, Dr. Arnstein is survived by his wife of 67 years, | 5 | | Charlotte; his daughter, Sylvia; his son, Peter (Judy Dworkin); | 6 | | his sister, Laura Altschuler; his grandchildren, Katharine and | 7 | | Julianne (Ryan Galligan); and numerous nieces, nephews, and | 8 | | cousins; therefore, be it
| 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | Walter Leonard Arnstein Ph.D. and extend our sincere | 12 | | condolences to his family, friends, and all who knew and loved | 13 | | him; and be it further
